A Report On People Under Criminal Justice Supervision In Alameda County
Over the past decade, the number of adults in the US incarcerated by State or Federal authorities grew from 1,585,586 in 1995 to 2,135,901 in 2004, an average increase of 3.4% annually and a period increaseof one-third.1 In California, the prison population has grown over the last 10 years from 135,133 peoplein prison in 1995 to 163,939 by 2004 for an average of 2.75% annually and a period increase of over 21%.One of the realities of this massive increase in incarceration is that "they all come back." Over the last 10 years, the number of adults on parole from State or Federal prisons increased from 679,421 in 1995 to 765,355 in 2004, for an average annual rate of 2.7% and a period increase of 17%. Following the national pattern, the number of adults on parole in California increased by from 90,450 in 1995, to 110,130 in 2004, for an average annual rate of 2.3% and a period increase of over 21%. California leads the nation in the number of adults on parole; at the end of 2004 over 14% of people on parole in the US had been released from California prisons

U.S. Domestic Airline Pricing, 1995-2004
Between 1995 and 2004, I find that airline prices fell more than 20% adjusted for inflation. I also show that premia at hub airports declined and that there is now substantially less disparity between the cheaper and more expensive airports than there was a decade ago. The Post-Apartheid Labour Market: 1995-2004
This paper seeks to investigate some of the changes that have occurred within the South African labour market in the post-apartheid era between 1995 and 2004 and some of the challenges the labour market presents in the attainment of shared growth, updating previous work by Bhorat and Oosthuizen (2004). The two main sources of data are the October Household Survey of 1995 and the Labour Force Survey of September 2004. The paper has found that while the unemployment rate has risen over the period, total employment has increased, bringing into question the notion of jobless growth. Unemployment, however, continues to be concentrated in specific demographically and geographically defined groups, most notably rural dwellers, Africans, females, the poorly educated and the young and, for many, represents a long-term problem. Disturbingly, unemployment has continued to grow rapidly amongst relatively educated members of the labour force, despite the skills shortage faced by the country. An individual’s probability of being employed is found to depend on his or her race, gender, age, location and level of education. However, it appears that gender plays less of a role in determining the probability of employment in 2004 than in 1995, although this is not true of race. Mutual Fund Performance in Pakistan, 1995-2004
Mutual funds are the most popular vehicle of investing in the stock market and their performance evaluation is a topic dear to both investors and academics. Surprisingly, mutual funds have not played a very important role in the Pakistani stock market and perhaps consequently almost nothing has been written about their performance in any academic journal. This paper looks at the performance of Pakistani mutual funds over the last five and ten year periods using Sharpe, Jensen and Treynor measures of portfolio performance analysis. The performance is compared to that of the market portfolio defined as the KSE 100 index. Using the Sharpe measure the performance of virtually all the funds was found to be inferior to that of the market portfolio. The Jensen and Treynor measures showed about half the funds to be outperforming the market portfolio over the last five years, but when the risk measure was corrected using Famas net selectivity measure the market portfolio outperformed all the funds except one. China's Regional Inequality in Innovation Capability, 1995-2004
Relying on a recently developed decomposition framework, this paper explores spatial distribution of innovation capability in China. It is found that at the regional level, China's inequality in innovation capability increased from 1995 to 2004. At the provincial level, the inequality decreased from 1995 to 2000, but increased from 2000 to 2004. Location, industrialization and urbanization, human capital, and openness (foreign direct investment) are significant contributors to the inequality in innovation capability. Strategic Aspects of the 1995 and 2004 EU Enlargements
We discuss the two latest enlargements of the EU. While the 1995 entrants are by now fully integrated, the 2004 entrants will ``enjoy'''' a secondary status for a number of years. We attribute this difference to the fact that unlike the former EFTA members joining in 1995, the 2004 entrants formed a group with heterogenous interests, one that lacked the same strong internal economic ties. Not being able to act as a unified block they had a considerably weaker bargaining position.
