    Multi-criteria decision analysis (MCDA) is an umbrella approach that has been applied to a wide range of natural resource management situations. This report has two purposes. First, it aims to provide an overview of advancedmulticriteriaapproaches, methods and tools. The review seeks to layout the nature of the models, their inherent strengths and limitations. Analysis of their applicability in supporting real-life decision-making processes is provided with relation to requirements imposed by organizationally decentralized and economically specific spatial and temporal frameworks. Models are categorized based on different classification schemes and are reviewed by describing their general characteristics, approaches, and fundamental properties. A necessity of careful structuring of decision problems is discussed regarding planning, staging and control aspects within broader agricultural context, and in water management in particular. A special emphasis is given to the importance of manipulating decision elements by means ofhierarchingand clustering. The review goes beyond traditionalMCDAtechniques; it describes new modelling approaches. The second purpose is to describe newMCDAparadigms aimed at addressing the inherent complexity of managing water ecosystems, particularly with respect to multiple criteria integrated with biophysical models,multistakeholders, and lack of information. Comments about, and critical analysis of, the limitations of traditional models are made to point out the need for, and propose a call to, a new way of thinking aboutMCDAas they are applied to water and natural resources management planning. These new perspectives do not undermine the value of traditional methods; rather they point to a shift in emphasis from methods for problem solving to methods for problem structuring. Literature review show successfully integrations of watershed management optimization models to efficiently screen a broad range of technical, economic, and policy management options within a watershed system framework and select the optimal combination of management strategies and associated water allocations for designing a sustainable watershed management plan at least cost. Papers show applications in watershed management model that integrates both natural and human elements of a watershed system including the management of ground and surface water sources, water treatment and distribution systems, human demands,wastewatertreatment and collection systems, water reuse facilities,nonpotablewater distribution infrastructure, aquifer storage and recharge facilities, storm water, and land use

    From the value of knowledge established in a disciplinary field by more specialists are moving to value theoretical knowledge in terms of utility that a company can hold in terms of a competitive advantage. Knowledge Management has been, to its appearance, an important response to knowledge management and knowledge to the enterprise. He was still lacking in knowledge management and knowledge-level departments and organizational level. Department of Human Resources remains the most involved in the implementation of Knowledge Management approaches, but has difficulties in their implementation, as used do not give the expected results in terms of value creation. The study proposes an inventory of the Knowledge Management difficulties in the enterprise in the process of creation and proposes a useful solution, represented by cognitive mapping.     Članak se bavi fenomenom naglog širenja društvenog označivanja, te njegovog utjecaja na knjižničnu zajednicu. Pod društvenim označivanjem podrazumijeva se organizacijska metoda uz pomoć koje se mrežni sadržaji, čiji broj sve više raste, nastoje organizirati, sačuvati, pretražiti i razmijeniti. Krajnji korisnici u postupku društvenog označivanja indeksiraju mrežne sadržaje (omiljene poveznice, mrežne stranice, online fotografije, video zapise itd.) dodjeljujući im ključne riječi /oznake, koji svi zajedno čine folksonomiju. Rad donosi usporedbu tradicionalnoga predmetnog označivanja s društvenim označivanjem, osvrćući se na njihove prednosti i nedostatke, te izlaže, uz primjere, mogućnosti poboljšanja folksonomije uz pomoć taksonomije. U drugom djelu članka ukratko su opisane neke od najpoznatijih mrežnih službi koje omogućuju društveno označivanje (Delicious, Library Thing, Flickr) te neke knjižnice koje svojim korisnicima nude mogućnost društvenog označivanja knjižničnog fonda na mreži. Zaključeno je da društveno označivanje ne može zamijeniti postojeća stručna pomagala i metode organizacije znanja, ali ih može nadopuniti, te tako doprinijeti boljoj organizaciji i dostupnosti sadržaja na mreži.The article deals with the rapidly spreading phenomenon of collective tagging and its impact on library community. The term collective tagging implies the method of organization which is used in order to organize, preserve, search, and exchange the constantly increasing number of web resources. In the process of collective tagging the end-users are those who index web resources (favorite links, websites, online photographs, videos, etc.) by adding key words/tags which constitute folksonomies. The article draws a comparison between traditional subject indexing and collective tagging with reference to their advantages and disadvantages, and presents, with examples, the possibilities to improve folksonomy with the help of taxonomy. The second part of the article briefly describes some of the best-known web services which provide collective tagging (Delicious, Library Thing, Flickr) as well as some libraries which provide their users with the option of online collective tagging of library holdings. It is concluded that although collective tagging cannot replace the already existing professional tools and methods of organizing knowledge, it can serve as their supplement, thus contributing to better organization and availability of web resources

    The financial administration control offers the managing staff the possibility to decide on the entrusted methods and means and to direct its action in order to reach the objectives that were set out according to the main interests of each company. The objectives are set down by taking into consideration both managing and operative functions. However, the desired results are obtained only after a certain period of time, during which there may occur changes of the initial context within which the objectives and action plans were drawn up. In this case the readjustment of the financial administration control within the managerial control structure becomes an essential condition for successfully reaching the established targets. A condition as such comes from the description of the desired outcome, of the indicators that will be used to assess it and the necessary means to obtain it. The objectives also have to express the agreement reached between hierarchic levels on dialogue grounds, thus ensuring the harmonization of the collective interests with those that determine the functioning of the enterprise. A very important part in this dialogue is played by the instrumental panel and also by the other devices of the financial administration control, which will have to be readjusted in a proper manner according to the changes occurred within the economic and business environment.financial administration control, managing and operative functions, performance, instrumental panel.

    Why foresight? The impact of resource consumption and technology on the ability to foresee the future

    In this article we attempt at providing evolution of the resource consumption (RC) which meets the needs of a modern society. In analyzing the impact of resources consumption and technologies to meets the needs, over the possibility of anticipating the future is necessary to establish patterns based on past information. On the those information, we can say that RC evolution between the ? and ? moments follows a logistic curve. Based on the graphic representation of the RC evolution, we can identify four different phases, with specific characteristics. Each phase will be the basis for building a pattern of RC evolution. For each of the four patterns we analytically present the risks of performing an exercise of future’s anticipation. The analysis indicates that currently, the forecasts lose representativeness and becomes less important compared with the foresight. The foresight, through its features, answers much better the needs to anticipate the future evolution of the society, compared to the forecast. Foresight exercises are offensive compared to the defensive nature of forecast exercises. The foresight exercise specialist is not just a spectator to the evolution of the phenomenon, as in the forecast’s case, but is involved in making and implementing decisions. Foresight exercises, although not able to generate accurate projections of the future, will help to correlate the current technologies with the future needs of societyresource consumption, technology, foresight, possibility of anticipating the future

    This paper presents the framework and the activities of a PhD research work in progress supported by Alcatel Alenia Space in collaboration with TeSA and SUPAERO. It deals with Connection Admission Control (CAC) for Telecommunications Systems with adaptive links according to propagation conditions. Indeed, in high frequency bands communications, deep fadings may occur because of atmospheric propagation losses. The mitigation techniques used to counteract fades impacts the system capacity, therefore the CAC mechanism. The CAC which only uses current capacity information may lead to intolerable dropping of admitted connection, and thus breaches the QoS guarantees made upon connection acceptance. New CAC mechanisms shall be studied to take into account the capacity variation and the mitigation techniques (IFMT) developed to compensate the attenuation in Ka and above frequency range

A concept of ‘strategic security of objects’ was introduced and a complex model of strategic security of the system ‘object – IT’ was developed on the level ‘working capacity and dependability’. There was proposed a paradigm to build IT selection of mixed data for controlling tasks of actual conditions on the basis of the strategic security structure ‘object – IT’ – infrastructure of informational support – concept of IT development. System conception as a paradigm core which is orinted on the development of: methodologies for creation of IT data selection on the complex approach level to determine the parameters under workability structure: object - IT - metrological tools; IT-security methodology, as the main instrument of industrial infrastructure according to the standartization system with the purpose of making effective management decisions at the level of "defect - damage - destruction: detection - assessment - classification" Metodology of IT-security based on clasification of possible threats for information resources, systems, processes, networks, management forms a set of methods and tools of securit according to the system, regulatory and complex models and is inseparately directed to the providing of information security on "leakage - modification - destruction" level, under critical for informational, technological, structural threats. Standartizatizational of information tool in terminology context and formation of the concept of information resources is a basis for the standardizing methods of IT-creation for the tasks of problems station managing.     INCREASING NUMBER OF SMALL FARMS IN INDONESIA: CAUSES AND CONSEQUENCES

    According to agricultural cencus data, the percentage of small farms (holding <0.5 ha) has increased from 48.5% in 1993 to 56.5% in 2003. Evidence from micro panel data is also inline with this observation. In rice farming region of Java, average farm size has declined from 0.49 ha in 1995 to 0.36 ha in 2007. In the off-Java region, average farm size declined from 1.49 ha in 1995 to 1.35 ha in 2007. The increasing trend of small farm is due to several factors, namely: high population presure coupled with limited non-farm employment, persistent trend of land conversion to non-farm use, and traditional practice of land inheritance. Due to small farm size, rural farm household have to diversify their income to meet their family needs. In Java, 51.7% of household income in 2007 is accounted for nonfarm income. This observation implies that strategic policies to increase household income in rural areas are by increasing access to land resources coupled with promoting off-farm and non-farm employment.small farm, land conversion, non-farm employment, Labor and Human Capital, Land Economics/Use,
