LAS ACTAS DEL CONSEJO NACIONAL DE EDUCACIÓN (CHILE, 1970-1973): DEBATES, CONSENSOS Y TENSIONES

Abstract

Although there are many works that analyse the education policies of Salvador Allende’s government (Chile, 1970-1973), few investigations have analysed in more detail the discussions generated among the actors who formulated and discussed the design and implementation of these policies. This article examines the debates, agreements, and tensions developed among members of the National Education Council during the years of the Popular Unity government. The present work contributes in two areas: on the one hand, it brings to light a source that has remained largely unexplored to date, the minutes in which the meetings of the Council are registered, and on the other, it offers historical evidence to enrich the understanding of the education policies of Salvador Allende’s government. Based on the analysis of these minutes, we look more deeply into the reasons that led the Executive to promote its education policies, while identifying the apprehensions that these initiatives caused among actors in the field of education who did not form part of the government coalition.Si bien existe un importante volumen de trabajos que analizan las políticas educacionales del gobierno de Salvador Allende (Chile, 1970-1973), son escasas las investigaciones que han profundizado en los debates que se generaron entre los actores que se involucraron en su diseño. En consonancia, este artículo examina las discusiones que se desarrollaron al interior del Consejo Nacional de Educación en los años de la Unidad Popular, y más puntualmente los consensos y tensiones que ahí se verificaron. Este objetivo posee un doble valor: por un lado, visibiliza una fuente que ha permanecido prácticamente inexplorada hasta la fecha, las actas donde se registraron esas reuniones, y, por otro lado, ofrece evidencia histórica para enriquecer el entendimiento de las políticas educacionales del gobierno de Salvador Allende. Con base en el análisis de estas actas se consigue, entre otros aspectos, ahondar en las razones que llevaron al Ejecutivo a impulsar sus políticas educacionales e identificar algunas de las aprehensiones que estas iniciativas levantaron entre los actores del campo educacional ajenos a la coalición de gobierno
