ОБҐРУНТУВАННЯ ОПТИМАЛЬНОГО СПОСОБУ ФІНАНСУВАННЯ БУДІВНИЦТВА КОМПЛЕКСУ ПО ПОВОДЖЕННЮ З ТВЕРДИМИ ПОБУТОВИМИ ВІДХОДАМИ У М. ОДЕСІ

Abstract

oai:vsed-oneu.com.ua:article/1The article considers theoretical and practical problems of choosing a method of financing the construction of a solid household waste management complex. The waste recycling market in Ukraine, which remains fragmented and heterogeneous today, is studied. There are certain shortcomings in infrastructure and technological solutions that require further improvement and development. However, in recent years, the awareness of the population and state authorities about the need for an environmentally friendly lifestyle and waste management has been growing. Recycling is becoming an increasingly relevant and important component of the countryʼs environmental policy. The article analyzes foreign and domestic experience in the processing of solid household waste (SНW). It is determined that in the member states of the European Union significant attention is paid to the quality of the environment and human health. Every year the problem of environmental pollution becomes more and more relevant. The main direction of the environmental protection policy of European countries is to minimize the negative impact on the environment. In particular, this means that one of the priority directions is the sphere of household waste management. The relevance of the study is determined by the fact that the problem of effective household waste processing is acute in Odessa city. In 2024, a project for the construction of a solid household waste management complex was presented to the Odessa City Council. Based on the analysis of the project, financing options for the construction and implementation of the project are proposed. The article provides a developed methodology for assessing financing options for such projects. The practical value of the study is that the presented methodology is relevant for all economic entities and can be applied in the territory of Odessa city and its agglomeration regardless of the functional use of the facility.У статті розглянуто теоретичні та практичні проблеми вибору способу фінансування будівництва комплексу по поводженню з твердими побутовими відходами. Досліджено ринок переробки сміття в Україні, якій на сьогодні залишається фрагментованим і неоднорідним. Існують певні недоліки в інфраструктурі та технологічних рішеннях, які потребують подальшого вдосконалення та розвитку. Однак, в останні роки, зростає усвідомлення населення та державних органів щодо необхідності екологічно чистого способу життя та управління відходами. Ресайклінг стає все більш актуальною та важливою складовою екологічної політики країни. У роботі проаналізовано зарубіжний та вітчизняний досвід переробки твердих побутових відходів (ТПВ). Визначено, що в країнах-членах Європейського Союзу приділяють значну увагу якості навколишнього середовища та здоров’ю людини. З кожним роком проблема забруднення довкілля стає дедалі актуальною. Основним напрямком політики європейських країн у сфері охорони навколишнього середовища є мінімізація негативного впливу на навколишнє середовище. Зокрема, це означає, що одним із пріоритетних напрямків є сфера поводження з побутовими відходами. Актуальність дослідження визначає те, що в Одесі гостро постає проблема ефективної переробки побутових відходів. У 2024 році Одеській міськраді було представлено проект побудови комплексу по поводженню з ТПВ. На основі проведеного аналізу запропоновано варіанти фінансування будівництва та реалізації проекту. У статті надається розроблена методика оцінки варіантів фінансування подібних проектів. Практична цінність дослідження полягає в тому, що представлена методика  є  релевантною  для  всіх  суб'єктів  господарської  діяльності  і  може застосовуватися на території м. Одеси та її агломерації незалежно від функціонального використання обʼєкта
