Imaginario social y proyectos de exploración minera Ñunoa, Puno-Perú

Abstract

The purpose of my research is to analyze the social imaginary of local actors about the mining exploration project in the district of Nuñoa. The methodology that I applied is based on the phenomenological approach, with the techniques and instruments of semi-structured interviews, participant observation and documentary review, with a sample stratified by quotas. Regarding the results I obtained, some local stakeholders tell me that mining cannot coexist with agriculture, while others consider that it would generate opportunities for improvement and local development. The preservation of the environment at the local level is based on the harmonious relationship established by the inhabitants with the natural environment, expressed in Andean cultural practices. Regarding local perceptions, I perceived the absence or inaction of the State and the actors of regional and national institutions perceive that the State assumes the regulatory role of mining activities and natural resources, through regulations and laws. The conclusions that I reached are, around the social imaginary of local actors in front of the mining exploration project is varied, both rejection and acceptance; I understand that there is a complementarity between the Andean worldview and the Western worldview; and finally, local actors perceive that the State is absent, while regional and local actors perceive only the regulatory role of the State.El propósito de mi investigación es analizar el imaginario social de los actores locales sobre el proyecto de exploración minera en el distrito de Nuñoa. La metodología que apliqué se basa en el enfoque fenomenológico, con las técnicas e instrumentos de entrevistas semiestructuradas, observación participante y revisión documental, con una muestra estratificada por cuotas. En cuanto a los resultados que obtuve, algunos actores locales me indican que la minería no puede convivir con la agricultura, mientras que otros consideran que generaría oportunidades de mejora y desarrollo local. Las preservaciones del medio ambiente en el ámbito local están basadas en la relación armoniosa que establecen los habitantes con el entorno natural, expresada en prácticas culturales andinas. En cuanto a percepciones locales percibí la ausencia o inacción del Estado y los actores de instituciones regionales y nacionales perciben que el Estado asume el rol regulador de actividades mineras y de recursos naturales, a través de normas y leyes. Las conclusiones a las que llegué son, en torno al imaginario social de actores locales frente al proyecto de exploración minera es variado, tanto de rechazo como aceptación; comprendo que existe una complementariedad entre la cosmovisión andina y la cosmovisión occidental; y finalmente, los actores locales perciben que el Estado está ausente, en tanto que actores regionales y locales perciben únicamente el rol regulador del Estado
