Viabilidade de um Consórcio Intermunicipal para a Gestão Integrada de Resíduos Sólidos: um Estudo Prospectivo

Abstract

Este trabalho prospectivo analisou a experiência do Consórcio Intermunicipal de Saneamento Ambiental (Consimares) na gestão de resíduos sólidos urbanos. A pesquisa avaliou o arranjo institucional e a governança do consórcio, utilizando uma metodologia com quatro dimensões (institucional e legal, governança colaborativa, estrutura técnica e ambiental) e 26 indicadores. Os resultados revelaram que, embora o consórcio esteja em pleno desenvolvimento, as dimensões institucional, técnica e ambiental foram classificadas como insatisfatórias, contrastando com a dimensão de governança colaborativa, considerada satisfatória. Até o momento, as ações mais concretas foram estudos e planejamento. Contudo, o licenciamento recente de uma Central de Tratamento de Resíduos pode servir como um fator catalisador para o fortalecimento do Consimares. A conclusão é que a efetivação deste empreendimento é fundamental para superar as deficiências identificadas, impulsionar a gestão de resíduos na região e concretizar os ganhos esperados em desenvolvimento intermunicipal./ This prospective study analyzed the experience of the Intermunicipal Consortium for Environmental Sanitation (Consimares) in urban solid waste management. The research evaluated the consortium's institutional arrangement and governance, using a methodology with four dimensions (institutional and legal, collaborative governance, technical, and environmental) and 26 indicators. The results revealed that, although the consortium is in full development, the institutional, technical, and environmental dimensions were classified as unsatisfactory, contrasting with the collaborative governance dimension, which was considered satisfactory. To date, the most concrete actions have been studies and planning. However, the recent licensing of a Waste Treatment Center could serve as a catalyst for strengthening Consimares. The conclusion is that the implementation of this project is fundamental to overcoming the identified deficiencies, boosting waste management in the region, and realizing the expected gains in intermunicipal development
