部活動改革に伴う教員の兼職兼業の運用に関する一考察 (静岡市の事例から)

Abstract

As club activities transition to a community-based model, schoolteachers are expected to obtain approval for concurrent work to serve as instructors in local clubs. The Ministry of Education, Culture, Sports, Science and Technology has issued guidelines on schoolteachers’ concurrent work, defining the requirements for approval. This study conducted interviews with staff members from the Educational Personnel Division of the Board of Education, responsible for approving schoolteachers’ concurrent work, as well as with schoolteachers who wish to engage in instructing at local sports clubs. Based on the findings, the study explores the impact of the guidelines’ implementation on the progress of club activity reforms, identifies challenges, and proposes solutions.  The interviewed schoolteachers expressed concerns that, given the persistently long working hours in schools, obtaining approval for concurrent work would be impossible even if they wished to pursue it. They also expressed “concerns that tournaments might no longer be held.”  The club activity reform appears to aim at establishing a system where schoolteachers who prefer not to participate in club activities are not obligated to do so. Concerns remain that schoolteachers wanting to contribute to the community through local sports activities may face barriers to participation, potentially ending the organization of tournaments.  From the perspective of teacher training, it is crucial to develop junior high schoolteachers capable of addressing both work style and club activity reforms.
