Um PARA ALÉM DAS SMART CITIES: PERSPECTIVAS INCLUSIVAS E DEMOCRÁTICAS

Abstract

ABSTRACT: The article aims to examine beyond the coexistence between society and technology, that is, beyond the versatility, attributes and externalities of smart cities. With ballast in the critical theory of technology proposed by Feenberg, the possibilities of democratization of technologies are explored, demonstrating that smart cities are also tools for structural claims of city dwellers, as they contribute to new fronts of humanization and inclusion. To perfect this aim, Sennett's philosophy is used to build more open, plural, ethical and modest cities, through joint participation between technicians and lay people. Finally, the articulation orchestrates some examples of smart cities worldwide, whose triumphant lever elected, among other attributes, education as an apt antidote to combating urban externalities. KEYWORDS: Constructivism; Democracy; Social inclusion; Smart Cities; Technocracy.RESUMO: O artigo tem por objetivo o exame para além da coexistência entre sociedade e tecnologia, ou seja, para além das versatilidades, atributos e externalidades das smart cities. Com lastro na teoria crítica da tecnologia proposta por Feenberg, desbravam-se as possibilidades de democratização das tecnologias, demonstrando que as smart cities também são ferramentas para reivindicações estruturais dos citadinos, pois contribuem para novas frentes de humanização e inclusão. Para aperfeiçoar tal desiderato, recorre-se à filosofia sennettiana para a construção de cidades mais abertas, plurais, éticas e modestas, mediante a participação conjunta entre técnicos e leigos. Por fim, a articulação orquestra alguns exemplos de smart cities mundiais, cuja alavanca triunfante elegeu, dentre outros atributos, a educação como antídoto apto ao combate das externalidades urbanas.
