Abstract

The horticulture sector of Norway is small in terms of number of enterprises and farmed acreage, but important for value created, healthy food consumption, and soil maintenance. In spite of its importance, few agricultural policy instruments work to support growth. Horticulture is more exposed to international competition, more closely integrated in supply chains dominated by distributive corporations and less by strong farmers’ cooperatives and has a low share of economic support compared to other agricultural branches. This has driven the sector towards close, voluntary horizontal cooperation and innovation. This report sees the same pathway as the most relevant recipe for future growth, potentially supported by a more effective public policy for healthy nutrition meaning stimulated consumption of vegetables and fruit. A more active, interventionistic competition policy may also cause significant change in horticulture value chains.Mest marked, mindre politikk – og dels til besvær.
