Abstract
Tez No: 807829Almanya’daki Nazi rejimi, Japonya’nın takip ettiği emperyalist politika ve
İtalya’daki Faşist rejim iki savaş arasında yaşanan geçici barış döneminde gelişme
göstermiştir. Büyük devletler adeta bir silahlanma yarışına girmişlerdir. Birinci Dünya
Savaşı sonrasında oluşan durum gerek mağlup devletleri gerekse galip devletleri memnun
etmemiştir. Sonunda, adı geçen devletler düzenin değişmesi gerektiği iddiasıyla ortaya
çıkmışlardır.
Birinci Dünya Savaşı’nın neden olduğu olumsuzlukları unutmayan Türk devlet
adamları Türkiye’nin artık Osmanlı İmparatorluğu gibi bir dünya gücü olmadığını kabul
ederek İkinci Dünya Savaşı’na fiilen katılmamak için büyük çaba sarf etmişlerdir. Dış
politikayı yönlendirenler her ne olursa olsun araziler üzerinden taviz verilmeyeceğini ve
sınırlar hususunda herhangi bir değişiklik yapılmayacağını tüm dünyaya duyururken
gerçekleştirilen konferanslarda Türkiye’nin savaşa katılmak için askeri anlamda hazır
olmadığı öne sürülmüştür. Daima ulusal menfaatler doğrultusunda hareket edilmiştir.
Müttefik devletlerin liderleri arasında yaşanan fikir ayrılıklarından faydalanılarak
tam bir denge politikası izlenmiştir. Bununla birlikte savaşın başlangıcından itibaren gereken
önlemler alınarak basın da dâhil olmak üzere her şey kontrol edilmiştir. CHP ve Matbuat
Müdürlüğünün basın üzerindeki sıkı denetimi sansür kadar etkili olmuştur. Türkiye’nin ve
dünyanın nabzını tutan Ulus Gazetesi ise CHP’nin yarı resmi yayın organı olarak yayın
hayatını sürdürmüştür.The Nazi regime in Germany, the imperialist policy followed by Japan, and the

The big states have almost entered an arms race. The situation after the First World War did
not satisfy both the defeated states and the victorious states. Eventually, the aforementioned
states emerged with the claim that the order should change.
Turkish statesmen, who did not forget the negativities caused by the First World War,
accepted that Turkey was no longer a world power like the Ottoman Empire and made great
efforts not to actually participate in the Second World War. While those who direct the
foreign policy announced to the whole world that no concessions will be made on the lands
and that no changes will be made regarding the borders, it was argued at the conferences that
Turkey was not militarily ready to join the war. Always acted in line with national interests.
A policy of complete balance was followed by taking advantage of the differences of
opinion among the leaders of the allied states. However, everything was controlled,
including the press, by taking the necessary precautions since the beginning of the war. The
strict control of the CHP and the Press Directorate on the press was as effective as the
censorship. Ulus Newspaper, which takes the pulse of Turkey and the world, continued its
publication life as the semi-official publication of the CH
