Changeability is the key competitive factor for manufacturing companies to survive in turbulent markets. In spite of numerous concepts and instruments there is no method for a competency-based, cost- and time-optimal employee qualification before and after the occurrence of a change. A systematic approach is lacking for the identification of the key indicators for a quantitative assessment of qualification as well as for the optimal manpower planning. Therefore, within the BMBF-funded research project, a procedure for the increase of changeability by an optimal, competency-based employee qualification is going to be developed
