The other letters from the Argentine exiles: Requests of reentry from the “opcionados” to the terrorist State’s bureaucracy

Abstract

Este artículo hace foco en un tipo peculiar de cartas del último exilio argentino, aquellas que escribieron los llamados “opcionados” a las autoridades consulares de los diferentes países de residencia, y por su intermedio al Ministerio del Interior y al Presidente de la Nación, con el propósito de fundamentar sus solicitudes de reingreso al país durante el “Proceso de Reorganización Nacional” (1976-1983). El trabajo se divide en dos partes. La primera describe el corpus documental y reconstruye el tránsito de las peticiones de retorno de los “opcionados” a partir de su visibilización en la web del Ministerio de Relaciones Exteriores durante el gobierno de Cristina Kirchner (en contraste con la oscuridad de la burocracia del Estado terrorista). La segunda analiza el contenido de las peticiones y se pregunta sobre aquello de lo que hablan las cartas de los exiliados a los agentes y agencias estatales durante el “Proceso de Reorganización Nacional”. En este sentido, atiende a las historias personales de militancia, represión y exilio que vehiculizaban las “epístolas de súplica” y al mismo tiempo se interroga por las dimensiones burocráticas y represivas del poder pretoriano y la utilización de la misiva como instrumento de coacción y de administración punitiva del movimiento de los argentinos.This article is focused on a peculiar type of letters written during the last Argentine exile, those who wrote the so called “opcionados” to the consular authorities of the different countries of residence, and through them to the Ministry of the Interior and to the President of Argentina, in order to request the reentry to the country during the “Proceso de Reorganización Nacional” (1976-1983).The article is divided into two parts as follow. The first part describes the documentary corpus and retraces the fate of the return petitions of “opcionados”. These documents were put online on the Ministry of Fo-reign Affairs’s website during Cristina Kirchner’s government (by contrast with opaque bureaucracy of the terrorist State). The second part analyzes the content of petitions. In this sense, it attends to the personal histories of militancy, repression and exile that conveyed those “supplication epistles” At the same time the article takes into count bureaucratic and repressive dimensions of praetorian power and the use of missive as an instrument of coercion and punitive administration.Fil: Jensen, Silvina Inés.
