Nation of nations? Bolivian (Pluri)nationalism in the government of Evo Morales

Abstract

El artículo tiene como objetivo revisar el estado actual del proyecto plurinacional de refundación estatal en el contexto de los gobiernos de Evo Morales Ayma en Bolivia. Como proyecto plurinacional se entenderá la propuesta política surgida desde las organizaciones indígenas como consecuencia de la actividad del movimiento originario en Bolivia que tomó cuerpo en la Asamblea Constituyente bajo la figura del Estado Plurinacional que garantiza la autodeterminación de las naciones originarias. ¿Es el Estado boliviano plurinacional como declara la nueva Constitución o se trataría más bien de un Estado-nación pluricultural y multiétnico? Analizaremos tanto el discurso oficial, como las políticas concretas del gobierno de Evo Morales Ayma (2006-2016) a fin de revelar la situación actual de la propuesta indígena, tomando en cuenta un largo debate histórico sobre la construcción del Estado-nación en Bolivia.The article aims to review the current status of plurinational project of state refounding in the context of the governments of Evo Morales in Bolivia. As an plurinational political project we interpret a proposal emanating from indigenous organizations as a result of the native people movement activity in Bolivia which took shape in the Constituent Assembly under the figure of the Plurinational State. Is Plurinational that guarantees the self-determination of the native nations. Is the State of Bolivia plurinational as stated in the new Constitution or it is more a multicultural and multiethnic nation state? We will analyze the official discourse as the specific policies of the Evo Morales government (2006-2016) in order to reveal the current situation of the indigenous proposal, taking into account a long historical debate on the construction of the nation state in Bolivia
