LEGAL CONDITIONS FOR RENEWABLE ENERGIES: A COMPARISON OF NATIONAL LEGISLATION

Abstract

The European energy sector has been undergoing significant changes since the beginning of the liberalization process in the UK in 1989. In 2003 major parts of the electricity sector in Europe have been liberalized and the remaining parts will follow during the next few years. This paper focuses on the promotion of renewable energy sources as an alternative to fossil fuels when aiming at a sustainable energy supply. A number of different strategies and methods have been used by EU Member States with widely varying results. In the present paper we shall evaluate the different strategies and methodologies used to promote new renewable sources for electricity exemplified by the penetration of wind power. Results will be given for a number of characteristic cases in Western Europe. 1
