New possibilities to deliver learning materials are introduced. Applicability of the Internet and other electronic media in delivering learning, teaching, and training content is growing. eLearning solutions are becoming very popular for educational institutions and other organizations and companies. The eLearning system implemented to fulfill the demands should interoperate with other existing systems. It is also necessary to ensure that in this age of rapid technology development, eLearning systems are still applicable even if technologies supporting them become obsolete. Developing a system compliant to a learning technology standard or specification is considered to be an appropriate solution which guarantees the interoperability and the reusability of the system. Standards and specifications define the way how parts of a learning system interconnect and how different heterogeneous systems exchange interoperable data. Questions and tests present an essential part of an eLearning system. The theoretical part of this thesis concentrates on a Question and Test Interoperability (QTI) specification developed by the IMS Global Learning Consortium.
