Universal service: a tool for social and economic development?

Abstract

The MEDA Telecom Observatory was the on-line part of the regional project "New Approaches to Telecommunications Policy in Mediterranean Countries" funded by the European Commission and managed by ENCIP (European Network for Communication & Information Perspectives). The case study collection comprised 18 edited-case studies presented during MEDA Training Seminars on five themes: Policy & Institutional Reform, International Issues, Universal Service, Licensing & Numbering and Interconnection & Cost-Modelling. They were originally made avaiable on the project website at http://meda.encip.org/. This has since disappeared, however archived versions of some papers can still be viewed via the Internet archive at: http://web.archive.org/web/20031026123019/http://meda.encip.org
