Abstract

Before proceeding I wish to state that in preparing this paper I have used commentary taken from the publication of the Insurance Corporation of British Columbia (IBC) 'Recovery'. Every journey, no matter by what mode of transport, is commenced with the thought of reaching its final destination without incident. While safety projects, specifically road safety projects, are being undertaken throughout the world statistics show the enormity of injury and death.
