Digitalization is an innovation based on technological advances that can make governance more effective and efficient. This makes human activities carry out digital transformation in both the public and private sectors.  One of the implementations of digital transformation in the public sector is the implementation of Digital ID cards. Digital transformation in the context of digital ID cards must be balanced with the readiness of both implementers and the community as policy actors. This research identifies digital transformation in the context of Digital KTP in Surabaya City using the imperative strategy theory of digital transformation model Verhoef which has 4 indicators, namely: Digital Resources, Organizational Structure, Improvement Strategy, and Measures and Goals. Data is obtained through analysis of observation results, documentation, and interviews with implementing agencies and the community. The results of the study found that there was a 25% target non-achievement from the Ministry of Home Affairs of the Republic of Indonesia for the activation of Digital KTP in Surabaya, this was due to a less massive improvement strategy and a lack of public awareness regarding this innovation. This study concludes that there are still indicators that have obstacles such as digital resources, which in its implementation there are still obstacles in the IKD application and growth strategies that still need strategies to reach the elderly and add features to increase the value of innovation to increase public awareness of digital transformation

This research aims to reveal and explain the pattern of relations between the state (government elite) and the community, both the interest group (association elite) or the wider community (association members) in the salt industry in NTT. As a system of government, corporatism is still practiced, although with a model that is not as idealized by its early thinkers. Corporatism in practice has the opportunity to give birth to new elites as found in the research of the salt industry in NTT. The interests of the elites do not necessarily represent the interests of association members in general. Even in the salt industry, the interests of the elites conflict with the interests of members and the community. Government elites and business associations that have large resources of power manipulate customary institutions, churches, academics and communities to achieve their interests. This system also gives the state (government elite) authority and dominance over various decisions on the utilization of public goods (location of the salt industry or customary land) and determines which entrepreneurs invest (state dominance). Finally, the state is not present as a neutral referee for the contestation of various interests of citizens or associations of interest groups

The role of crop seeds extends beyond the essential task of achieving food security and is embedded in technical, social, economic, and political debates. The character of seeds and their association with farmers has transformed, influenced by social constructs embedded within policies. This research endeavors to scrutinize the impact of the social construction of farmers and seeds within national policies on their respective roles at the grassroots level. The foundational premise of this approach posits that the social construction of the target demographic significantly shapes the perspectives of public officials, thereby influencing agendas and policy formulations. Employing a qualitative methodology, this study entails the analysis of both secondary data, encompassing national seed policies, and primary data acquired through the Seed Self-Reliant Village initiative in Ngasin Village. The findings elucidate a negative construction of smallholder farmers, depicting them as lacking influence, while seeds are portrayed as integral production materials geared towards augmenting productivity. At the local level, knowledge pertaining to seeds is cultivated based on productivity criteria, delineating the appropriateness of seeds for dissemination. This research contributes valuable insights to the realm of public policy analysis, underscoring the infrequently utilized yet potent social construction approach

    Get PDF
Moore developed the strategic triangle to aid public managers in designing policies that align with public needs. The strategic triangle is a way for governments to create policies based on the values desired by citizens. This strategy includes three important elements, including public value outcomes, authorizing environment and operational capacity. Nonetheless, certain experts deem this concept to have critical limitations that require conceptual resolution. Regrettably, none of their criticisms provide a solution towards the concept's improvement. Using qualitative research with an ethnographic approach, this study aims to construct and critique a new model of the strategic triangle concept, utilizing the local wisdom of the bau lolon ritual as an alternative solution. The central focus of this research examines the relevance of moral values within the bau lolon ritual as a possible alternative means of mitigating the weaknesses of the strategic triangle concept. Bau lolon ritual is usually performed by the Lamaholot people who inhabit the eastern part of the island of Flores in the province of East Nusa Tenggara, Indonesia. The findings indicate that the implementation of bau lolon rituals can surpass the constraints of the previous model by incorporating principles of fairness, integrity, and camaraderie in the decision-making process

A synchronous hybrid learning space combines traditional on-site and online learning into a single learning experience to promote effective learning for both on-site and online students concurrently. It is a flexible, accessible, and engaging learning environment. There is a dearth of research on the factors that influence synchronous hybrid learner learning satisfaction as compared to traditional on-site or online learning environments. The relationship between student engagement, student motivation with student learning satisfaction in synchronous hybrid learning space was underexplored although these student learning competencies were noticeably strong predictors of student learning satisfaction in the full on-site or online settings. Hence, this study aimed to explore predictive learning competencies for student learning satisfaction in synchronous hybrid learning. A cross-sectional method was employed to collect quantitative data from 169 students of a Technical and Vocational Education and Training (TVET) institute located in Kuching, Sarawak at a given point in time. These respondents’ learning competencies and learning satisfaction in synchronous hybrid learning spaces were investigated. The research findings showed that student engagement (i.e., emotional, cognitive, and behavioural) and student motivation (i.e., intrinsic goal orientation, extrinsic goal orientation, and self-efficacy) which are found predictive in traditional on-site and online learning settings can be applied in synchronous hybrid learning space as well. The results of this study were intended to guide practices and policies related to the design and implementation of synchronous hybrid learning to add value and further substantiate the potential of this learning space

Conflict is unavoidable. Regardless of the nature of the conflict, war is the last alternative when the peace effort has failed to take. Russia's attack on Ukraine is the last stage in resolving the conflict due to the failure of peace negotiations between the two sides. This study aims to analyze the national interest of Russia in invading Ukraine through the perspective of realism. The method used in this research is a descriptive method with a qualitative approach. The data collection technique is secondary data through documentation or literature study. In this case, the researcher conducted previous research with the research topic studied from scientific articles in libraries and cyberspace. This study's results indicate an iceberg phenomenon in Russia's national interest in invading Ukrainian territory. Western expansion into the territory of Ukraine has created a security dilemma for Russia, so the war is used as momentum for Russia to achieve its national interests. Through the war, Russia played zero-sum to achieve its national interests, as a balance of power from Western powers, power expansion into the territory of Ukraine, and the power struggle. The armed conflict between the two countries is a challenge that must face by countries around the world, including Indonesia. In response to it, Indonesia used an independent-active principle based on Indonesia's national interests
