    平成24・25年の災害対策基本法改正は,制定以来の大改正であり,改正法等の適切な運用を図るため自治体に求められる実務的課題は多いのではないかと考えている。災害対策基本法等の主たる運用を担う自治体における実務的課題等について,関係自治体の現状や取組み,認識等の実態を明らかにし,今後のあるべき対応を提言するものである。The Basic Act on Disaster Control Measures was revised in 2012 and 2013.     China\u27s Investment in ASEAN: Paradigm Shift or Hot Air?

    This paper focuses on China’s outward foreign direct investment (FDI), arguably one of the most prominent forms of ‘new’ capital entering the Association of South East Asian Nations (ASEAN) in recent times, not least since the Belt and Road Initiative (BRI) was announced by Chinese President Xi Jinping in 2013. Despite initial warmth and hopes for Chinese capital to uplift the economies of the region, recent years have witnessed some high profile pushback against China by some ASEAN members. Key concerns include but are not limited to new, often project-related concerns as well as old, if unspoken, fears that ‘China is buying the world’ through a spate of ‘debt trap diplomacy’. This paper aims to shed light on this issue, focusing on China’s outward FDI into ASEAN. Through an analysis of statistical information, it shows that Chinese FDI in ASEAN economies is considerably ‘smaller’ than what popular rhetoric suggests. Firstly, Chinese outward FDI, while increasing in value, is not more significant than the region’s traditional investors, mainly Japan and ASEAN itself. Secondly, the quality of Chinese outward FDI is considerably less sophisticated and sustainable than what is commonly expected. Much of it is directed towards tertiary industries such as real estate activities, which contain a rather speculative element

    The Impact of Family Composition on Educational Achievement

    Parents preferring sons tend to go on to have more children until a boy is born, and to concentrate investment in boys for a given number of children (sibsize). Thus, having a brother may affect child education in two ways: an indirect effect by keeping sibsize lower and a direct rivalry effect where sibsize remains constant. We estimate the direct and indirect effects of a next brother on the first child’s education conditional on potential sibsize. We address endogenous sibsize using twins.     Global Value Chains and the Missing Exports of the United States

    More and more American multinational corporations (MNCs) are outsourcing the production and assembly of their products to foreign companies. When they do so, they derive the largest share of their revenue from the intellectual property embedded in core technological innovation and brand names. However, conventional trade statistics are compiled based on the value of goods crossing national borders, as declared to customs. Generally, the value added associated with intellectual property rights and embedded in physical goods is not recorded as either export or import of any country. Hence, current trade statistics greatly underestimate US exports and substantially exaggerate its trade deficit. In this paper, we use the case of Apple, the largest American consumer products company, to illustrate the failure of conventional trade statistics to report actual US export capacity in the age of global value chains. According to our analysis of this case, if the value added of Apple intellectual property sold to foreign consumers were counted as part of US exports, total US exports would increase by 3.7%, and its trade deficit would decrease by 7.5%. In terms of bilateral trade, the value added under examination here would lower the US trade deficit with the Greater China region by 6.7% and that with Japan by 9.1%.JEL Classification Codes: F1http://www.grips.ac.jp/list/jp/facultyinfo/xing_yuqing/http://id.nii.ac.jp/1295/00001665

    Linking Parliamentary Minutes and Videos in the Japanese Diet

    This paper offers an overview of the video retrieval system we have developed for the Japanese Diet. With our video retrieval system one can directly retrieve the video feed segment of interest, gain a visual understanding of the flow of parliamentary debate, and check the facial expressions and body language of the speaker. In this paper, we demonstrate how one can retrieve video streaming on user terminals that do not support Japanese language input, and suggest a variety of ways in which our video retrieval system can be utilized. Also, we report a preliminary analysis on the correspondence between the official minutes and the results of speech recognition of recordings of parliamentary meetings.
