Interview with Dr. Jiangnan (John) Cai, China Europe International Business School
简介:蔡江南教授是中欧国际工商学院卫生管理与政策中心主任、经济学兼职教授。他在中国和美国的大学、咨询公司、和政府部门从事了二十多年的卫生经济和卫生政策的教学、研究和咨询工作,发表了大量有影响的研究成果。他参与了美国第一个(麻省)全民医疗保障制度改革方案的设计、实施和评价,以及中国新医改方案的研究工作。蔡教授曾是华东理工大学经济发展研究所(所长)和商学院的主要创始人之一(1987-1990),曾担任复旦大学经济学院公共经济系第一任系主任(2006-2009)。蔡教授曾获1990年孙冶方经济科学论文奖(我国经济学最高奖)、2002年美国卫生研究学会最杰出文摘奖、2009年上海市社会科学界年会优秀论文奖、2013年《中国卫生》杂志十大医改新闻人物提名。他于1997年获得美国布兰戴斯大学社会政策博士、1984年获得复旦大学经济学硕士、1982年获得华东师范大学经济学学士。 Bio: Dr. John Cai is Director of CEIBS Centre for Health Care Management and Policy and Adjunct Professor of Economics at China Europe International Business School (CEIBS). He has been involved in teaching, research and consulting work at university, consulting company and government in the field of health economics and health policy over twenty years. He has published extensively in the areas of health economics and health policy, social security, labor and employment, and public finance in various academic journals. He has participated in the design, implement and evaluation of the first comprehensive health care reform plan (Massachusetts) in the U.S. and has also actively involved in the design of recent national health care reform plan in China. Professor Cai was cofounders and the Director of the Institute of Economic Development at East China University of Science and Technology (Shanghai) (1987-1990) and the first Chair at Department of Public Economics at Fudan University (2006-2009). Professor Cai has received many awards for both research and teaching, for example, 1990 Sun Yie-fang National Economic Science Prizes-Best Paper Award, 2002 Most Outstanding Abstract Award by Academy for Health Services research and Health Policy Annual Research Meeting in Washington D.C., and 2009 Excellent Paper Award from Shanghai Social Science Annual Conference. Professor Cai received his Ph.D. in Public Policy from the Heller School for Social Policy and Management, Brandeis University in 1997, MA in Economics at Fudan University in 1984 and BA in Economics at East China Normal University in 1982

And here is why.The book is a vivid account of a large epidemiological study spanning roughly sixteen years, from the conversation that started the project in 1983 to the first published results in 1999. There were new cultural and physical environments to get used to, bureaucratic hurdles to overcome, and miscommunications to clear up. The dedicated public health professionals from the U.S. and China overcame these issues in order to achieve the common goal of preventing neural tube defects (NTDs), which can happen early in a pregnancy. All this is chronicled in the book, along with revealing anecdotes and side-stories. Kowal, for example, notes how The Centers for Disease Control and Prevention (CDC) visitors reacted to hearing the American cowboy song "Home on the Range" played on Chinese instruments — namely, “strange and eerily out of place.
Impacts of China’s One-child Policy on Public Health in China: An Overview
AbstractIn 2015, China lifted its one-child policy and replaced it with a universal two-child policy that became effective on January 1, 2016. The one-child policy, introduced in 1979 to strictly reduce population growth in the country, had profound impacts not only on population growth control, but also on public health and many other aspects affecting population health. In this article, we review its positive impacts on public health in China, such as greatly improved health status in the country, most likely due to the combination of the one-child policy and the economic reform that started approximately the same time. We also discussed several undesirable outcomes, such as skewed sex ratio and aging population. Finally, we proposed potential strategies to compliment the newly implemented two-child policy. 摘要: 2015年底, 中国宣布取消独生子女政策,并于2016年一月一日开始实施二孩政策。自从1979,独生子女政策在过去30多年减缓了中国的人口增长, 同时也在公共卫生和人口健康有深远的影响。这篇概述回顾独生子女政策在公共卫生方面的积极影响,也讨论了一些政策的负面影响,比如偏倚的男女比例和加速老龄化。 最后,本篇概述提出一些让二孩政策更好实施的策略。 关键词:中国,独生子女政策,公共卫生,妇幼健康,性别比,老龄化社
Effects of Socioeconomic Status on Engagement with Program Interventions and Condom use at Commercial Sex Settings among Female Sex Workers in Yunnan Province in Southwest China
ABSTRACT: Background: This study examined whether the socioeconomic status (SES) of female sex workers (FSWs) was related to their participation in a community-based peer-led HIV intervention program and HIV-related behavioral and health outcomes, using data from a behavioral survey conducted in Yunnan Province in Southwest China. Methods: A sample of 348 adult women (ages 18-49) who had exchanged sex for cash in the past month were recruited in Mengzi city, using the time location sampling (TLS) method. Face-to-face interviews were conducted using structured questionnaires. F-ratio test, chi-square analysis and multivariate logistic regression were used to analyze the data. Results: The FSWs on average had more than three commercial partners in past week and 88% had used condoms consistently. 57% of FSWs had sex with regular partners in the past month, among whom 70% used condoms consistently. 17% of FSWs had STs in past three months and 55% reported at least one lifetime abortion. Controlling for confounding factors, the odds of CCU with commercial partners in FSWs who received more than 100 RMB from last sex trade were over five times the odds of those who received less payment (OR=5.38, P<0.1). Attending DiC 1-3 times was related to higher odds of CCU with commercial partners, and the association was stronger for better-educated FSWs (OR high education*DiC 1-3 visits = 13.01, P<0.05; OR DiC 1-3 visits =0.14, P<0.05; OR high education = 0.82, P=0.27 not sig), relative to the less-educated ones. Conclusion and discussion: SES had a significant association with the utilization of HIV prevention services and the risk for HIV/STIs in FSWs in Yunnan. Findings highlighted the need to identify more innovative intervention strategies to address the high co-morbidity of sexual and reproductive health problems in FSWs in China, particularly at the lower-end commercial sex settings. 摘要: 本文运用在云南省蒙自市的女性性工作者(FSWs)人群中所收集的行为跟踪调研数据来研究FSWs的社会经济状况对其参与社区艾滋病预防服务,性行为及其性生殖健康结果之间的关系。本研究采用时间-地点抽样方法,采集样本包括348名在过去一个月曾经以金钱交换过性行为的成年女性(年龄:18-40岁)。数据收集采用结构式问卷和一对一面对面访谈方式。数据分析采用了F-分布检验,卡方分析和二元逻辑回归分析法。研究结果揭示在过去一周蒙自的FSWs平均有三个以上商业性伴,与其持续使用安全套的比率为88%。57%的FSWs在过去一个月中有固定性伴侣,与其持续使用安全套比率为70%。17%的FSWs在过去三个月中有过性病史,55%的FSWs曾经流产至少一次。在控制相关的协变因素后,收入高于100人民币的FSWs在过去一个月和商业性伴持续使用安全套的几率五倍于收入更低的FSWs。参与社区艾滋病干预服务对降低无保护商业性行为的影响在接受中学教育程度或以上的FSWs中效果更显著。FSWs的社会经济状况与其参与防艾项目和感染艾滋病及性病的危险有显著联系。未来的艾滋病项目需要去发掘更创新的干预策略来真正有效地降低FSWs的性生殖健康相关问题,特别是针对社会底层提高低端服务的FSWs

PurposeThis award is to recognize CHPAMS members’ extraordinary determination to challenge the “status quo”, overcome significant barriers and achieve accomplishments in scientific research, community service, or innovative activities that are beyond-expectation. The accomplishments should be in line with the mission of the China Health Policy and Management Society (CHPAMS). The preferred candidates are CHPAMS members who are in their early career stage. The awardees’ actions or achievements should have challenged others’ existing view on a particular subject in health-related fields to better serve CHPAMS’s mission, and therefore, inspire others to act in the same manner.B. Selection CriteriaA nominee must be a registered CHPAMS member and demonstrates the qualifications satisfying at least one of the following criteria:The nominee challenges and addresses a scientific question in health or health-related fields that may significantly change the established view, form a breakthrough, or substantially benefit large populations;The nominee demonstrates persistence, dedication, or leadership in serving the health needs of a particular vulnerable group that might be otherwise ignored or underserved by the existing health system. The community service must be exemplary and exceed the normal expectation.The nominee creates innovative tools, methods, or other intellectual products that may not fit into a formal research field but can motivate others and benefit the health of a specific or general population.If the achievement is completed by a group of individuals, only the leader or the key person(s) who played a significant beyond-duty role is(are) qualified as long as they meet the requirements as defined in this policy and agreed upon by the group members unanimously. C. Application ProcessCHPAMS will form an award committee of five members that consist of President of CHPAMS or his/her designee, CHPAMS advisors and other distinguished members or guests and one member will be elected as the Chair of the Committee. The nominating member should email the following documents to the Chair of the Award Committee by October 1 of the award year:A cover letter of no more than 1,000 words in English to describe the qualification of the nominee.Additional documents or materials (optional but no more than three documents or a total of 10 pages) that describes the inspiration of the nominee’s actions and/or demonstrates the outcome, such as media report, award certificate, witness testimony, or any other evidence that supports the nominee’s application.D. Selection ProcessThe Award Committee will screen and review all nomination materials and may conduct phone or in-person interviews with the finalists. The Award Committee will have a formal meeting to discuss the nominees and vote on the final winner. CHPAMS will announce the winner on February 1 of the following year. The winner will receive $500 at minimum and an award plaque. The award amount may be increased by the CHPAMS Board of Directors with additional resources available.The Award Committee will uphold a high standard in the selection process. If no nominee meets the expectation from the award committee, the award funding will be rolled over to next year. No more than two winners can be awarded in any given year.
CHPAMS Election Results and 1st CHPAMS Conference
Summer is up beating for everybody and for CHPAMS as well. To promote the potential collaborations among our members and make the professional network stronger, CHPAMS initiated a series of activities in summer 2015.Thank you all for your support! CHPAMS has successfully completed our first election for Board of Directors (2016-2018) from April 1 to April 15. To keep the election process as transparent as possible, the election result is attached for your review. Based on the bylaws, it\u27s required to have at least 10% of all members who registered before March 31, 2016 and the number of votes has passed that quorum. Moreover, all candidates passed 50% of the effective votes so they are officially elected and will start their duties on July 1, 2016. Congratulations to all newly elected board members! Interview with Ms. Pan, Beijing United Family Hospital and Clinics
Ms. Zhongying Pan is the Vice President of United Family Hospital and Clinics Group, and the President of Beijing United Family Hospital and Clinics. She joined Beijing United Family Hospital and Clinics in 1996. In her fourteen years of career, she served as a project manager, administrative manager, interim general manager of Shanghai United Family Hospital, Acting President, and Vice President of strategic development system. As a practitioner, she is an expert in foreign-invested hospital management in China. Ms. Pan has in-depth experience in government relations, hospital operations, strategic business planning, local market expansion, and multicultural human resources management. In her career at Beijing United Family Hospital and Clinics, she was in charge of the approval of foreign-invested hospital opening, budgeting, supervision, project budget preparation, quality control, drug and medical equipment import, non-medical personnel management, and all aspects of recruitment and training.
