There have been ups and downs in the world economies as wel as the Japanese one for more than the past half century. During these years, many accommodations in Atami have tried to survive the dificulties although some of them got pushed into bankruptcy.　Hotel New Acao which is a distinct landmark hotel of Atami, is not an exception of these struggled accommodations. 　In this report, how this Hotel New Acao has made drastic decisions drawing the future plan and taken the step to rebirth its brand after the COVID-19 pandemic is researched. 　In other words, Hotel New Acao is no longer the original Hotel New Acao. During these years, many accommodations in Atami have tried to survive the dificulties although some of them got pushed into bankruptcy.　Hotel New Acao which is a distinct landmark hotel of Atami, is not an exception of these struggled accommodations. 　In this report, how this Hotel New Acao has made drastic decisions drawing the future plan and taken the step to rebirth its brand after the COVID-19 pandemic is researched. 　In other words, Hotel New Acao is no longer the original Hotel New Acao. It was divided into －92－two diferent organizations or companies by two turnaround professionals. Recent performances of these two organizations are described later.２．Hot Spa Resort Atami, History And Transition２．１　History　The history of Hot Spa Resort Atami dated back to the year 749 AD or Anno Domini recorded in a local chronicle. It describes that a Hakone god avatar, so to speak, found the original source of Atami Hot Spa. Then the eficacy of this hot spa as a health resort becomes widely known via ancient medical practitioners. Atami attracted many visitors and Ieyasu Tokugawa, the first Shogun or General of Edo Period, was one of the royal users of this hot spa. He visited Atami with his two sons for a hot-spring cure in 1604, right after he opened the Edo shogunate and moreover he ordered to deliver this hot spa water to the Edo Castle where he lives. 　Since then, many of the landlords of the Tokugawa shogunate visited there and thus Hot Spa Resort Atami has established a nationwide brand image.２．２　The Transition of Hot Spa Resort Atami　Atami became an even more popular hot spa resort after opening a railway tunnel to trafic by 1964 or the Tokyo Olympic Game year where Shinkansen or bulet train can carry many passengers at a time. Then Hot Spa Resort Atami became the honeymoon couple’s favorite destination. It also attracted many group customers who were going to stay in their Hoyo-jo or company-owned resort houses and some in hotels. However, tourism businesses are always afected by the economic situation. The bustle of Atami went into decline after the Colapse of bubble economy and later the worldwide spread of COVID-19 gave chase to the damage to the tourism business in Atami. However, the local administration and private sectors have cooperated to revive the declined tourism business to recovering one and that is caled “miracle”.　The prologue of the book caled “Miracle of Atami （or Atami No Kiseki）” explains that 埼玉女子短期大学研究紀要　第51号　2025.3The Rebirth of Hotel New Acao－93－decline and recovery of Hot Spa Resort Atami as folowing. 　The declined Hot Spa Resort Atami made a V-shaped or turnaround recovery. It’s been often mentioned and focused on by mass media since 2014. Atami was once flourished as a hot spa resort located close to the Tokyo metropolitan area. It gradualy declined after high economic growth and totaly gone from the end of 1900s to the 2000s, after the Colapse of bubble economy. There is a huge drop in the number of Atami accommodation users from 5.3 milion in the middle of 1960s to 2.46 milion in 2011, which is only a half of the peak figure. 　However, 4 years later, the figure increased to 3.08 milion in 2015. This rapid growth of 20% in the short term resulted in naming Atami’s V-shaped recovery.３．Hotel New Acao, Opening and Closing３．１　Opening　Recently in Atami, there is a hotel attracting special attention. That is caled Hotel New Acao and it has been always a landmark of Hot Spa Resort Atami.　This hotel was started as the Akao Ryokan or Inn in 1954 by Kuranosuke Akao who is the founder of the current ACAO SPA & RESORT. Kuranosuke was a very flexible ryokan owner to put a refrigerator as wel as a TV set in each of the tatami mat rooms of his inn. Sequentialy he changed his inn to a hotel to meet the guest needs of that time in 1961. He also managed to move the hotel location from the town side to the top of Nishiki-ga-Ura Clif where guests can enjoy a panoramic view from a sheer clif in 1973. Kuranosuke steadily purchased more land and forest in the neighborhood to add new facilities with the support of his son, Nobuyuki who is the successor of the Akao family. He stated in his late life that he came to understand the master plan of the Acao Resort designed by his father was not done by one generation. It would take some generations or a few hundred years to complete just like the Notre Dome Temple in Paris. 　It was 2002 when Hotel New Acao purchased more forest and beaches, and then newly named their whole property as Principality of Acao Resort. －94－３．２　Closing　10 years after Nobuyuki took over the Principality of Acao Resort, he started struggling financialy with the management of his properties such as two hotel premises, forest, beaches and so on in the vast land. It was partialy the Colapse of bubble economy and Atami was no longer attractive enough comparing to other resorts. In 2018, a typhoon hit the Atami area including the Hotel New Acao and TV news showed the tremendously damaged Hotel New Acao. Then Nobuyuki had about a 10-bilion-yen debt was forced to stop his operation in 2021. Then, Nobunaga Akao, or the 3rd generation of the founder, decided to welcome a management outside of the family to recover their declined and deserted business. ４．The Rebirth Of Hotel New Acao By Two Turnaround Professionals４．１　ACAO SPA and RESORT 　Yoshihisa Nakano was welcomed by the Akao family as a chairman and expected to be a turnaround professional of their new organization. Hotel New Acao was renamed as ACAO SPA and RESORT. 　Nakano was engaged with fashion and trend business for long time as a marketer and artist supporter and with the objectives of regional revitalization. Recently Nakano took a key role of the Terada Warehouse Project in Tennozu, Tokyo. He took a strategy to raise the value by rebranding the old warehouses to an artistic district with luxury items such as wines and paintings and provided storage services. He had a great success in this project and thus he is known as a turnaround professional. 　Nakano made two suggestions to rebirth the Acao business. First, sel 7% of their real estate which means Hotel New Acao and Royal Wing premises. Second, invest 16 bilion yen by 2027 to create the ACAO ATAMI Club where over 11 thousand patrons who can give financial support to local artists can gather annualy. Eventualy, he held the first ATAMI ART GRANT in 2021. The 3rd ATAMI ART GRANT in 2023 became a big art event and over 200 thousand visitors participated. Thus, his strategy to raise the value of Atami stated working. Then, in 2022, Nakano sold the Hotel New Acao and Royal Wing premises as 7% of the Acao real estate to the 埼玉女子短期大学研究紀要　第51号　2025.3The Rebirth of Hotel New Acao－95－U.S. national investment company, Fortress Investment Group. This indicates that Nakano, or ACAO SPA and RESORT, withdrew from the hotel business in Atami for a while. He later mentioned that his focus wil be on the resort business -ACAO FOREST and ACAO BEACH and plans to introduce the accommodation business with a new concept such as dorm tents and high-class vilas. 　This year in July, Nakano applied to the Tokyo Court for bankruptcy rehabilitation procedure. Although he has a debt of 6.3 bilion yen, he secured staf employment. Consecutively in September, Nakano resigned the company and Yuki Yamazaki arrived at Nakano’s position. ACAO SPA and RESORT have been looking for sponsors who can invest in ACAO’s properties and land. ４．２　Hotel New Acao Operated By My Stays Hotel Management　Hotel New Acao and Royal Wing premises have been owned by Fortress Investment Group and My Stays Hotel Management as one of its group companies is now operating these two-hotel premises since November 2022. My Stays Hotel Management is a Japanese hotel operating company which has over 140 premises from Hokkaido in the North and to Okinawa in the South with variety of accommodations such as residential hotel, community hotel, hot spa hotel, Japanese style inn and so on. 　The chairman of My Stays Hotel Management, Shunsuke Yamamoto, is another turnaround professional of these newly owned Acao hotels in the term of operation. He is known as a manager who can change the hotels with financial troubles into the hotels with “only one or unique” value by controling cost with minor changes. For example, Hotel New Acao is situated on an ocean-front and there is a terrace for guests to enjoy view. Yamamoto’s team transformed this terrace as a fishing platform where the guests can enjoy fishing with rental gear. This example goes back to pre-opening time. When Yamamoto led his team to the hotel main dining room for menu inspection, he gave clear advice to the chef on site that the taste and type of food should be more appealing to children since Acao hotel wil be more catering to family guests than before. This episode was introduced in the documentary TV program and there was no further comment. However, there is an interesting comment in the My Stays Hotel Management Website in the term of merit and demerit of having the family business run for －96－long. Hotel New Acao was not exposed to other hotel management or operations and thus they keep the same taste or the same way of doing for long. Some guests appreciate the same taste any time they visit, but the hotel may lose the opportunity to attract new guests by providing the same taste or the same food al the time. My Stays Hotel Management once has stepped into the Hotel New Acao operation with their professional know-how, that would be very stimulating for the employees transferred from the previous hotel to the new team.５．Conclusion　Hot Spa Resort Atami has experienced ups and downs according to the economic and social changes, so has Hotel New Acao. This Atami landmark hotel was no longer able to run business by itself and split into two diferent organizations. 　My Stays Hotel Management is the new operator of Hotel New Acao and Royal Wing premises. They made some steady steps by sharing some expertise know-how and local information between the management company staf and the original Acao remaining staf. As far as they can share their ideas and reflect them to guest services and products, they would attract even more and new guests. 　On the other hand, ACAO SPA and RESORT may need to go through rough years more. They stil need to search for sponsorship to implement a blueprint plan. It may be realistic to sel their land in smaler units rather than forest and beaches as a unit. 　Hotel New Acao, now in two diferent organizations, may not have reached their goal “Rebirth” yet. ランチェスター戦略に関する一考察－59－ランチェスター戦略に関する一考察　　400年前の戦国時代にも適応可能か　　A Consideration of the Lanchester Strategy　　 Can it be adapted to the Warring States period 400 years ago ? 　　小堺　光芳KOZAKAI Mitsuyoshi要旨：本研究は、田岡信夫により考案された生き残り戦略である「ランチェスター戦略」を用いて400年前の戦国時代における戦国武将の国盗りの説明を試みる。織田信長と今川義元による戦である「桶狭間の戦い」において織田信長の戦力は圧倒的不利ではなく互角であったこと。さらに「本能寺の変」後に徳川家康は初めて天下を意識したことについて考察する。キーワード：ランチェスター戦略、戦国時代、マーケットシェア１．はじめに　「桶狭間の戦い」は永禄３年５月19日（1560年６月12日）に、「本能寺の変」は天正10年６月２日（1582年６月21日）に起こった。日本史において欠くことのできないこの２つの出来事を現代の経営戦略の一つであるランチェスター戦略を用いて説明する。桶狭間の戦いにおいて、今川義元の所領は３ヵ国であり、対する織田信長の所領は尾張１国であったが、その尾張も完全には支配できていない状態であったことから、織田信長の奇跡の勝利とされたが「奇跡ではない」という説明はできないのだろうか。また江戸幕府を開いた徳川家康はいつから天下を意識したのだろうか。本研究は、この２点についてランチェスター戦略を用いて説明することを試みる。 ランチェスター戦略に関する一考察－59－ランチェスター戦略に関する一考察　　400年前の戦国時代にも適応可能か　　A Consideration of the Lanchester Strategy　　 Can it be adapted to the Warring States period 400 years ago ? 　　小堺　光芳KOZAKAI Mitsuyoshi要旨：本研究は、田岡信夫により考案された生き残り戦略である「ランチェスター戦略」を用いて400年前の戦国時代における戦国武将の国盗りの説明を試みる。織田信長と今川義元による戦である「桶狭間の戦い」において織田信長の戦力は圧倒的不利ではなく互角であったこと。さらに「本能寺の変」後に徳川家康は初めて天下を意識したことについて考察する。キーワード：ランチェスター戦略、戦国時代、マーケットシェア１．はじめに　「桶狭間の戦い」は永禄３年５月19日（1560年６月12日）に、「本能寺の変」は天正10年６月２日（1582年６月21日）に起こった。日本史において欠くことのできないこの２つの出来事を現代の経営戦略の一つであるランチェスター戦略を用いて説明する。桶狭間の戦いにおいて、今川義元の所領は３ヵ国であり、対する織田信長の所領は尾張１国であったが、その尾張も完全には支配できていない状態であったことから、織田信長の奇跡の勝利とされたが「奇跡ではない」という説明はできないのだろうか。また江戸幕府を開いた徳川家康はいつから天下を意識したのだろうか。本研究は、この２点についてランチェスター戦略を用いて説明することを試みる。 埼玉女子短期大学研究紀要　第49号　2024.3－60－２．「桶狭間の戦」について２．１　今川義元と織田信長の石高の差　「桶狭間の戦」が織田信長の「奇跡の勝利」と呼ばれる理由は何か。それは今川義元の所領は３ヵ国（三河、遠江、駿河）であり、対する織田信長の所領は尾張１国であり、その尾張でさえも完全には支配できていない状態であったためである。このことは本研究では歴史上の事実として扱う。　単純に国の数が経済力の差であるならば、ランチェスター戦略によれば今川義元の圧勝であろう。なぜならばランチェスター戦略の第一の法則から生み出された「弱者の戦略」は３倍の敵には勝てないと考えるからである。だがもしも３倍の差がなく、互角であれば織田信長が勝利する確率も５割になる。　本研究では、図表１から当時のおおよその各地の石高を推測した。三河29万石、遠江26万石、駿河15万石の３ヵ国の合計は70万石、尾張は57万石である。このデータから両者の差は13万石まで縮まる。２．２　経済力の比較　古代、駿河国は日本三大産金地である。３ヵ国の石高に産出される金を加えたものが今川義元の経済力と考える。対する織田信長は津島湊と熱田湊という古来から交易が盛んな２つの湊を支図表１　戦国時代の各地の石高ランチェスター戦略に関する一考察－61－配していた。これらのことから、国の数は「今川３ヵ国：織田１ヵ国」であるが、今川義元の方が経済力が大きかったとしても、両者の経済力の差はかなり小さいと推測可能である。３．「徳川家康の天下への意識」について３．１　「本能寺の変」における織田信長の石高　「本能寺の変」が起きたのは、天正10年６月２日（1582年６月21日）である。このときの織田信長の支配する地域からの石高の合計は図表１から少なく見積もっても「810万石」と計算できる。さらに図表１から全国の総石高は「1838万石」と求められる。「本能寺の変」当時の織田信長は石高のみで計算したとき、日本全体の石高の約44％（810万石÷1838万石）を掌握していた。　ランチェスター戦略の「市場占拠率の目標数値モデル」では、マーケットシェアが42％に達し、２位との差が３倍以上あるとき「安定的な強者の位置、独走態勢に入る」と考える。経済力＝国力とすると「本能寺の変」が起きたとき、外部の力で織田信長を倒すことはほぼ不可能である。もし倒すことができる者がいるとしたら、織田政権内部の実力者による謀反のみであろう。　「本能寺の変」前の徳川家康の所領が「三河、遠江、駿河」であったすると、最低でも70万石程度は有しているが、これは日本全体の石高の3.8％（70万石÷1838万石）である。ランチェスター戦略の「市場占拠率の目標数値モデル」ではマーケットシェア３％は「存在自体が無視されるが、なんとか存在できる」と考えるため、この時点の徳川家康が天下を考えていた可能性は極めて低いと推察できる。３．２　徳川家康の意識の変化　織田信長が「本能寺の変」により明智光秀に討たれたことで空いた領地を、羽柴、徳川、北条、上杉が奪い合い、徳川家康は70万石から130万石程度に所領を増やした。これは日本全体の石高の７％（130万石÷1838万石）にあたる。　ランチェスター戦略の「市場占拠率の目標数値モデル」ではマーケットシェア７%は「存在が競合他社として認められる」と考え、これは「発言力が出てくる」とも読み取れる。 埼玉女子短期大学研究紀要　第49号　2024.3－62－４．「桶狭間の戦」と「徳川家康の天下への意識」の考察　「経済力＝国力」である、経済力は所領する国の面積だけでは決まらず、気候や土壌、鉱山、湊など複数の要因により決まる。その結果、両者の経済力の差はかなり小さいと「２．２　経済力の比較」において推測可能とした。すると「桶狭間の戦」は奇跡の勝利ではなく、どちらが勝利するかはやってみなければわからない状態ではあったが、織田信長は50％程度ではあるものの勝利の見込みがあると判断して戦に踏み切ったと考えられる。　徳川家康は「本能寺の変」以前の所領は70万石（日本の総石高の3.8％）であり、ランチェスター戦略の「市場占拠率の目標数値モデル」によれば、なんとか存在できる状態とされ、天下を考える余裕はない。だか、織田信長の死によって所領が130万石（日本の総石高の７％）になったことで「存在が競合他社として認められ、発言力が出て」きたことで、初めて天下を意識するようになったと考えられ、おのずとその行動や発言に変化が表れてきた推察できる。５．おわりに　本研究の目的である「桶狭間の戦は奇跡ではない」と「江戸幕府を開いた徳川家康はいつから天下を意識したのか」の２点について「ランチェスター戦略」を用いて説明することははできた。だが、駿河の金山に関する調査や津島湊・熱田湊の当時の交易の調査が不足している点は今後の課題である。今後はこの課題にも取り組み、よりよい研究成果に結び付けたいと考えている。参考文献田岡信夫『総合ランチェスター戦略』ビジネス社，1986児玉幸多『日本史年表・地図』吉川弘文館，2017福田秀人著，ランチェスター戦略学会監修『ランチェスター思考』東洋経済新報社，2008伊丹敬之『ビジネスの現場で役立つ経済を見る眼』東洋経済新報社，2017
