Food Supply and Food Security Strategy in China

本論文では近年における中国の食料生産・消費・輸入状況に加え中国政府が実施している一連の農業政策とりわけ食料安全保障戦略に関わる政策の現状と課題を分析した。その分析結果を踏まえると中国の食料安全保障戦略は穀物の基本自給堅持を強調しつつ実態としては輸入重視が顕著になっていることが明らかになった。今後においては中国は増加する国内の需要を満たすために農地や食料生産量の安定確保（農地 1.2 億 ha食糧生産 6.5 億トン以上）食料安全保障関連法規の整備国産の種子・遺伝子組み換え技術やスマート農業の普及食料備蓄量の拡大などを進めるとともに海外への投資拡大と輸入先の多様化を進めると考えられる。日本はトウモロコシ大豆小麦の輸入先は米国一国に集中しているためこれまでは安定的に確保することができた。しかし米国は農産物の対中輸出を重視しており加えて南米のメキシコやコロンビアペルーなどの国々の米国からの輸入が急増していることそして何よりも東アジアの安保環境の悪化による日本のシーレーンの不透明化の可能性などを考えると日本は中国の食料安全保障戦略の世界の食料需給への影響を注視しながら今後自国の食料安全保障を最も意識して取り組まなければならないだろう。同時に大手商社のような農業分野での日中協力の可能性も探るべきと考えられるThis paper analyzes the current status and challenges of a series of agricultural policies implemented by the Chinese government, especially those related to food security strategies, in addition to the production, consumption, and import status of food in China in recent years. Based on the results of this analysis, it is clear that China’s food security strategy emphasizes basic self-sufficiency in grains, but in reality, the emphasis on imports has become more pronounced. In the future, in order to meet increasing domestic demand, China will secure stable farmland and food production （120 million hectares of farmland and food production of more than 650 million tons）, improve food security related regulations, promote the spread of domestic seeds, genetic modification technology, and smart agriculture, and expand food reserves, as well as promote investment overseas. Japan is expected to expand and diversify its import sources. Japan has been able to secure stable imports of corn, soybeans, and wheat so far because its imports are concentrated in one country, the United States. What Hibakusha Testimonies Mean to Tourism in Hiroshima: with the Focus on Ms. Chieko Kiriake’s Experience of Giving Talks to Students on School Trips

本稿は現代の広島観光の特徴の一つである平和をテーマとした教育旅行について、とくに「広島修学旅行」を推し進めた江口保と、彼の要望に応えて被爆証言活動を始めた一人の被爆者・切明千枝子さんとの応答関係を中心に考察したものである。「広島修学旅行」とは修学旅行生徒が広島を訪れた際、被爆者の証言を聴くというスタイルである。この進展の背景には江口と彼に応えた被爆者たちの努力とがあったが、被爆者たちも最初からスムーズに彼の活動を歓迎していた訳ではなく、様々な葛藤があった。その乗り越えの上に現在まで「広島修学旅行」は継続している。この点に現代広島観光における被爆者の「ホスピタリティ」を求めることができる。This article discusses peace education trips, which is one of the characteristics of tourism in modern Hiroshima. In particular, it focuses on the relationship between Tamotsu Eguchi, who promoted “Hiroshima School Trips”, and Chieko Kriake, an A-bomb survivor, who started talking about her experience of the A-bombing in response to Eguchi’s request. On a “Hiroshima School Trip”, students listen to the testimonies of A-bomb survivors. Efforts by Eguchi and A-bomb survivors who supported him promoted this type of school trips. However, the A-bomb survivors struggled with dilemmas and could not fully support his activities at the beginning. As they overcame those issues, the “Hiroshima School Trip” has continued up until day. 本研究の目的はキャリア幸福度尺度を開発することである。これまでのキャリア研究の中でcareer success を測定するものとしてキャリア満足度尺度（CSS: Career Satisfaction Scale）が広く用いられてきた。しかしこの尺度はキャリアという働くことに関与してきた全期間の満足度を問うものではなく働いてきたその結果としてのゴールや到達点について満足しているかどうかを問うものであった。 　一方、人生満足度尺度（SWLS: Satisfaction with Life Scale）は人生を通じて到達した現在の満足度を問うのではなく生まれてから現在までの人生全体の期間における満足度を問うている。したがってキャリア幸福度もゴールや到達点ではなくキャリアという働くことに関与してきた期間全体がどれほど幸福と感じているのか問う方が妥当である。そこで本研究においてキャリアをゴールや到達点としてではなく期間すなわち線や面としてとらえそのキャリア全体がどれほど幸福であったかを問うキャリア幸福度尺度の開発を試みた。その際すでに述べた二つの測定尺度すなわち人生満足度尺度（SWLS）とキャリア満足度尺度（CSS）とそして新たな質問項目を追加して「Google フォーム」による WEB アンケートを実施した。その結果得られたデータを SEM 分析し最終的に男性データに基づいて 6 因子各因子 2 項目からなる合計 12 項目のキャリア幸福度尺度を構成することができた。さらにこれら質問項目の妥当性と信頼性についても確認された。The purpose of this study is to develop a career well-being scale. In previous career studies the Career Satisfaction Scale (CSS) has been widely used to measure career success. However this scale does not ask about the degree of satisfaction during the entire period of involvement in work i.e. career but rather on how satisfied one is with the goals and achievements as a result of working. On the other hand the Satisfaction with Life Scale (SWLS) does not ask the current level of satisfaction achieved through life but rather the level of satisfaction over the entire life span from birth to the present. Therefore it is more appropriate to ask how satisfied people are during their entire career which is the period of their involvement in work rather than their goals or achievements. So in this study we tried to develop a career well-being scale that considers a career as all of the period not a point of time rather than as a goal or an achievement and that asks how satisfied one was with the whole career was. At that time we added the two measurement scales already mentioned the Satisfaction with Life Scale (SWLS) and the Career Satisfaction Scale (CSS) as well as new question items and conducted a web questionnaire on Google Forms. SEM analysis was performed on the resulting data and a total of 12 career wellbeing scales consisting of 6 factors and 2 items for each factor based on male data were constructed.
