Reinvesting in America’s Youth: Lessons from the 2009 Recovery Act Summer Youth Employment Initiative

On February 17, 2009, President Barack Obama signed the American Recovery and Reinvestment Act into law. Passed in response to the 2008 recession, the Act’s purpose was to create jobs, pump money into the economy, and encourage spending. Through the Act, states received $1.2 billion in funding for the workforce investment system to provide employment and training activities targeted to disadvantaged youth. Congress and the U.S. Department of Labor (DOL) encouraged states and local workforce investment areas charged with implementing these youth activities to use the funds to create employment opportunities for these youth in the summer of 2009. To gain insights into these summer initiatives, DOL’s Employment and Training Administration contracted with Mathematica Policy Research to conduct an implementation evaluation of the summer youth employment activities funded by the Recovery Act. As part of the evaluation, Mathematica analyzed (1) monthly performance data submitted to ETA by the states, and (2) qualitative data collected through in-depth site visits to 20 local areas. This report describes the national context for implementation, provides an in-depth description of the experience of selected local areas, and presents lessons on implementation practices that may inform future summer youth employment efforts

A New Annex to the Canada-US Air Quality Agreement

Canada and the U.S. will soon begin negotiating the terms of an annex to the Canada – U.S. Air Quality Agreement. The annex will pertain to a type of air pollution known as particulate matter, colloquially referred to as PM. This article discusses the form of the Canada – U.S. Air Quality Agreement, the general nature of PM pollution, the transboundary aspects of PM pollution, and the regulatory context pertaining to PM within each nation. The article concludes with a discussion of the outcomes likely to be embodied within the upcoming annex to the Agreement. We judge that the annex is likely to be descriptive of the individual domestic initiatives already pursued by the two nations, rather than a document that establishes groundbreaking binational policy actions

Diversity of the Ports-of-Entry Along the 49th Parallel

This article discusses some traits of the ports-of-entry arrayed along the Canada – U.S. land border. The article focuses upon that portion of the border commonly referred to as the “49th parallel,” omitting discussion of the Canada – Alaska border. Discussion is also focused solely upon the usage of the ports by personal vehicles. Our intent is to reveal something about the “border experience” over the past decade, spanning the period in which post-9/11 border security measures have been deployed. There has been commentary about the extent to which cross-border travel has diminished in response to the “hardening” of the border, with ensuing impact upon the social fabric of borderlands. Our analysis reveals that there is likely a diversity of border experiences along the length of the border
