    Whether the Newtonian drifts on the gyro as conceived in the gyro relativity experiment can be reduced to a level such that the geodetic and motional earth precessions of general relativity can be detected is addressed. Torques due to gas drag, electrical charging, mass unbalance, cosmic ray impacts, magnetic fields, and gravity gradients in a inclined orbit are calculated and discussed.     The construction of a clock based on the beta decay process is proposed to test for any violations by the weak interaction of the strong equivalence principle bu determining whether the weak interaction coupling constant beta is spatially constant or whether it is a function of gravitational potential (U). The clock can be constructed by simply counting the beta disintegrations of some suitable source. The total number of counts are to be taken a measure of elapsed time. The accuracy of the clock is limited by the statistical fluctuations in the number of counts, N, which is equal to the square root of N. Increasing N gives a corresponding increase in accuracy. A source based on the electron capture process can be used so as to avoid low energy electron discrimination problems. Solid state and gaseous detectors are being considered. While the accuracy of this type of beta decay clock is much less than clocks based on the electromagnetic interaction, there is a corresponding lack of knowledge of the behavior of beta as a function of gravitational potential. No predictions from nonmetric theories as to variations in beta are available as yet, but they may occur at the U/sg C level

    Electrical torques on the electrostatic gyro in the gyro relativity experiment

    A comprehensive discussion and calculation of electrical torques on an electrostatic gyro as they relate to the gyroscope experiment to test general relativity is presented. Drift rates were computed for some typical state of the art rotors, including higher harmonics in the rotor shape. The effect of orbital averaging of gravity gradient forces, roll averaging of torques, and the effect of spin averaging on the effective shape of the rotor were considered. The electrical torques are reduced sufficiently in a low g environment to permit a measurement of the relativistic drifts predicted by general relativity

    Thickness of the strangelet-crystal crust of a strange star

    It has recently been pointed out that if the surface tension of quark matter is low enough, the surface of a strange star will be a crust consisting of a crystal of charged strangelets in a neutralizing background of electrons. This affects the behavior of the surface, and must be taken into account in efforts to observationally rule out strange stars. We calculate the thickness of this ``mixed phase'' crust, taking into account the effects of surface tension and Debye screening of electric charge. Our calculation uses a generic parametrization of the equation of state of quark matter. For a reasonable range of quark matter equations of state, and surface tension of order a few MeV/fm^2, we find that the preferred crystal structure always involves spherical strangelets, not rods or slabs of quark matter. We find that for a star of radius 10 km and mass 1.5 Msolar, the strangelet-crystal crust can be from zero to hundreds of meters thick, the thickness being greater when the strange quark is heavier, and the surface tension is smaller.     Joint Trade Liberalization and Tax Reform in a Small Open Economy: The Case of Egypt

    We develop a computable general equilibrium model of the Egyptian economy. The model is suitable for analyzing the impacts of reforms in the tax system, the trade-policy regime, or both taken together. A two-sector, general-equilibrium model is presented diagrammatically to illustrate the separate and joint effects of distortionary capital taxes, consumption taxes, and tariffs. Thus, trade or tax reform may be undertaken conditionally upon maintenance of the other distortions or may be undertaken in a combined policy package. We compute the welfare gains from various policy changes, along with impacts on the real exchange rate and on real factor prices, allowing tax rates to vary endogenously to satisfy a fixed real revenue target for the Egyptian government. Scenarios include removal or unification of the consumption tax, the capital tax. Or both, and tariff unification, a free-trade agreement with the European Union, and unilateral tariff elimination. Welfare effects depend critically on the reform undertaken and the type of replacement tax. While both are important, neither trade-policy reform nor tax reform dominates.     A growing proportion of international trade within the Association of Southeast Asian Nations (ASEAN) occurs within multinational enterprises. This paper reviews the present trade and foreign investment environment within ASEAN members and analyzes the impact of an ASEAN free trade agreement (AFTA) on foreign investment in the region. We estimate that a reduction of regional trade barriers will make South East Asia a more attractive investment destination to both service ASEAN consumers and integrate production processes within the region. Some indications about potential changes in the allocations of investment within the region are also provided.

    Possibilities of observing abundances of phi mesons and narrow hadronic pairs, as results of QGP and Chiral transitions, are considered for nucleus-nucleus interactions. Kinematical requirements in forming close pairs are satisfied in K+K decays of S(975) and delta (980) mesons with small phi, and phi (91020) mesons with large PT, and in pi-pi decays of familiar resonance mesons only in a partially restored chiral symmetry. Gluon-gluon dominance in QGP can enhance phi meson production. High hadronization rates of primordial resonance mesons which form narrow hadronic pairs are not implausible. Past cosmic ray evidences of anomalous phi production and narrow pair abundances are considered
