    The Orbital Ephemeris and X-Ray Light Curve of Cyg X-3

    The orbital dynamics of Cyg X-3 are a key to understanding this enigmatic X-ray binary. Recent observations by the RXTE ASM and the OSSE instrument on GRO enable us to extend the baseline of arrival time measurements and test earlier models of orbital period evolution. We derive new quadratic and cubic ephemerides from the soft X-ray data (including ASM). We find a significant shift between the predicted soft X-ray phase and the light curve phase measured by OSSE from ~44 to 130 keV.     We establish the Sato-Tate equidistribution of Hecke eigenvalues on average for families of Hecke--Maass cusp forms on SL(n,R)/SO(n). For each of the principal, symmetric square and exterior square L-functions we verify that the families are essentially cuspidal and deduce the level distribution with restricted support of the low-lying zeros.     Public employment and the double role of bureaucrats

    Bureaucrats in the government sector have a double role since they are both suppliers and demanders of public employment; they are publicly employed (supply labor) and they have an important say in deciding the size of the municipal employment (demand labor). In this paper we present and estimate a theoretical model that focuses on this double role of bureaucrats. The predictions from the theoretical model are supported by our empirical results: The estimates based on data from Swedish municipalities 1990–2002, show that wages have smaller effects on the demand for bureaucrats than on the demand for other types of public employees.
