The Committee has requested a meeting with faculty members be scheduled from 3:30 to 4:30 p.m. Faculty members are urged to meet with the legislators in the Multi-Purpose Room, Memorial Student Center, at time to voice their concerns about the legislative pro-cess in higher education. The Committee also will meet with other segments of the campus community during its visit and a full schedule of those meetings will be announced next week . BOR acts to improve benefits package The West Virginia Board of Regents at its Nov. 3 meeting approved changes in Policy Bulletin No. 35 af-fecting annual leave and sick leave provisions. Chancellor Robert R. Ramsey Jr. said the changes will become effective Jan. 1, 1982. Generally, they provide improved benefits for those covered under various sec-tions of the policy bulletin. Ramsey said Policy Bulletin No. 35 will be re-published to incorporate the changes. Meanwhile, he summarized the changes as follows: ANNUAL LEAVE 1. Eligibility and Annual Allowance Except as otherwise provided herein, employees of the board of Regents shall accumulate and receive annual leave with pay as follows: A. Major Administrators and Faculty with 12 month contracts shall be eligible for 24 days leave per Kaye J. Parks is appointed to post of MU payroll manager Kaye J. Parks of Huntington has been appointed payroll manager for Marshall University, Vice President for Financial Affairs Michael F. Thomas announced. She succeeds June Mierau, who resigned to move to Cal ifor-nia with her family. Prior to assuming her Marshall duties, Ms. Parks had been comptroller of Tri-State Opportunities In-dustrialization Center (0.1.C.) in Huntington since April, 1979. Before that, she was an accountant with the Quad Counties 0.1.C. in Beckley. A 1974 graduate of Collins High School in Oak Hill, W.Va., she received her B.S. degree in accounting from West Virginia Institute of Technology in 1978. "As is the case with most organizations, the payroll manager plays a very important role at Marshall," Thomas said . Less than 5 years service (60 months) 1.25 days per month - 15 days per year 5 - 10 years service (120 months) 1.50 days per month - 18 days per year (Continued on page 3) Faculty and staff challenged to bleed either green or red You can "bleed green" if you choose to, but red blood will be welcomed, too, when the American Red Cross conducts its blood drive visit at Marshall 's Memorial Stu-dent Center Wednesday, Nov. 18, and Thursday, Nov. 19. Hours will be 10 a.m. to 4 p.m. "Bleeding green" might be appropriate, as the Blood-mobile program has both Morehead State University and West Virginia University competing to take the blood drive honors away from Marshall. Adding another element to the competition, President Robert B. Hayes has challenged faculty and staff to ex-ceed the students in supporting the blood drive program. Faculty and staff will be given a slight edge as ar-rangements have been made to have employees to give blood immediately when they identify themselves at the Bloodmobile operation. It takes about 40 minutes. "All the competition adds to the excitement," Hayes said, "but the essential fact is that any of us can need blood at any time-and we would do well to help the Red Cross assure that the blood will be available when we need it. So we are urging the university's employees to join the students in making this effort a major success." Anybody who really does bleed green will get an extra glass of juice as a reward-and very likely some television news coverage ... Birke Symposium features art lecture series, exhibits Gerard Hilferty of Athens, Ohio, an art and graphics exhibit designer, will speak at Marshall University at 7:30 p.m. today (Nov. 12) in the Birke Art Gallery as part of the 1981-82 Birke Fine Arts Symposium. The program, which is free and open to the public, is the second in a series of lectures offered by the MU Art Department under the auspices of the Birke Symposium, according to Beverly Twitchell, MU assistant professor of art, who is coordinating the symposium this year. Hilferty, the head of the firm "A Couple Designers Inc.," will discuss exhibition design, including the use of two-dimensional (flat work such as paintings, slide presentations, films and information lables) and three-dimensional (the placing or grouping of objects) design in presenting information and works of art, Ms. Twitchell said . A reception will follow Hilferty's presentation, she said. Hilferty and his associates have designed and installed University Council supports proposal for fine arts school The University Council met on October 21st and con-sidered the following items of business: 1. The Council heard an excell ent proposa l for a School of Fine Arts . The presentation was made by the Provost, Dr. Olen Jones, Dean Alan Could of the Coll ege of Liberal Arts and by Dr. Paul Balshaw, Chairman of the Music Department. The Council complimented those of the Liberal Arts College involved in the preparation of the plan and voted unanimous support for the plan . 2. The role of standing faculty committees' involve-ment in the legislative lobbying process was discussed. The function of the University Council in lobby action was specifically considered . No action was taken. 3. A discussion of members of standing faculty com-mittees sending substitutes to committee meetings was taken under consideration. The Council was asked to give some thought to the problems associated with this procedure and offer some solution at the next meeting. Personnel personals. . . Page 2 a number of exhibits including two which may be familiar to Tri-State residents-the "Dean Collection of Arms" at the Huntington Galleries and the Kentucky Horse Park in Lexington. On Friday, Nov. 13, Hilferty will meet informally with art students to discuss effective design projects. Established in 1974 by the William D. Birke family of Huntington, the Birke Symposium sponsors fine arts pro-grams on the Marshall campus annually. This year's sym-posium also is being supported by the MU Foundation's Distinguished Lectureship Series and other foundation programs. The fine arts division sponsoring the Symposium varies from year to year, Ms. Twitchell said. Past programs have been developed in theater, in writing and in music. " In fact, the first one was a combination of programs representing various fine arts areas," she added. "The Art Department is offering a series of exhibitions and lectures as the programming for this year's Birke Symposium," she said. "The lecture series was designed to explore professions that are ancillary to art, the pro-fessions that determine what art we see and influence how we see it," she continued. The first lecture, given earlier this year, featured Carl Solway of Cincinnati, a gallery owner and art dealer, who spoke from the perspective of his profession. "Hilferty will focus on how an exhibit designer interprets how we see the works, " Ms. Twitchell said. "In late January, we will present a noted New York art critic who will present yet another perspective. All of these speakers represent professions open to people who are interested in art," she added. 'Sound of Music' opens Nov. 18; campus ticket discount offered Reserved seat tickets are now on sale for the Marshall University Speech and Music departments' production of the Broadway musical , "The Sound of Music," which opens a five-day run on Wednesday, Nov. 18. Performances are scheduled nightly at 8 o'clock Wednesday through Saturday, Nov. 18-21, with a matinee at 2 p.m. on Sunday, Nov. 22. Reservations may be made by calling the University Theatre Box Office between noon and 4 p.m. weekdays at (304) 696-2306. Tickets purchased by MU faculty, staff or students before the box office closes on Nov. 18 will cost $2.50 each, but must be picked up by 4 p.m. that day, according to Kitty Allen, box office manager. A Rodgers and Hammerstein musical, "The Sound of Music" opened on Broadway in 1959 with Mary Martin starring as Maria, running for three and a half years there and nearly twice as long in London. The movie version of the von Trapp Family Singers' story starred Julie Andrews and was a major box office success. Hayes has been advised. Thurston E. Manning, director of the association's Commission on Institutions of Higher Educations, told Hayes in a letter this week that the executive board met Oct. 26-27 and approved the extension of accredidation at the master's and first professional (M.D.) degree-granting levels. Public policy workshop receives federal grant The U.S. Department of Education has awarded Mar-shall University's Political Science Department a three-year, $50,000 grant to establish a "Public Policy Workshop." The proposal, which was approved by the Fund for the Improvement of Post-secondary Education, was written by Dr. Ronald J. Oakerson, MU assistant professor of political science, who is workshop director. The workshop, which will be offered as a three-hour course second semester, is designed to improve citizen-ship education by involving students in developing the skills and interests of good citizens through a specific ac-tivity, according to Oakerson. The activity will be the development of a West Virginia Citizen's Almanac, a guide to citizen participa-tion in public policy. "Preparation of the Almanac will provide focus and direction for the workshop, provide a working reiationship for students with basic citizenship issues, and provide an opportunity for students to tangibly contribute to the maintenance of a democratic society," Oakerson said. · "Effective citizenship is not only a matter of knowing what to do, but also where and especially when to do it," he explained. "Using the traditional almanac/calendar format, the Almanac-to be published and sold annually-will provide the public with day-by-day, month-by-month information pertaining to the sequence of decisions in major state agencies," he said. "There are budget cycles, planning schedules and even highway maintenance routines-all of which recur at more or less regular intervals," Oakerson noted. The Almanac will provide information on how, where and when to enter the public policy cycle in the most respon-sible and effective manner. While who decides what and when is really a matter of public record, the Almanac will provide the same information in a readily accessible, usable and understandable form," Oakerson added. Marshall has been granted the maximum 10-year con-tinued accreditation following a North Central Associa-tion evaluation in 1976. At that time, however, the ex-ecutive board of the Commission on Institutions of Higher Education called for a review at the end of five year~ covei ing three new programs: the School of Medicine, the Community College and the Regents Bachelor of Arts degree. The 1981 visit was limited to an appraisal of those three areas and "obviously, the evaluation team found those programs to meet all standards," Hayes said. "In fact, the visitors were lavish with their praise for the pro-gress which had been made." Hayes expressed pleasure with the results of the most recent accreditation action. "While Marshal'! has been accredited by the North Central Association continuous-ly since 1928, our current accreditation situation may be the best in the school's history," he said. "Often, the ac-creditation has contained provisions expressing concern about various areas within the university's operation. But, as of now, Marshall University and all of its pro-grams have the unqualified endorsement of the NCA'a Commission on Institutions of Higher Education for the next five years. All of us at Marshall have to be tremen-dously pleased with that development." Workshop to publish almanac as guide to citizen participation (Continued from page 1) · Almanac will include policy papers written by the students on a variety of public issues, such as roads, sur-face mining regulations and public welfare. The workshop, listed in the Spring course schedule as "PSC 401/501, Special Topic: Public Policy Workshop," will be offered for three undergraduate or graduate credit hours each semester. WHEAR, professor of music and composer-in-residence, has received an award from the American Society of Composers, Authors and Publishers (ASCAP). This is the 16th consecutive year he has been selected for the cash award which is based on the "uni-que prestige value of each writer's catalog and the pP.r-formances of his compositions." DR. GARY L. WRIGHT, associate professor of physiology, is the author of " The vascular sensitizing character of plasma from spontaneously hypertensive rats," which has been accepted for pub I ication in 1981 by the Canadian Journal of Physiology and Phar-macology. He also is the senior investigator on an American Heart Association $8,120 grant for research on "Plasma Ionic Calcium Levels in Four Models of Hypertension." DR. R.G. University on page 31 (Oct. 1982, Sixth edition) contains the follow-ing passage relative to " Health Care": All full-time regu1ar staff employees of Marshall University (who are paid from state administered funds) may elect to be covered under a group Medical Care Plan administered (underwritten) by West Virginia Public Employees Insurance Board and underwritten (administered) by Equitable Life." In recent months there have been delays in payments for service to participating doctors. Dr. Virginia Plumley, Chairperson of the Faculty Personnel Committee com-municated th is concern to the University Council. As a result, contact was initiated with the Public Employees Insurance Board and Mr. Richard A. Folio. Mr. Folio was most cooperative and provided the following items of in-formation : a. The processing of the payment claims is up-to-date on about ninety percent or better of the legitimate re-Oral history program saves area's heritage Interviews with former congressmen, Appalachian health care issues and "1937 Flood" materials are includ-ed in the Marshall University Oral History of Appalachia, Part 111 , recently published as part of the New York Times Oral History Program. Since its affiliation in 1976 with the New York Times Microfilm Corporation of America, more than 4,200 pages of transcribed tapes have been published in this series, according to Dr. Robert F. Maddox, MU History Department chairman and oral history project director. " These materials represent one of the largest single collections of Appalachian oral materials in existence, " Maddox said . "Reminiscences of farmers, physicians, miners and teachers-men and women from all walks of life-comprise a significant part of the collection," he added. Compiled by Maddox and Brenda Perego, the pro-gram's secretary, Part 111 contains interviews with former U.S. Sen. John Sherman Cooper of Kentucky and former U.S. Rep. James Kee of West Virginia . "Transcribing the tapes is very time-consuming, taking more than 30 hours to transcribe one hour of tape," Ms. Perego said . "But it is an important way of preserving our history and making it available to others," she said . "Our regional oral history program owes a great debt to the Marshall University Foundation and Dr. Bernard Queen, the executive director, for funding support," Maddox said . "Without his assistance, we would not be able to continue preservation of the region's history in this manner," he added. Work on Part IV is currently under way and involves a major collection of interviews dealing with labor and more on Appalachian health care. quests. The time in-terval between the rendering of services by the doctor and transmission for payment varies depending on the many billing procedures employed by the staffs of the doctors involved . It could, however, involve as much as a month or more. b. Once the expediture has been approved, the release of checks is controlled by the Auditor's Of-fice. At the present time, there is a delay in this release of some thirty-five to forty days. This is ap-parently a function of the availability of funds for items of this priority. c. At the close of the State's fiscal year in July, the fund for insurance expenditures showed a deficit of some nine million dollars. This explains the wisdom of (Continued on page 3) High school students to visit here Monday Marshall University will be host to approximately 200 National Merit Semi-Finalists and high school honor graduates from West Virginia, Ohio and Kentucky on Monday, Nov. 15. The half-day program, sponsored by the Marshall University Foundation, is designed to familiarize students and their school counselors with the university's academic programs, special offerings for honor students, admissions procedures and financial aid opportunities, according to Dr. James Harless, MU ad-missions director. The group will be welcomed to the campus by MU Assoc iate Provost William 5. Deel at 9 a.m. in the Don Morris Room, Memorial Student Center. A d iscussion of the SCORES (Search Committee on Recruiting Excellent Students) and the MU Honors programs will follow with Dr. Claire Horton and Dr. Michael Galgano, chairmen of SCORES and the Honors Program respectively . Other discussion leaders include Harless, who will discuss the College Level Examination Program (CLE P) and other testing procedures for admission, and Ed Miller, MU student financial aid director, who will discuss the various forms of financial assistance available. 'Funny Girl' to open five-day run on Wednesday The Marshall University student production of " Funny Girl," a musical based on the life of come-dienne Fanny Brice, will open a five-day run at 8 p.m. Wednesday, Nov. 17, in Old Main Auditorium. Performances are scheduled nightly through Satur-day, Nov. 20, with a special matinee performance at 2 p.m. Sunday, Nov. 21 . Presented by the departments of Theatre/Dance and Music, the show features Yvea Duncan of Logan in the role of Fanny Brice, which was played by Barbra Streisand in the stage and film versions . Jeffrey J. Perhacs of Weirton will appear as Nick Arnstein, the sophisticated gambler whom Fanny lov-ed. Omar Sharif starred as Arnstein in the movie. Washington Researchers head to lecture, conduct workshop Matthew Lesko, founder of Washington Researchers and author of "Getting Yours," will present a free, public lecture at Marshall University at 8 p.m. Thursday, Nov. 18, in the Don Morris Room, Memorial Student Center. Lesko's campus appearance is sponsored by the Con-temporary Issues Committee, Student Activities Office. Recognized as a authority on government giveaway pro-grams, Lesko is featured weekly on National Public Radio's "Morning Edition," writes a column for "Good Housekeeping," and has appeared several times on NBC-TV's "Today Show." In addition to his lecture, Lesko will present a workshop that same day with time and place to be an-nounced later. The workshop will concern either grant proposals or how to obtain information using a variety of sources. Burial was in Highland Cemetery. Mrs. Black was a Marshall University custodian from 1970 until her retirement in 1980. She was a member of the White Snow Council 86, Degree of Pocahontas. Survivors include four daughters, three sons, a sister, one brother, 20 grandchildren and two great-grandchildren. She was preceded in death by her hus-band, Charles E. Black. Holcombe earns doctorate F. Douglas Holcombe, Marshall University assistant professor of management, has earned the Ph.D. degree from Ohio State University, MU Provost Olen E. Jones Jr. announced today . The degree was conferred Sept. 2, the provost said . Dr. Holcombe's dissertation is entitled " An Investigation of the Determinants of Managerial Coping Response in Stressful Work Situations."
