Se ha identificado que la población de la Guajira cuenta con altos índices de desempleo, pocas oportunidades de crecimiento e infraestructura pertinente para el desarrollo laboral. De hecho, esta población cuenta con una de las cifras de pobreza monetaria, pobreza extrema y de vinculación laboral informal más altas del país. El Centro de Competitividad y Emprendimiento Sostenible Wale´kerü surge bajo esta premisa, localizado a las afueras de Uribia. El complejo estará ubicado en esta población debido a que se identificó una mayor presencia de comunidades étnicas vulnerables en el municipio. El objetivo principal de este proyecto es crear un espacio económicamente sostenible donde se fortalezca el ecoturismo, se promueva el empleo, se apoye los emprendedores locales y se disminuya la tasa de informalidad en el departamento de la Guajira. Para tal fin, se escoge un lote de 3 hectáreas distribuidas entre un edificio principal de cuatro pisos, un edificio secundario para servicios educativos, un centro de manejo de residuos sólidos, una PTAR, parqueaderos, plazoletas, senderos peatonales y vías de acceso. Para cumplir con el fin descrito fue necesario la recolección de información preliminar de la zona tales como modelos de elevación digital que describieran la topografía del sitio, entre otros. Luego, se llevaron a cabo estudios adicionales correspondientes a suelos, hidrología e hidráulica, con el finde obtener la información necesaria para concluir los diseños estructurales, viales y de redes de distribución internas de acueducto y alcantarillado. Finalmente, se elaboró un plan de manejo ambiental para mitigar los efectos de urbanizar el sector, el presupuesto de obra y pautas del proceso licitatorio. Este proyecto requirió la aplicación de las temáticas discutidas durante el programa de Ingeniería Civil y permitió reconocer la importancia de las diferentes disciplinas y observar cómo se relacionan entre sí, en un proyecto real.It has been identified that the municipality of La Guajira has high unemployment rates, few opportunities for growth and lack of infrastructure relevant to employment development. In fact, this population has one of the highest rates of monetary poverty, extreme poverty, and informal labor of Colombia. The Centre for Competitive and Sustainable Entrepreneurship "Wale ́kerü" arises under this premise, located on Uribia. The project will be developed in this town because the presence of vulnerable ethnic communities was identified in the municipality. The main objective of this project is to create an economically sustainable space where ecotourism is strengthened, employment is promoted, local entrepreneurs are supported and the rate of informality in the department of La Guajira is reduced. To achieve the goal, a terrain of 3 hectares is chosen, distributed in a four-story main building, a secondary building for educational services, a solid waste management center, a WWTP, parking lots, squares, pedestrian paths, and access roads. To fulfill the purpose described, it was necessary to collect preliminary information from the area such as digital elevation models that described the topography of the site, among others. Then, additional studies were carried out corresponding to soils, hydrology, and hydraulics, to obtain the necessary information to conclude the structural, road and internal distribution network designs of aqueduct and sewerage. Finally, an environmental management plan was developed to mitigate the effects of urbanizing the sector, the work budget, and guidelines of the bidding process. This project required the application of the topics discussed during the Civil Engineering program and allowed to recognize the importance of the different disciplines and observe how they relate to each other, in a real project
