Abstract

The Openness Of Public Information On Cita Emaan Pande Scholarship Program At South Minahasa District. Introduction: The Openness of public information is a means to optimize public oversight of the implementation of state and other public bodies and everything that resulted in the public interest. The Openness of public information is required in every aspects of life especially for education through government programs in this case is the Cita Emaan Pande scholarship program who help students by providing their educational funds. Oftenly the information about this scholarship is not accepted by the society as a form of communication that is used is not effective, so that many people do not know about the scholarship program. Theory and Methode: This study use qualitative research method and also the message preparation and planning theory. Result: information that is disseminated is less clear, and a form of communication used less effective. Advice: choose the effective form of communication so that people can get whole the message well
