Public policies on colonial y patrimonio hispanic‑indian context en el cono sur american (Argentina)

Abstract

En este trabajo estudiamos los modos en que el Estado argentino, en sus distintos niveles jurisdiccionales, conceptualiza y gestiona el patrimonio vinculado con el contexto fronterizo colonial pampeano- -patagónico. Nos centramos en dos fortines que fueron sitios de relevancia para españoles, hispanocriollos e indígenas a fines del siglo XVIII: la Guardia de Luján, próxima al río Salado, y el Fuerte del Carmen, sobre el río Negro. Consultamos las políticas públicas y las planificaciones culturales, territoriales y turísticas de la región, teniendo como guía orientativa normativas legales de diversas escalas y recomendaciones internacionales en la materia. Planteamos la necesidad de desarrollar estrategias de gestión del patrimonio pampeano -patagónico que permitan reconocer la continuidad histórica del paisaje y elaborar planificaciones integrales que articulen las políticas patrimoniales y las territoriales.In this paper we study the ways in which the Argentinian State, in its different jurisdictional levels, conceptualizes and manages the heritage linked to the Pampa -Patagonian colonial border context. We focus on two forts that were relevant sites to Spaniards, Hispanic creoles and indigenous people at the end of Eighteenth century: the Guardia de Luján, near Salado river, and the Fuerte del Carmen, in the Río Negro. We consult the public policies and cultural territorial and tourism planning of the region, using legal regulations of different scales and international recommendations as guidelines. We suggest the need to develop management strategies of heritage of Pampa -Patagonia that allows to recognize the historical continuity of the landscape and to elaborate comprehensive planning to articulate heritage and territorial policies.Fil: Enrique, Laura Aylen.
