在高校学报的管理工作中，最为重要的是作者投稿、编辑出版和专家审稿。面对网络技术的纵深发展，高校学报的管理工作面临改进的必要和可能。本文的研究即是面对这一背景需求，为改进高校学报传统的稿件管理模式，助推高校学报的网络化、数字化发展。系统设计采用了B/S模式，在互联网范围内，建立基于WEB的在线稿件管理系统后，用户可通过浏览器进行在线操作，完成稿件的投递和审核。编辑部可通过对WEB服务器和数据库服务器的管理，实现编辑工作的网络化，从而实现投稿-采编-发布的一体化，提高工作效率，增进信息资源共享，实现高校学报的网络化、数字化发展转型。 本文主要从六个方面展开研究和设计。第一个部分阐述了系统的相关技...The authors’ contributions, the editors’ hardworking and the specialists’ refereeing are extremely important during the management of college and university journals.
