1 of 8ECP Divisional Training Plan 1996K.M.Storr, Divisional Training OfficerPrepared at the request of the Joint Training Board1 May 1996The divisional training plan is produced eachyear at the request of the Joint Training Board(JTB) following a recommendation in the 1991CERN Training Plan [1] which states that divisionsshould produce a plan setting out training priorities.This plan presents a review of training activities, areport on ECP progress in implementing the rec-ommendations of the 1995 CERN training plan, adiscussion of divisional training objectives, and asummary of training requests generated by the1996 periodic interview exercise. 1.0 Review of activitiesThe data used in this review are taken fromdetailed statistics compiled by the Education Serv-ices (ED) and the records of the divisional trainingofficer (DTO). They have been presented by theJTB to the CERN management and are available toall members of personnel [2].1.1 Global statistics and expenditureFigures 1 - 3 present a global picture of the evolu-tion of ECP training over the last four academicyears in terms of time spent and expenditure. Itshould be noted that, for reasons of conventionestablished by the JTB, figures 1 and 2 relate tomembers of personnel paid by CERN1. Figure 3relates to all training paid for by the division, i.e. forall people affiliated with ECP including contractlabour staff.Figure 1 shows that the amount of training followedby ECP personnel has increased over the last fouryears, in line with the increase observed CERN-wide. Figure 2 shows that the cost per man-day ofthis training has decreased resulting in the overallreduction in training expenditure illustrated in figure3.The significant saving represented by this result isattributed to a policy decision, first presented as arecommendation in the 1992/93 ECP training plan,to reduce costs by encouraging more on-site train-ing.In practice it has been implemented by reducingthe amount of off-site training by organisingcourses on-site. When there has been a significantdemand, responsibility for these courses has beentransferred to the ED in order to benefit from theirvery competitive charging policy.1. The data pre-sented relate to all ECP affiliated personnel.1.2 Academic Year 1994/95Training is normally organised by either the ED orthe division. In the former case it is held on-site, inthe latter either on- or off-site. Figure 4 shows howthe total expenditure in 1994/95 was distributed asa function of organiser and location, and figure 5shows how much training was delivered for eachcategory. The cost benefit of ED organised coursesis clearly illustrated.1.2.1 ED Training ProgrammesIn 1994/95 ECP spent a total of 121 kCHF with theED distributed as shown in figure 6 over the threeprogrammes, Language, Management and Com-munication, and Technical.As expected, the bulk of the expenditure was ontechnical training, in line with the core activities ofthe division.Table 1 shows how participation was distributedover the major domains of activity within the pro-grammes1. 1.2.2 Training Organised by ECP DivisionAn additional 152 kCHF was spent on training out-side of the standard ED programmes. The majorityof this was on technical training, with a smallamount on language training corresponding tocourses followed by people out of working hours.Tables 2 and 3 present a complete list of all trainingorganised by the division on- and off-site.2.0 Implementing the 1995 CERN Training PlanThe set of recommendations presented to theCERN management by the JTB in the 1995 CERN1.  The technical training domains of activity are defined tocorrespond to the working groups set up by the JTB to design,review, and monitor the technical training programme.training plan [3] have been translated into action asfollows:• an ‘Introduction to ECP’ session has beenlaunched to which each new member of thedivision will be invited within a few months ofarrival. It is aimed at helping them relate theirwork to the work of the division and that of theorganisation in general, and will allow them tomeet divisional management and administrativepersonnel. A prototype session was organisedin April 1996 and it is planned to continue hold-ing them on a regular basis;• methods of disseminating information within thedivision have been revised with the objective ofintroducing greater transparency and improvingaccess for everyone. This has been achieved bysetting up an interlinked hierarchy of meetings(at group leader, senior staff, and group level),and extending reporting of all divisional meet-ings. Information on agenda items including asummary of relevant information from otherCERN meetings is distributed in advance andminutes of divisional meetings are accessiblefrom the set of pages which describe ECP onthe World Wide Web. It should also be noted that ECP organises, in col-laboration with PPE, regular technical seminars ontopical subjects aimed at keeping staff up to datewith technological developments related to the pro-gramme of work of the division.Concerning the other recommendations:• ECP supports the recommendations on per-sonal development and career planning, suc-cession planning, and the linking of training toproject proposals, but has not taken any specialactions to implement them;• the recommendation concerning the training ofsupervisors has been followed to the extent thatsupervisors are strongly encouraged to reviewtheir training needs. In addition, the divisionalways designates candidates for those specialcourses or workshops for which the participantsmust be nominated by the division leader;• a significant number of ECP personnel have fol-lowed the new course on ‘Making Presenta-tions’. It is hoped that the course ‘graduates’ willbecome ambassadors of change and that thequality of presentations in general will improve.Training objectives for 1996ECP Divisional Training Plan 1996 3 of 8Divisional management will continue to recom-mend and promote the practice of rehearsal forall presentations.It is expected that in its training plan for 1996 theJTB will further define priorities and give clear indi-cations as to how divisions can practically imple-ment its recommendations.3.0 Training objectives for 1996For 1996, ECP divisional management will empha-sise the importance of training in management andcommunication techniques and strongly supportsthe development of the ED training programme inthese domains. All staff will be encouraged to fol-low courses and in certain cases will be nominatedto do so, e.g. when taking on new managerialresponsibilities.In the technical domain, divisional training objec-tives are based on the programme of work of thedivision and often arise because of a significanttechnological development, a change of policy, orthe adoption of new working methods and tech-niques. This year no such major, programme ofwork related, training actions are foreseen. Theemphasis will be on consolidating and following upon activities connected to new techniques intro-duced in the last two years, e.g. associated withelectronic design tools and software engineeringmethods.It is planned to extend the ECP Technical Seminarseries to encourage all temporary professionalstaff, particularly fellows and doctoral students, topresent their work at the end of their contract. Theaim is to promote a better understanding of activi-ties within the division and to help to ensure thatimportant knowledge is not lost. It will be a usefultraining exercise for the individuals concerned andwill also give them an oppor tunity to receiveacknowledgement and credit for the work they havedone.It is also planned to provide an opportunity foryoung staff members, as a group, to meet seniormanagement on a semi-informal basis. The ideabehind this initiative is to focus particular attentionon the needs of young staff, promote contact, facili-tate feedback, and to provide an opportunity to dis-cuss common problems outside the hierarchicalworking environment.ECP division is firmly committed to a policy of per-sonnel development in the interests of both theorganisation and the individual. It will thereforeendeavour to define a workable set of trainingobjectives based on the recommendations of theJTB, which are focused on the programme of workof the division, and which prepare for the future.4.0 1996 Training RequestsCERN staff are encouraged to discuss trainingrequirements with their supervisors on a regularbasis, and the periodic interview provides anopportunity for training requests to be formallyrecorded as an objective for the coming year.The publication of this plan coincides with the endof the 1996 periodic interview exercise and theserequests have been collected for transmission tothe Education Services and will provide valuableinput to the programme planning process. Table 4summarises these requests by domain of activity.Full details are available from the DTO.Supervisors will be given feedback on the status ofeach request to encourage follow up, and individu-als will be contacted for clarification of require-ments and to suggest possible training activitieswhere appropriate. 5.0 SummaryThis paper has presented a general review of ECPtraining activities over the last four academic years,focusing in particular on the details of training fol-lowed during 1994/95.The division’s response to the recommendations ofthe 1995 CERN Training Plan have been reviewedand a commitment has been made to take furtheraction in the future.Training objectives for 1996 have been discussedand the training requests resulting from the 1996periodic interview exercise have been presented.References4 of 8 ECP Divisional Training Plan 1996In general, the attitude towards training at all levelsin the division is very positive.
