本稿では、まず、アメリカの都市の状況と中心市における貧困や社会問題を明らかにする。それを踏まえて、近年のアメリカの都市政策の特徴である、「地方政府の権限の拡大」、「民間セクターの活用」、「個人の自由な選択と責任の重視」という政策方針の中で、アメリカの都市再生政策が、必ずしも衰退する中心市の再生に至らない要因について考察を行う。In this paper, I will first describe poverty and social problems in U.S. central cities. Then, I will review recent U.S. urban policies from the following three viewpoints: expansion of local government authority; collaboration with the private sector; and emphasis on personal choice and responsibility.
