Abstract In the case of children who commit the crime of repetition, the type of punishment which can be given to the child should aim to educate and for the welfare of the child. According to the type of crime should not be equated with child and adult offenders. Law of the Republic of Indonesia Number 11 Year 2012 about Criminal Justice System For Children still having an ambiguity with the diversion. By using the method of normative research, statute approaches, and conceptual approach, this journal describes the ideas or concepts related to the future formulation of norms on children\u27s repetition of criminal acts by which the Community Service Order.The concept of Community Service Order obtained from comparing with the International Regulations, and several countries in the world. The result is of research is about Community Service Order’s procedure include age, type of work, safety, working conditions and the environment, and payment system. Key words: policy, recidive, children  Abstrak Dalam perkara anak yang melakukan pengulangan tindak pidana, jenis pidana yang dijatuhkan kepada anak harus bertujuan untuk mendidik dan demi kesejahteraan anak. Jenis pidana harus sesuai bagi anak dan tidak disamakan dengan pelaku dewasa. Undang-Undang Republik Indonesia Nomor 11 Tahun 2012 Tentang Sistem Peradilan Pidana Anak dalam hal penjatuhan pidana bagi anak yang melakukan pengulangan tindak pidana masih mengalami kekaburan hukumdengan adanya diversi. Dengan menggunakan metode penelitian normatif, pendekatan perundang-undangan, konseptual dan perbandingan, maka tulisan ini menguraikan tentang ide atau konsep ke depan terkait perumusan norma tentang pengulangan tindak pidana oleh anak yaitu dengan mengotimalkan pidana kerja sosial. Konsep pidana kerja sosial didapat dari membandingkan dengan ketentuan internasional serta beberapa negara di dunia. Hasil penelitian yang didapat adalah tentang tata cara pidana kerja sosial meliputi usia, waktu kerja, jenis pekerjaan, jaminan keselamatan, kondisi dan lingkungan kerja, dan sistem upah.
