The activity of Asian Development Bank (ADB) is first of all positive joint financing. So that, ADB becomes the introduction organization of funds in private funds and outside. The financing object is concentrated in middle income country and high income country. And finance sector and agricultural sector and economic infrastructure is entirely the financing object. Joint financing promotes this activity. In the other, the soft loan was saved, and the payback burden increased. So, the funds transfer to Asia was limited. Simultaneously, ADB developed operation structure was coupled with the ODA of Japan. The ODA of Japan induced ADB through joint financing in economic infrastructure construction and economic crisis coutermeasure of Asia. And, ADB amplified the technical cooperation of Japan. In addition, the loan structure which ADB fused with the ODA of Japan in making joint financing to be the strap band, was developed. By it, ADB became the reinforcement equipment of declining yen loan. In having the wide area-ness including ADB in this way, the yen loan did develop. This structure is one of the significant feature of the ODA of Japan and Japanese Multilateral Aid
