Changes in spatial equity of the Korean intercity rail network in the 2010s

학위논문(석사) -- 서울대학교대학원 : 환경대학원 환경계획학과, 2023. 2. 장수은.Korea has supplied railway networks mainly to the Gyeongbu axis for a long time. Cost-efficiency was the predominant rationale for the supply. However, the governmental policy of rail supply has changed to support balanced regional developments. In order to build a railway network based on regional equity, the supply level of the current system should be assessed. Although there are many studies that have dealt with economic changes before and after the opening of high-speed rail, few studies have explored equity changes over the past 10 years. In addition, previous studies mainly measured spatial equity based on socio-economic factors such as land use and population. Since there is an interaction between the structure of the railway network and the travel patterns of people, this study focuses on the characteristics of the transportation system, which is the fundamental cause of regional imbalance. Thus, this research assesses the supply and demand of the current state of rail service for each region using the network analysis. The extent of the inequality was analyzed spatially. A node centrality analysis as one of the methodologies of network analysis was used to reflect the properties of the transportation system. For the centrality index, the strength centrality, betweenness centrality, and closeness centrality, and each index represents connectivity, transferability, and mobility, respectively. The change in spatial equality was analyzed based on the centrality value derived for each region. For this purpose, non-spatial statists and spatial statistics were both used. The changes in rail service unbalance in South Korea over 10 years were identified through the Gini coefficient, and the spatial distribution was observed based on spatial autocorrelation. The Local Morans I index was used as the spatial autocorrelation analysis. The concentrated extent of supply and demand of regions were analyzed. Also, the correlation between supply and demand was determined through the bivariate Moran index. The following summarizes the main results of this paper. First, Gini coefficient analysis results shows that the degree centrality and betweenness centrality values were both 0.8 before and after, and the closeness centrality was about 0.6. It could be identified from the Gini coefficient being between 0 and 1 that the railway service levels of regions were unbalanced in South Korea. Despite the expansion of the rail infrastructure during the past 10 years. the spatial balance had not improved. This also proves that the improvement in spatial balance is not easy only through physical railroad line supply. Secondly, the Moran index analysis shows that the supply level and demand of railway service remains significantly higher in the Gyeongbuk and Chungcheong regions than in other regions in 2011 and 2020. In particular, the betweenness centrality analysis that identifies the transfer hubs shows that the impact of the Chungcheong region had increased over the past 10 years. Transfer hubs refer to nodes with significant control within transportation networks. Therefore, a node which has higher betweenness centrality value could incur problems for the entire network when the corresponding region have falls under danger. On the contrary, the railway supply state and demand of the north of Gyeonggi-do, Jeollanam-do, and some areas of Gangwon-do were low. The results of this study can be used during investment decision-making for the balanced development of regions in the future. In particular, regions with low supply levels relative to the demand can be sorted as investment-priority regions. However, the impact of the Seoul metropolitan region could have been underestimated due to the elimination of the metro from the scope of analysis. 정보기술 활용의 지속과 발전경로에 대한 결정요인 연구: 지방자치단체의 모바일 앱을 중심으로

학위논문 (박사)-- 서울대학교 대학원 : 행정대학원 행정학과(행정학전공), 2019. 2. 엄석진.Dynamic change of technological artifacts such as hardware and software followed by innovative development and diffusion of information technology (IT) brings about the necessity to understand the outcome of adopted IT from the perspective of IT use. In particular, the way that IT and technological artifacts emerging in accordance with users demands and needs in the era of wireless-technology-based e-government are used accelerates the change in IT itself. Nevertheless, many IT or information systems (IS) scholars and practitioners focus on the impact of IT on social components such as individuals, social relation, and institution (performance-centric perspective), rather than the impact of social components on IT (use-centric perspective). As time goes on, however, new and innovative IT may cause trivial effect as it is partially used by individuals and organizations, or new and innovative IT may not cause any particular effect as it is not used by individuals and organizations. It shows that it is necessary to focus on the use of IT, rather than the performance of IT, in understanding the outcome of adopted IT. To fill this research gap, the purpose of this study is to analyze the supply, use, and interaction factor affecting duration and development path of IT use through empirical research on the mobile apps in Korean local governments. More specifically, this study is composed of two research assignments. First, this study aims to analyze the determinants of duration of mobile app use (the mobile apps provided for a long period of time and those terminated within a short period of time). Second, this study aims to analyze the determinants of development path of mobile app use (the mobile apps with upgradation, those with maintenance of the status quo, and those with degradation). In addition, this study selects the mobile apps contrasted in terms of duration and development path of IT use and conducts an interview with the public officials involved in production and management of these mobile apps in order to understand the research findings derived from the above-mentioned research assignments more deeply. Major research findings are as follows. First, the variables categorized into the supply factor generally do not have a statistically significant influence on duration and development path of mobile app use or have a statistically significant influence in the way they decrease the hazard that mobile apps are terminated within a short period of time or in the way they increase the likelihood of degradation. These findings are significant in that they empirically show it is necessary to have a different perspective from traditional IS success factors in order to analyze dynamic attributes of IT use. Traditionally, the variables categorized into the supply factor are regarded as important factors of IS success understood as enacted technology or its effect. For example, leadership of capable and respected leaders, employees expertise, appropriate and innovative financing, clear legal and institutional support are the organizational or institutional factors that should be involved for IS success. However, the findings from this study show that most of the variables that are categorized into the supply factor and that are regarded as important for IS success do not have a statistically significant relationship with duration and development path of mobile app use. Furthermore, the variables that are categorized into the supply factor and that have a statistically significant relationship with duration and development path of mobile app use are found to be associated negatively with duration and development path of mobile app use from the perspective of IS success based on perception of the public officials taking charge of mobile apps. It shows that it is necessary to have a different perspective from traditional IS success factors in order to analyze dynamic attributes of IT use. Second, the variables categorized into the use factor not only have a statistically significant influence on duration and development path of mobile app use generally, but also have an influence in the way they decrease the hazard that mobile apps are terminated within a short period of time or increase the likelihood of upgradation or maintenance of the status quo. From the perspective of IS success based on the public officials taking charge of mobile apps, these findings are significant in that they support empirically the recent theoretical stream that understands organizational capability not only as internal capability, but also as external capability. Traditionally, organizational capability that affects organizational performance was understood as internal capability such as internal organization procedure, routine, and coordination of activities. However, recent organizational capability literature regards organizations external ability such as citizen focus and customer responsiveness, in addition to organizations internal capability, as the component of organizational capability. The influence of the variables categorized into the use factor on duration and development path of mobile app use can be regarded as empirical evidence of changed theoretical stream on organizational capability. Third, the variables categorized into the interaction factor are associated with duration and development path of mobile app use somewhat intricately. On the one hand, collaborative management is associated with a decrease in the hazard that mobile apps are terminated within a short period of time, which can be interpreted from the perspective of trust-based collaborative management. From the perspective of IS success based on perception of the public officials taking charge of mobile apps, sharing of value and accumulation of trust via repetitive interaction between public sector actors and private sector actors increase the level of formal and informal business consultation, which is regarded as the factor improving quantity and quality of public service. Therefore, it can be interpreted that collaborative management contributes to the mobile apps provided and used constantly for a long period of time through the repetitive interaction via business consultation between public sector actors and private sector actors. On the other hand, collaborative management is associated with an increase in the likelihood of maintenance of the status quo relative to degradation of mobile apps, and it can be interpreted from the perspective of continuity of interaction between public sector suppliers and private sector suppliers mediated via contract. Specifically, interaction between public officials and outsourced developers can make the outsourced developers contribute to the mobile apps provided and used for a long period of time, but functional improvement in mobile apps through constant feedback might be difficult. It is because managing mobile apps after they are launched can be another problem since interaction between public officials and outsourced developers mediated via contract is valid until mobile apps are launched generally. Finally, citizen participation is associated with an increase in the hazard that mobile apps are terminated within a short period of time and an increase in the likelihood of maintenance of the status quo relative to degradation. From the perspective of IS success based on perception of the public officials taking charge of mobile apps, these findings show that citizen participation is normatively desirable in terms of public service production and provision, but there are constraints of citizen participation on provision of IT that is not only provided for a long period of time, but also improved functionally during its provision, in the field of public policy or public service in which technology-based knowledge is required. It suggests that it is necessary to discuss the role of public officials and citizens in citizen participation for the field of public policy or public service in which technology-based knowledge is required. From the perspective of citizens or users, on the other hand, it is probable that these findings are the result of unresponsive public officials to citizens demands and needs on ease of use and usability that might be raised during the citizen participation process, rather than the result of constraints on citizens technological understanding of mobile apps. In particular, perceived ease of use and usability are found to increase intention to use in the study of mobile app users behavior with the application of technology acceptance model (TAM). Moreover, this study finds that the higher the level of mobile app use, the lower the hazard that mobile apps are terminated within a short period of time. It suggests the possibility that public officials insufficient responsiveness to citizens demands and needs on ease of use and usability in the citizen participation process regarding mobile app production and provision does not lead to actual use of mobile apps and thereby increases the hazard that mobile apps are terminated within a short period of time. This study contributes to an use-centric perspective focusing on the impact of social components on IT through an empirical analysis on the determinants of duration and development path of IT use. The determinist perspective on IT pays attention to the impact of IT on social components. According to the determinist perspective, adopted IT itself not only actualizes its feature and characteristic, but also changes the individual, organization, and institution in an objective and autonomous way and thereby achieves the intended effect. Therefore, the determinist perspective pays attention to the direct impact of adopted IT on the individual, group, and society, but overlooks the process through which IT is adopted and used selectively within institutional framework. The empirical research in this study shows that it is necessary to regard the outcome of adopted IT as enacted technology. In other words, this study raises the necessity of change in focus from the attention on the impact of IT on social components to the attention on the impact of social components on IT. According to the findings in this study, duration and development path of IT use vary according to the supply, use, and interaction factor that constitute the social components. It shows that IT is used selectively by individuals and organizations within institutional framework, which in turn causes the effect on individuals and groups as it is entirely or partially used, whereas unused IT is ignored or abandoned, which in turn does not cause any effect on individuals and groups. Putting the above-mentioned discussion together, this study ultimately contributes to the cyclical relationship between technology and society. The relationship between technology and society is essentially a two-way relationship rather than a one-way relationship, and this interaction between technology and society is the spirally intertwined process through which one changes the other. New technology is designed and used under the influence of various social components and it changes the existing technological environment and shapes new environment, which in turn changes society. This study raises the necessity of a balanced perspective between theoretical discussion on the impact of technology on society and that on the impact of society on technology through illustration of the existing research trend focusing on the impact of technology on society and theoretical discussion and empirical research findings on the impact of society on technology, and thereby contributes to theoretical discussion on the cyclical relationship between technology and society.정보기술의 혁신적인 발달과 확산에 따른 기술적 인공물(예: 하드웨어, 소프트웨어)의 역동적인 변화는 정보기술 활용의 시각에서 채택된 정보기술의 결과를 이해해야 할 필요성을 불러일으킨다. 특히, 무선기술 기반의 전자정부 시대에 사용자들의 요구와 필요에 따라 등장하는 정보기술과 이를 기반으로 개발되는 기술적 인공물의 활용 방식은 정보기술 그 자체의 변화를 가속화한다. 그럼에도 불구하고, 많은 정보기술 혹은 정보시스템 연구자들과 실무자들은 사회의 구성요소들(예: 개인, 사회적 관계, 제도)이 정보기술에 미치는 영향보다는 정보기술이 사회의 구성요소들에 미치는 영향에 주목한다. 하지만, 새롭고 혁신적인 정보기술은 시간이 흐르면서 개인들과 조직들에 의해 부분적으로 활용되면서 미미한 파급효과를 일으킬 수도 있고, 활용되지 못한 채 특정한 파급효과를 일으키지 않을 수도 있다. 이는 채택된 정보기술의 결과를 이해하는 데 있어서 정보기술의 성과보다는 정보기술의 활용에 주목하는 연구의 필요성을 보여준다. 이러한 문제의식 아래, 이 연구의 목적은 한국 지방자치단체의 모바일 앱을 대상으로 정보기술 활용의 지속과 발전경로에 영향을 미치는 공급 요인, 활용 요인, 그리고 상호작용 요인을 분석하는 것이다. 구체적으로, 이 연구는 2개의 세부과제들로 구성된다. 첫째, 이 연구는 모바일 앱 활용의 지속(오랜 기간 동안 제공되는 모바일 앱과 짧은 기간 안에 종료되는 모바일 앱)의 결정요인을 분석하고자 한다. 둘째, 이 연구는 모바일 앱 활용의 발전경로(시간이 흐르면서 고도화되는 모바일 앱, 현상유지되는 모바일 앱, 퇴화되는 모바일 앱)의 결정요인을 분석하고자 한다. 이에 더하여, 이 연구는 앞서 제시된 세부과제들로부터 도출된 분석결과들을 더욱 심층적으로 이해하기 위하여, 정보기술 활용의 지속과 발전경로 측면에서 대조되는 모바일 앱들을 선정하고, 이러한 모바일 앱들의 제작 혹은 관리에 관여되었던 공무원들에 대한 인터뷰를 실시한다. 주요 연구결과는 다음과 같다. 첫째, 공급 요인에 속하는 변수들은 전반적으로 모바일 앱 활용의 지속과 발전경로에 통계적으로 유의미한 영향을 미치지 않거나, 모바일 앱이 짧은 기간 안에 종료될 위험률을 감소시키거나 퇴화 가능성을 증가시키는 방식으로 영향을 미친다. 이러한 분석결과는 정보기술 활용의 동태적인 속성의 결정요인을 분석하기 위해서는 전통적인 정보시스템 성공요인들과 상이한 관점이 필요함을 실증적으로 보여준다는 점에서 의미를 갖는다. 전통적으로, 공급 요인에 속하는 변수들은 구현된 기술 혹은 구현된 기술의 파급효과로 이해되는 정보시스템 성공의 중요한 요인으로 간주된다. 예를 들어, 역량 있고 존경받는 지도자의 리더십, 직원들의 전문성, 적절하고 혁신적인 자금 조달, 명확한 법적·제도적 지원 등은 정보시스템 성공을 위하여 수반되어야 하는 조직 혹은 제도 요인들이다. 하지만, 이 연구에서의 분석결과는 전통적으로 정보시스템 성공에 중요한 영향을 미치는 것으로 간주되었던 공급 요인에 속하는 변수들의 대부분이 모바일 앱 활용의 지속 및 발전경로와 통계적으로 유의미한 관계를 가지지 않음을 보여준다. 게다가, 모바일 앱 활용의 지속 및 발전경로와 통계적으로 유의미한 관계를 가지는 공급 요인에 속하는 변수들은 모바일 앱 담당 공무원들의 인식을 기반으로 한 정보시스템 성공의 관점에서 모바일 앱 활용의 지속 및 발전경로에 부정적인 방향으로 연관되어 있는 것으로 발견된다. 이는 정보기술 활용의 동태적인 속성의 결정요인을 모바일 앱 활용의 지속 및 발전경로와 다소 복잡하게 연관되어 있다. 한편으로, 협력관리는 모바일 앱이 짧은 기간 안에 종료될 위험률의 감소와 연관되는데, 이는 신뢰를 기반으로 한 협력관리의 관점에서 해석될 수 있다. 모바일 앱 담당 공무원들의 인식을 기반으로 한 정보시스템 성공의 관점에서, 공공부문 행위자들과 민간부문 행위자들 간의 반복적인 상호작용을 통한 특별한 것이 없는 정부의 미세먼지 특별대책 - 미세먼지 관리 특별대책 세부이행계획의 한계를 중심으로

2016년의 봄을 생각하면 화창한 날씨보다는 미세먼지로 뒤덮인 희뿌연 하늘이 먼저 떠오른다. 많은 사람들은 미세먼지/초미세먼지 농도를 알려주는 어플리케이션을 설치하고 외출할 때엔 마스크를 챙겼다. 은 4월 한달 간 서울시 중구의 미세먼지와 초미세먼지 일평균 농도를 정리한 것이다. 미세먼지 예보등급 중 좋음(PM10의 경우 0~30, PM2.5의 경우 0~15)을 유지한 날은 4일과 21일, 단 이틀밖에 없었다. 반대로 일평균 미세먼지 농도가 나쁨(PM10의 경우 81~150, PM2.5의 경우 51~100)과 매우 나쁨 이었던(PM10의 경우 151 이상, PM2.5의 경우 101이상) 날은 각각 4일(9,10,22,26일)과 2일(23,24일)이었다. 게다가 나머지 22일은 보통(PM10의 경우 31~80, PM2.5의 경우 16~50)인 날에 속했지만, 세계보건기구(WHO)가 권고한 미세먼지 환경기준으로 등급을 매긴다면 나쁨(PM10의 경우 50이상, PM2.5의 경우 25이상)에 속하는 날은 더욱 많아진다

중년 성인의 우울증상 유병에 영향을 미치는 개인 및 지역 요인

세계보건기구(WHO)에 따르면 우울증이 세계적 질병 부담의 주요 기여요인이며, 연령대 중 55-74세의 연령대에서 가장 유병률이 높다고 하였다. 우리나라의 경우에도 우울증으로 진료 받는 환자수와 그로 인한 진료비용이 지속적으로 증가하고 있으며, 2018년 우울증으로 진료 받은 환자 중 40세 이상 65세 미만의 중년 성인은 전 연령 대비 약 42.3%에 달해, 중년 성인의 우울 관리 대책 마련이 시급함을 알 수 있다. 이러한 중년기 성인에서의 우울은 당뇨병, 암, 심장질환 등과 같은 질환과 동반되어 진단 및 치료의 어려움이 있으며, 동반 질환이 있는 경우 건강문제를 관리하는 능력의 장애를 야기하여 개인의 건강에 직간접적으로 상당한 영향을 미쳐 중년기 성인의 우울 발생 예방과 조기 치료는 생애 전반의 건강에 있어 중요성이 크다고 할 수 있다. 그러나, 우울증의 관리방안 수립에 있어 지역별 특성을 고려해 볼 필요가 있음에도 중년 성인을 대상으로 개인적 특성과 지역적 특성을 모두 고려한 우울증 영향 요인 연구는 현재까지 찾아보기 어려웠다. 이에, 본 연구에서는 40세 이상 65세 미만 중년 성인을 대상으로 우울증상 유병에 영향을 미치는 개인 및 지역 요인을 확인하고자 하였다. 분석을 위해 전국 254개 시·군·구 단위의 조사 자료인 2017년도 지역사회건강조사 자료를 활용하여 40세 이상 65세 미만의 중년 성인에 해당하는 자료를 추출하였고, 이를 개인 수준의 자료로 활용하였다. 지역수준의 자료는 통계청의 국가통계포털(KOSIS) 및 e-나라지표 시스템을 통해 행정안전부의 재정자립도, 지역안전등급현황 및 주민등록현황, 국토교통부의 지적통계, 교통문화실태조사, 국민건강보험공단의 건강보험통계, 한국토지주택공사의 도시계획 현황 자료를 선별하여 활용하였다. 최종적으로 우울증선별도구(PHQ-9)의 점수 총합 계산이 가능한 40세 이상 65세 미만 중년 성인 106,107명을 대상으로 하였으며, PHQ-9 점수 총합이 10점 이상인 경우 ‘우울증상 유병’, 10점 미만인 경우 ‘정상’으로 구분하여, 개인 수준의 인구사회적 요인과 건강관련 요인 및 지역 수준의 경제, 안전, 자원의 분포 수준 등을 나타내는 요인이 우울증상 유병에 미치는 영향을 다수준 로지스틱 분석을 실시하여 분석하였다. 전체 연구대상자 106,107명 중 남성이 48,906명, 여성이 57,201명이었으며, 우울증상 유병군은 2,427명으로 전체 연구 대상자 중 2.29%를 차지했다. 개인 및 지역 수준 변수 간 상관분석을 통해 강한 상관성이 있는 변수를 제외하여 최종 16개의 개인수준 변수와 11개의 지역수준 변수를 투입하여 분석하였다.기초모형(Null model) 분석 결과 중년 성인의 우울증상 유병에 영향을 미치는 요인 중 지역 수준에서 차지하는 설명력이 약 5.67%로 나타나 다수준 분석이 가능함을 확인하였고, 이를 적용하여 다음과 같은 결과를 도출하였다. 분석에 포함된 모든 개인 수준 요인이 유의하였으며, 지역 수준에서는 거주하는 지역의 교통문화지수와 화재, 교통사고, 범죄, 생활안전 분야의 지역안전등급이 우울증상 유병에 영향을 미치는 유의한 변수로 나타났다. 즉, 다른 조건이 일정할 때, 남성에 비해 여성인 경우, 혼인상태가 유배우자인 경우에 비해 이혼/사별/별거에 해당하는 경우, 세대유형이 1세대 가족에 비해 1인 가구인 경우, 사무직에 비해 판매서비스직, 기능단순노무직, 기타(무직, 주부 등)의 직업을 가진 경우, 학력이 낮을수록, 월평균 가구소득이 낮을수록, 기초생활 수급자가 비수급자에 비해, 사회적 활동에 참여하지 않는 경우가 참여하는 경우에 비해, 주관적 건강수준이 나쁨으로 응답할수록, 만성질환 진단 유경험 질환수가 많을수록, 현재 흡연하는 경우 비흡연에 비해, 고위험 음주를 하는 경우 하지 않는 경우에 비해, 주관적 스트레스 수준이 많이 느낌으로 응답할수록, 비만여부가 정상인 중년 성인이 비만인 중년 성인에 비해, 인터넷·게임·스마트폰 사용으로 일상생활의 지장이 클수록 우울증상 유병 오즈비가 높았으며, 거주하는 지역의 교통문화지수가 1단위 증가할수록, 화재 분야의 지역안전등급이 3등급에 비해 5등급에서, 교통사고 분야의 지역안전등급이 5등급에 비해 1등급으로 높아질수록, 범죄 분야의 지역안전등급이 5등급 대비 1등급에서, 생활안전 분야의 지역안전등급이 1등급 대비 5등급에서 우울증상 유병 오즈비가 높은 것으로 나타났다. 본 연구는 40세 이상 65세 미만의 중년 성인을 대상으로 개인 수준 및 시·군·구 단위의 지역 수준 요인을 다층적으로 고려하여 우울증상 유병에 미치는 영향 요인을 분석한 연구로, 개인 및 지역 수준의 유의한 영향 요인을 확인하였다. 이를 토대로 종단적 연구 등의 후속 연구가 이어질 수 있는 근거자료로 활용할 수 있으며, 중년 성인의 우울증 유병을 예방하고 조기 발견할 수 있는 맞춤형 정책 대안을 수립하는 데 유용한 기초자료로 활용할 수 있을 것으로 기대한다.open석

A study on the industrial heritage in Jang hang

충청남도 서천군 장항읍은 한국 근대 산업화 초기, 일본의 미곡과 자원 침탈을 위해 조성된 산업도시로서, 한국 근대사에 있어 중요한 장소라 할 수 있다. 하지만 경제적 개발 논리 속에서 역사적 가치를 인정받지 못한 장항의 산업유산은 서서히 멸실되고 있다. 이에 본 연구에서는 장항 내 남아있는 산업유산의 분포 현황을 찾고 그 산업화 과정을 시계열적으로 살펴보았다. 기존 현황조사에서는 주로 문헌조사와 현장 확인을 주로 하였지만, 장항의 경우 관련 자료가 많지 않아 본 연구에서는 인터뷰를 통한 주민의 장소기억을 수집하여 보완하였다. 그 결과 45개의 현존시설을 확인할 수 있었으며, 구체적으로 산업시설 17개소, 이를 지원하던 주택, 숙박, 종교, 문화 시설 20개소, 제련소 벽돌 등의 기타 8개소를 확인하였다. 장항의 산업화는 1920년대 도시계획과 토지매립을 시작으로, 장항제련소, 장항항, 장항선과 장항역의 3대 산업시설을 중심으로 생태계 조직처럼 성장하였다. 하지만 1980년대 후반을 지나며 국가 산업구조 변화와 환경오염 문제 등의 이유로 산업도시로서의 기능이 약화되며 근대 도시 장항은 쇠퇴의 길을 걷게 되었다.This study is aimed to research the industrial heritage in Janghang town which was established as an industrial city in the early modern era. In general, for the method to find historical heritage, field survey and literature review have been commonly used in previous studies. This study, however, suggests another method which is called `place memory` that is a memory in place. This research extracted it from citizen in Janghang town. As a result, 45 historical places and landscapes were found in this study while only 7 were found in the previous research. Janghang town has three main points as industrial heritage, which are the Janghang smelting factory, Port and Station. Those are connected with supporting facilities such as housings, schools, banks, markets, and religious facilities including offices and factories related to the main functions for themselves, and so forth. Janghang town which was a famous industrial city industrialized and modernized between 1920 and 1980 in korea.
