    An Approach to Transform Public Administration into SOA-based Organizations

    Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration.     Assessment of Generic Skills through an Organizational Learning Process Model

However, assessing the level of performance in generic skills of the members of an organization is a challenging task, subject to both subjectivity and scalability issues. Organizations usually lay their organizational learning processes on a Knowledge Management System (KMS). This work presents a process model to support managers of KMSs in the assessment of their individuals’ generic skills. The process model was deployed through an extended version of a learning management system. It was connected with different information system tools specifically developed to enrich its features. A case study with Computer Science final-year students working in a software system was conducted following an authentic learning approach, showing promising results.Visaigle Project (grant TIN2017-85797-R)

    Using styles for more effective learning in multicultural and e-learning environments

    Purpose – This Special Issue contains selected papers from the thirteenth annual European Learning Styles Information Network (ELSIN) conference held in Ghent, Belgium in June 2008. One of the key aims of ELSIN is to promote understanding of individual learning and cognitive differences through the dissemination of international multidisciplinary research about learning and cognitive styles and strategies of learning and thinking. Design/methodology/approach – Three papers within this special issue consider how style differences can inform the development of e-learning opportunities to enhance the learning of all (Vigentini; Kyprianidou, Demetriadis, Pombortsis and Karatasios; Zhu, Valcke and Schellens). The influence of culture on learning is also raised in the paper of Zhu and colleagues and those of Sulimma and Eaves which both focus more directly on cultural influences on style, learning and teaching. Findings – A number of key themes permeate the studies included in this Special Edition such as: the nature of styles; the intrinsic difficulty of isolating style variables from other variables impacting on performance; inherent difficulties in choosing the most appropriate style measures; the potential of e-learning to attend to individual learning differences; the role of culture in informing attitudes and access to learning; the development of constructivist learning environments to support learning through an understanding of individual differences; and most importantly how one can apply such insights about individual differences to inform and enhance instruction. Originality/value – The papers in this Special Issue contribute to enhanced knowledge about the value of style differences to design constructive learning environments in multicultural and e-learning contexts

    A framework for delivering personalized e-Government tourism services

    E-government (e-Gov) has become one of the most important parts of government strategies. Significant efforts have been devoted to e-Gov tourism services in many countries because tourism is one of the major profitable industries. However, the current e-Gov tourism services are limited to simple online presentation of tourism information. Intelligent e-Gov tourism services, such as the personalized e-Gov (Pe-Gov) tourism services, are highly desirable for helping users decide "where to go, and what to do/see" amongst massive number of destinations and enormous attractiveness and activities. This paper proposes a framework of Pe-Gov tourism services using recommender system techniques and semantic ontology. This framework has the potential to enable tourism information seekers to locate the most interesting destinations with the most suitable activities with the least search efforts. Its workflow and some outstanding features are depicted with an example

    The big five: Discovering linguistic characteristics that typify distinct personality traits across Yahoo! answers members

    IndexaciĂłn: Scopus.This work was partially supported by the project FONDECYT “Bridging the Gap between Askers and Answers in Community Question Answering Services” (11130094) funded by the Chilean Government.In psychology, it is widely believed that there are five big factors that determine the different personality traits: Extraversion, Agreeableness, Conscientiousness and Neuroticism as well as Openness. In the last years, researchers have started to examine how these factors are manifested across several social networks like Facebook and Twitter. However, to the best of our knowledge, other kinds of social networks such as social/informational question-answering communities (e.g., Yahoo! Answers) have been left unexplored. Therefore, this work explores several predictive models to automatically recognize these factors across Yahoo! Answers members. As a means of devising powerful generalizations, these models were combined with assorted linguistic features. Since we do not have access to ask community members to volunteer for taking the personality test, we built a study corpus by conducting a discourse analysis based on deconstructing the test into 112 adjectives. Our results reveal that it is plausible to lessen the dependency upon answered tests and that effective models across distinct factors are sharply different. Also, sentiment analysis and dependency parsing proven to be fundamental to deal with extraversion, agreeableness and conscientiousness. Furthermore, medium and low levels of neuroticism were found to be related to initial stages of depression and anxiety disorders. © 2018 Lithuanian Institute of Philosophy and Sociology.     Analysis of Computer Science Communities Based on DBLP

    It is popular nowadays to bring techniques from bibliometrics and scientometrics into the world of digital libraries to analyze the collaboration patterns and explore mechanisms which underlie community development. In this paper we use the DBLP data to investigate the author's scientific career and provide an in-depth exploration of some of the computer science communities. We compare them in terms of productivity, population stability and collaboration trends.Besides we use these features to compare the sets of topranked conferences with their lower ranked counterparts.Comment: 9 pages, 7 figures, 6 table
