    The knowledge gained through scientific and systematic work needed to be shared with others to have a meaning and this development took place along with socialization and several social activities. The change of the old knowledge known since the ancient times with the emergence of new knowledge, as it is the case all around the world, has also led to the political shaking and influences on the society and social institutions in our country. The initial period of establishment which could be defined as positive, has come to an end with the inability of the Ottoman Empire to adopt to the developments came with Renaissance and Reform in the West. The nation-building efforts fueled with the French Revolution also spread to the Ottoman society. In the XVIII century, steps were made by the Ottoman rulers to cope with the developments in the West and first modernization efforts were seen in the military end engineering education fields. But the new ways of using the information and development of libraries could not stop the backward movement of the Empire. Reforms and the I. and II. Constitutional Monarchy periods, times of destructive wars, have led to great changes in the Ottoman social life and institutions. Different political movements have influenced the Ottoman society and institutions in the XIX century. The confrontations and conflicts emerged from contradictory political movements continued till the foundation and afterwards of the Republic The individuals who led certain institutions, also reflected their own personal worldviews, besides the Republican principles, to the institutions they work in. The field of information/knowledge and document administration was also greatly affected by the political developments and the ideological approaches of those who took the lead in this field. The leading conservative structure, which was Turkish nationalist in the beginning but then became pro-German nationalist and then pro-American, has for long years dominated the knowledge/information and document administration field creating its ""micro government"" there. The political motivations of the persons who were influential in the field and the conflict and frictions among them had a negative impact on the development of institutions and thus negatively influenced both the state's and citizens' approach towards information/knowledge and the members of the occupation

    Museum, archive, library resources and connection with cataloging

    The aim of this study is to define purposes and functions of integrated access to bibliographic data in museums, archives, and libraries that have been characterized as institutions of cultural memory and to propose a theoretical framework. These institutions' joint functionality are discussed around interoperability models and the relationship between data content standards and AACR2 is established. The study shows that the traditional approach characterized as "classification by document types" has given its place to using shared common rules and information access. As for implementation, this study addresses the question of the preparation of the Istanbul University Central Library and the Istanbul University cultural and biological collections and their sustainability, providing samples of bibliographic records for 3-D collection materials using MARC format codes. In conclusion, the study demonstrates that the information and documentation centers are only recently being established with a "shared functionality" approach in information and document management on electronic environment in Turkey. Descriptive and comparative methods and interviews, observations, and questionnaires were used as instruments for data collection

    Books published by University publishing houses are generally not prepared in accordance with library applications and TSE standards. We should have such a priority for front / back / covers / title page and spine, catalogue information, index, glossary sections should be emphasized in a book design. The contribution of professional knowledge in the field of librarianship should establish standarts that both publishing industry components and readers will benefit. In order to be able to determine the effect of librarianship on broadcasting in our country, all relevant documents fixed in a wide literature review and evaluation of screening techniques used in making the documentary. Books as the most important source of information and means of communication, are having some prepared standards in design. Some publishing houses within the framework of their practices and applications make up their own design. Those relevant standards are inadequate to respond to our needs at such days as printed books replaced with e-books. In our study, basic information respectively given about communication, book design, publishing and about training. Purpose of this present study, trying to check about whether if books published by university publishers are in compliance with standards of both librarianship and TSE. In design of books published by university publishing houses, an interaction between publishing and libraries are also investigated. For this purpose, the university publishing books examined and publishing house editors interviewed. After all observations above completed, some books by university publishing houses published according to neither library applications nor TSE standards have been identified. We have found some problems in applications by university publishing houses in such stages i.e. release preparation, acceptance, inspection, production, sales and distribution practices. experienced. In order to be more efficient in University Publishers? activities, cooperation should be provided in both publishing and librarianship and publishing-related legislation and regulations should be updated. HEC is planning new regulations in this regard in the draft law.

    In current society, called as information society, which the importance of the knowledge is being increased in view of economic progress and development of societies, individuals needs to acquire knowledge to reach competition strength. Public libraries are institutions that their goal is to present information service in the easiest and fastest way to every individual of the society without considering any differences among them. In this study, the position and situation of our libraries that might be able to play great role in terms of the progress of our countryman to be knowledge society has put forward. In general, the social role of public libraries; aims of public libraries, services that are given by public libraries, contribution of public libraries on local development has been examined, the usage efficiency of the public library in Etimesgut district by public was evaluated in the light of statistical and public surveys by taking into consideration the projects related with public libraries in European Union process. Aim of the study is to reveal whether EIHK takes part that needs to be in information age, whether it fulfills its social role/roles, whether the efficiency of public usage is enough or not, to find out what are the causes of these results and how they can be solved. Information services are the services that user who wants to reach information supply to reach information in a fast and efficient way and make them used by user. The aim of these services is to create well-informed people. EIHK that we made studies on is even not enough to perform traditional functions in view of information services. General results that we got from our study are; both users and region people don’t need to get information, their knowledge how to use library is not enough, public is unaware of the services that are presented by library and therefore that they are not using public libraries, EIHK doesn’tperform its functions properly since building, budget and personnel lack. Commonly in our country where the use of library usage and reading habit are poor, it was detected that not only libraries don’t perform their roles but also schools and parents don’t perform their roles in this situation. Public libraries that have a special and important role among information centers are one of the indispensable organizations in being information society. EIHK is not enough to perform its both roles in that it doesn’t give information services to public at desired level and doesn’t fulfill integration with public and it doesn’t make expected contributions on the process of being information society. On the other hand, it was previously mentioned that public libraries in western world has great importance and they reach user, at the point where they couldn’t reach the user libraries search for serious alternate projects to reach people. In case of the EIHK, it seems almost impossible to reach current information age standards in these conditions by near future. EIHK like other public libraries in our country faces the problems coming from previous years in difficult conditions. Although contributions are made into the projects that are developed in Europe in the name of our public libraries, some reforms that are made to improve libraries will bring comfort to use of libraries but not solve the main problems as long as it is not seriously considered or applied. It must be keep in mind, products of the investments that are made on public libraries, which are considered as universities of public, will be well-informed people

    Evaluation of information services

    Information service was developed in the second half of the 19th century in USA. It went through a major change due to the appearance of the computer in the second half of the 20th century. The way of the maintenance has greatly influenced by the occurence of the internet and WWW. The user can find the answer to his question by way of digital information service, without coming to library. Success level of the information services which are given in libraries cannot be evaluated objectively without conducting reliable measurements. The aim of the evaluation is to improve the services and increasing the quality to provide the user's satisfaction. The question-answer measurement which is conducted in MSFAU has brought up the reasons for the failure by way of displaying the success and failure rates. It will be possible to offer a more successfull service when these factors which lead to failure will be eliminated. However, the institutions which give information services must evaluate their performances not only once, but must apply measurement and evaluation methods which are spread in a year

    Assessing the diffusion of nanotechnology in Turkey: A social network analysis approach

    This dissertation assesses the diffusion of nanoscience and nanotechnology in the scientific community in the last decade using Social Network Analysis (SNA) in Turkey. This dissertation aims to evaluate the flow of knowledge diffusion of nanotechnology among scientists by using ethnographic methods, co-words analysis and by focusing on an invisible college in the scientific community in terms of citation analysis in Turkey. A total of 10,062 articles and reviews were extracted from WoS (2664 between 2000 and 2005, and 7398 between 2006 and 2011) using a compound text query. Results compiled from co-authorship network analysis comprised a high closeness centrality indicating the small-world phenomenon which facilitates the diffusion of nano-related technology in Turkey. We discovered the scientists who are instrumental in the diffusion of nanotechnology knowledge in the network. We test the hypotheses that: (1) prolific authors stimulate the diffusion of nanotechnology in network structure; (2) dissemination of nanotechnology is more diffusive within sub-clusters than that of the whole network structure; and (3) taxonomy identified by co-word analysis in the research process matches the findings at the global level. Universities with the highest co-occurrence in terms of centralities in the network structure were studied. Then, we compared the results from each period to investigate the rate of diffusion of nano-related technology in Turkey. We found out that research on nano-related technology is done in a wide spectrum from Materials to Biomedical Sciences. Moreover, we found that TÜBİTAK and the Ministry of Development (MoD) have increased their funding support. We corroborate the findings by interviewing the key scientists or authors who are instrumental in the diffusion of nano-related technologies in Turkey. We collected and elaborated on 10 interviewees' responses using a qualitative method (Latent Semantic Analysis). Outcomes indicated that scientists' behavior who participated in interviews share similar patterns matching their co-authorship maps. It was concluded that the diffusion of nano-related technology is steadily progressing due to scientific collaboration among scientists through social network

    Türkçe web belgelerinin kataloglanması: Bir işbirliği modeli önerisi

    The First internet site have been online since August 1991, the number of website which made publishing in the internet exceeded 100 million. The internet began to be used in Turkey in the year of 1993 by ODTU studies. As of June 2008, there are 160.466 we site in our country. As the websites grew over the years, parallel to this the size of information was augmanted constaudey. The search engines used by and users utilize metadata for cataloging purpose. Metadata contains relevant data. The structure of web documents and their diversity requires the cataloging web documents. Despite of this situation in Turkey so far no studies have been produced to catalog web documents. It is obvius that created and produced information will increase and expedite production process when information is recorded, organized, shared and by way of feedback; it is converted into new information. By taking this into consideration, the cataloging of the Turkish web document has been examined in detail and a cooperative project has been developed in our thesis. The thesis consists of the following chapters; Chapter I.: Introduction. Chapter II.: Cataloging, the creation of the cataloging rules, AACR1 and AACR2,MARC, ISBD(ER), where the revisions and the cataloging are going concerning the electronic knowledge resources in AACR2. Chapter III.: Metadata which had been identified as cataloging in electronic media that had beenexamined in detail. Chapter IV: The electronic knowledge resources (e-book, e-magazine) cataloging had been treated. In Chapter V, after processing the www (web) and the web document in chapter VI, the cataloging regulations and arrangements depending on standards had been examined. Moreover the cooperative studies in cataloging of the web documents in the world also explicated in terms of setting a sample in our country. Chapter VII, the aspect of web documents cataloging in Turkey had been investigated. 52 State Universities, 24 Charitable Foundation Universities, 9 Other schools, 28 Public Institutions, 14 Ministries, 9 Daily Newspaper 76 University Libraries that we examined had not duly cataloged their web documents. In Chapter VIII, a collaboration project had been suggested in order to solve the problem of cataloging for the web documents in Turkish Language which had not been cataloged. Since the changes are information based today, the organisational learning is extremely important both in obtaining and using information effectively. The information center, which is responsible for meeting the organisation’s information needs directed the organisational activities with its printed and electronic information sources, has an important place in meeting the information needs of the organisation’s staff and thus make contributions to their learning. The present study examined the concepts of organisation, organisational culture, organisational change and learning and the process of learning and put forward how the information center contributes to the organisational learning process with its information sources and services
