    Easy on that trigger dad: a study of long term family photo retrieval

    We examine the effects of new technologies for digital photography on people's longer term storage and access to collections of personal photos. We report an empirical study of parents' ability to retrieve photos related to salient family events from more than a year ago. Performance was relatively poor with people failing to find almost 40% of pictures. We analyze participants' organizational and access strategies to identify reasons for this poor performance. Possible reasons for retrieval failure include: storing too many pictures, rudimentary organization, use of multiple storage systems, failure to maintain collections and participants' false beliefs about their ability to access photos. We conclude by exploring the technical and theoretical implications of these findings

    INTRODUCTION By High Speed Rail (HSR) we normally mean rail technologies capable of speeds of the order of 300km ph on new dedicated track. Such systems offer journey times that are more competitive with other modes, and particularly air, than traditional train services, and very high capacity. But their capital cost is also high. The proposals of the European Commission for the Trans European Transport Network (TEN-T) envisage expenditure of 600b euros, of which 250b euros is for priority projects, and a large part of this expenditure is for high speed rail. Thus it is extremely important to have a robust appraisal methodology for these huge investments. It is not clear that this has happened in the case of the Trans European Networks. Individual projects are suggested by, and appraised by, member state governments, even though they are applying to the European Commission for assistance with funding. Research for the European Commission has appraised the TEN-T network as a whole, but has not appraised the individual elements of the programme to ensure that they are all worthwhile (TML, 2005). The aim of this paper is to consider the methodology for the appraisal of high speed rail proposals, and to produce some indication of the circumstances in which such proposals might be worthwhile. In the next section we present an overview of the principal costs and benefits which need to be taken into account in an HSR appraisal. Then we illustrate the process for two particular contrasting examples – the study of HSR proposals in Great Britain, and an ex post evaluation of the Madrid-Seville line in Spain. In section four of the paper we formulate a model to incorporate the principal parameters influencing the outcome of an appraisal and in section five we use this model to draw conclusions on the circumstances in which high speed rail may be justified

    Oil quality in diesel engines with on line oil cleaning using a heated lubricating oil recycler

    A method of cleaning the oil on line was investigatedusing a bypass fine particulate filter followed by an infra red heater to remove water and light diesel fractions in the oil. This was tested on a range of on road vehicles and a Ford 1.8 litre IDI passenger car engine on a test bed. Comparison was made with the oil quality on the same vehicles and engines without the on-line recycler. Test times were from 200 to 1500 hours of oil ageing and some of the tests showed that the oil quality was still good after 4 times the normal oil life. The results showed that the on line oil recycler cleaning system reduced the rate of fall of the TBN and rate of increase of the TAN. There was a very significant reduction in the soot in oil and the fuel dilution. There was also a consistent reduction in all the wear metals apart from copper and a decrease in the rate of reduction of oil additives. There was also measured on the Ford IDI engine a 5% reduced fuel consumption. Many of these effects were attributed to an influence of the cleaner oil on reduced engine deposits

    Inventories and sales uncertainty

    We investigate the empirical linkages between sales uncertainty and firms´ inventory investment behavior while controlling for firms´ financial strength. Using large panels of manufacturing firms from several European countries we find that higher sales uncertainty leads to larger stocks of inventories. We also identify an indirect effect of sales uncertainty on inventory accumulation through the financial strength of firms. Our results provide evidence that financial strength mitigates the adverse effects of uncertainty

    Appraisal Framework for Integrated Transport

    This working paper outlines an appraisal framework for the Integrated Transport project. The project examined the demand implications from the introduction of a Taktfahrplan timetable onto the east coast mainline rail route. The Taktfahrplan concept is frequently referred to as an interval timetable and is based on trains leaving stations at the same time past the hour throughout the operational day. A stated preference exercise was conducted to estimated what values people placed on such a timetable and these values were added to the more conventional elements of generalised cost to obtain the changes in demand that would result from the introduction of a Taktfahrplan. The working paper is divided into a number of sections that will highlight, • the key implications to arise from the Integrated Transport project; • the demand model; • the appraisal framework; • the data sources used within the appraisal framework; and • the results of the appraisal framework. Interested readers are also referred to the a conference paper that will be presented at the European Transport Conference in Strasbourg later this year (Wardman et al, 2003)

    The Leeds Advanced Driving Simulator (LADS) at the University of Leeds is a medium cost fixed-base simulator and its development has been funded by the Science and Engineering Research Council (now EPSRC). It has been fully operational since mid-1993 for rural-road scenes (Carsten and Gallimore, 1993) but currently simulation of urban environments and vehicle interactions are possible too.     Car Fuel Consumption in Urban Traffic. The Results of a Survey in Leeds using Instrumented Vehicles.

    The work reported here was part of a research project sponsored by the Science and Engineering Research Council to investigate the impact of traffic management schemes on fuel consumption. The report can be divided conveniently into two parts. In part I, the fuel consumed by a vehicle during each stage of an urban trip is analysed by drawing on the results of past studies as well as the results obtained by the author for a recent survey in Leeds using two instrumented cars supplied by the Transport and Road Research Laboratory. An equation is derived which relates the fuel consumed during a stop/start manoeuvre to the characteristics of that manoeuvre. Part I1 deals with the development of two types of urban fuel consumption models, namely a simple fuel/speed relationship, and a more detailed expression for use with the traffic simulation/assignment model SATURN, which includes the number of stops and distinguishes between first time stops and those made as vehicles move up queues

    The limits of market-based governance and accountability - PFI refinancing and the resurgence of the regulatory state

    The refinancing of PFI (Private Finance Initiative) projects currently represents one of the most contentious aspects of Public Private Partnership in the UK. The negative publicity associated with UK PFI refinancing deals is associated with two main factors, namely evidence of massive private sector profit making in connection with past refinancing deals, and the ‘failure’ of private sector financiers to share refinancing profits with public sector organisations in line with government recommendations. This paper examines the ongoing ‘dance of non-regulation’ associated with PFI refinancing on the basis of traditional Marxist notions of ‘contradictions of capitalism’. Our analysis commences with the argument that PFI represents a prototypical case of an alliance between finance capital and the state, which has been created with the principal purpose of establishing a new source of profits for the private sector. A Marxist analysis of state-business relationships would predict such an alliance to show tendencies towards instability which could arise from a number of factors. These include, among others, the inherent lack of legitimacy of such an alliance vis a vis established policy goals and the stakeholders associated with them; a lack of a credible regulatory framework which, as a systemic prerequisite of private sector profit making, further exacerbates existing problems of legitimation; and, perhaps most importantly, the potentially self-defeating attempt by capital to maximise gains from the exploitation of the existing alliance without concern for the possibility of a political or regulatory backlash. Examining the recent history of PFI refinancing we find evidence of most of these destabilising tendencies which we expect to trigger calls for a greater regulation of PFI projects in the future
