Ghosts in the machine: incarcerated students and the digital university

Providing higher education to offenders in custody has become an increasingly complex business in the age of digital learning. Most Australian prisoners still have no direct access to the internet and relatively unreliable access to information technology. As incarceration is now a business, prisons, like universities, are increasingly subject to economistic pressures and priorities. Historically Britain’s penal colony, (post)modern Australia is following the United States toward a post-Welfare Penal state. Without specialised support and materials, incarcerated students may pay the price of converging neoliberal reforms. This paper aims to raise awareness among Australian academics of the challenges faced by incarcerated students in changing socio-political and economic climates

Библиотечная статистика: в поисках оптимальных решений

Problems of state statistics in the field of library activities are covered in close connection with transformation of the network of public libraries in the Russian Federation. There are presented results of monitoring of the network of public and municipal libraries for the period of 2012-2015, performed by the National Library of Russia within the framework of the All-Russian project “Corporate Full-Text Database ‘The Central Libraries of the Russian Federation’” (http://clrf.nlr.ru). There are designated the key transformations of the regional library networks: reorganization and liquidation of libraries, disunity and heterogeneity, instability and variability of the network structure. These changes are directly related to the goals and priority tasks of the Federal statistical observation over public libraries; which influence the formation of the objective view on the scope of work, directions of activities and resources of different types of libraries, on the actual level of availability of libraries in the constituent entities of the Russian Federation, on the status of library services in the country. There are identified problems of the existing tools of the Federal statistical observation: absence of consolidated data on the activity libraries of all types, the wrong reflection in statistics of the most important indicators, different regional approaches to filling in the forms of the Federal statistical reporting. Taking into account the real situation of libraries, there are formulated the actual proposals on changing the form of Code of Annual report of public libraries administered by the Ministry of Culture of the Russian Federation. The proposed changes are designed to reflect the full scope of library activities of three types of organizations: municipal libraries; state libraries of the constituent entities of the Russian Federation; other organizations engaged in library activities.Проблемы государственной статистики в библиотечной сфере деятельности освещены в тесной взаимосвязи с трансформациями сети общедоступных библиотек Российской Федерации. Представлены данные мониторинга сети государственных и муниципальных библиотек за 2012-2015 гг., который осуществляется Российской национальной библиотекой в рамках Общероссийского проекта «Корпоративная полнотекстовая база данных “Центральные библиотеки субъектов Российской Федерации”» (http://clrf.nlr.ru). Обозначены ключевые трансформации региональных библиотечных сетей: реорганизация и ликвидация библиотек, раздробленность и неоднородность, нестабильность и изменчивость структуры сети. Происходящие изменения имеют прямое отношение к целям и задачам федерального статистического наблюдения за общедоступными библиотеками, они влияют на формирование объективного представления об объемах, направлениях работы и ресурсах разных типов библиотек; об уровне фактической обеспеченности библиотеками субъектов Российской Федерации; о состоянии библиотечного обслуживания в стране. Выявлены проблемы действующего инструментария федерального статистического наблюдения: отсутствие сводных данных о деятельности библиотек всех типов, неправильное отражение в статистике многих важных показателей, разные региональные подходы при заполнении форм федеральной статистической отчетности. С учетом реального положения библиотек сформулированы актуальные предложения о внесении изменений в форму Свода годовых сведений об общедоступных (публичных) библиотеках системы Министерства культуры Российской Федерации. Предложенные изменения направлены на отражение в полном объеме библиотечной деятельности трех типов организаций: муниципальных библиотек, государственных библиотек субъектов Российской Федерации, иных организаций, осуществляющих библиотечную деятельность

Ретроспективная национальная библиография: основные тенденции современного развития

There is reviewed the fundamental understanding of the national bibliography, as well as special features of the development of its resources at the present stage. There are stated characteristic features of the Russian model of National Bibliography. There are analyzed the species composition and the condition of the domestic resources of the national retrospective bibliographic information. The article outlines the main prospective directions of the resources development on the basis of cumulation and retro-conversion of the current national bibliographic information and the national bibliographic repertoire resources.Рассмотрены общие представления о национальной библиографии, специфика развития ее ресурсов на современном этапе. Отмечены характерные черты российской модели национальной (государственной) библиографии. Проанализированы видовая структура и состояние отечественных ресурсов ретроспективной национальной библиографической информации. Намечены основные перспективные направления развития ресурсов на основе кумуляции и ретроконверсии текущей государственной библиографической информации и национальных репертуарно-библиографических ресурсов

Редкие издания ХХ века: взгляд библиофила

The analysis of the book by M.V. Seslavinsky “Russian Book Rarities of the 20th century: 333 Selected Books” (Moscow: Pashkov Dom, 2016. 381 p.) is presented in the context of a problem of allocation of rare books and book monuments as a special category of library collections. It is shown that M.V. Seslavinsky, basing on the best traditions of Russian bibliophile literature, suggests his own approach to the allocation of the book rarities, based on the combination of quantitative criteria and cultural significance, and also taking into consideration the interest to the edition in the modern antiquarian book market. Proposed by M.V. Seslavinsky list of book rarities, released mainly in the first third of the 20th century, reflects the system of values of the modern Russian bibliophile community, a prominent representative of which is the author of the reviewed book. The publication contains rich illustrative material and the author’s comments. The principles of the selection of rare books and the list of rarities by itself deserve special attention of experts working with book monuments, collectors and acquisitions librarians.Представлен анализ книги М.В. Сеславинского «Русские книжные редкости ХХ века : 333 избранные книги» (Москва : Пашков дом, 2016. 381 с.) в контексте проблемы выделения редких книг и книжных памятников как особой категории библиотечных фондов. Показано, что М.В. Сеславинский, опираясь на лучшие традиции отечественной библиофильской литературы, предлагает собственный подход к выделению книжных редкостей, основанный на сочетании количественного критерия и культурной значимости, а также учитывающий интерес к изданию на современном антикварно-букинистическом рынке. Предложенный М.В. Сеславинским перечень книжных редкостей, увидевших свет главным образом в первой трети ХХ в., отражает систему ценностей современного российского библиофильского сообщества, ярким представителем которого является автор рецензируемой книги. Издание содержит богатый иллюстративный материал, комментарии автора. Принципы отбора редких книг и сам список раритетов заслуживают внимания специалистов, работающих с книжными памятниками, коллекционеров, комплектаторов библиотек.
