Rural Illinois in the 1990s: On the Rebound?

Rural areas of Illinois experienced a widespread population rebound between 1990 and 1995.2 These recent population gains in Illinois are consistent with a broader rural population growth revival nationwide. Rural Illinois gain nearly 24,000 residents between 1990 and 1995, according to recently released estimates by the U.S. Census Bureau.3 The population grew in 47 of the 74 nonmetropolitan counties in Illinois during the period. Migration to rural areas accounted for most of this population gain. Most urban areas in Illinois also gained population during the first half of the 1990s. The recent population gains in rural Illinois are modest, but they represent a significant change from the substantial population losses in the same areas during the 1980s

Status of Three Species of Freshwater Snails (Gastropoda: Pleuroceridae) in the Lower Ohio River Basin, Illinois

Prior to oursurvey, only three Lithasiaspecies were known to occur in Illinois; however,through our efforts, we found a fourth species (Lithasia geniculata). Illinois Water Quality and the Clean Water Act

This report contains the conclusions of a study performed by the Environmental Law and Policy Center of the Midwest ("ELPC") on the water quality of Illinois' rivers, lakes and streams, and Illinois' implementation of the Clean Water Act. The Lumpkin Foundation of Mattoon, Illinois provided funding for the study. Because the Illinois Environmental Protection Agency ("IEPA") is responsible for implementing the Clean Water Act in Illinois and for preparing most of the key reports relating to Illinois water quality, our research necessarily focused on the work of that agency. ELPC studied the publicly available IEPA data on a number of key indicators of water quality and the strength of a number of elements of IEPA's water pollution control efforts. Within the resources available for this study, ELPC also looked, for comparison purposes, at data from federal agencies and selected data collected by pollution control agencies of other states. Further, ELPC conducted interviews with federal and state officials and others with knowledge relating to the relative strengths and weaknesses of the Illinois water quality program. Putting Children First: Ending Family Homelessness In Illinois: A Statewide Survey on Family Homelessness

The recent economic recession and resulting layoffs compounded by a severe lack of affordable housing, lack of living wage jobs, and an increase in foreclosures, has caused increasing hardship for families in Illinois, including homelessness. This December 2001 study of seventeen agencies that serve homeless families in fifteen counties throughout Illinois and the eight warming centers (emergency shelters) in Chicago gathered information regarding family homelessness in Illinois. The agencies surveyed indicate an increase in family homelessness over the past year and specifically over the past two months. These results, and other recent research regarding the acute shortage of affordable housing in Illinois points towards the increasing need for Illinois to invest in homelessness prevention initiatives and the development of affordable housing for the benefit of thousands of families and children

Illinois' Forgotten Middle-Skill Jobs

Countering assumptions that a college education will be the only ticket to a stable economic future in Illinois, nearly one million openings in middle-skill jobs are projected for the state by 2014, according to a new study by the Skills2Compete-Illinois campaign. While the openings signal new opportunities for Illinois' workforce, the report cites the growing concern that there will not be an adequate number of skilled Illinois workers to fill these positions. The report also finds that two-thirds of the people who will be in Illinois' workforce in the year 2020 were already working adults in 2005 -- long past the traditional high school to college pipeline. The Skills2Compete-Illinois campaign calls for a new vision: every working Illinoisan should have access to at least two years of education or training past high school

The State of Illinois Manufacturing

The strength of the manufacturing sector is fundamental to the overall economic performance of Illinois and the U.S. as a whole. The manufacturing sector in Illinois create large numbers of jobs that pay high wages to workers, purchases more goods and services from within the state than any other sector, and constitutes a main component of the state export economy. For these and other reasons, manufacturing needs be at the center of all government discussions on economic policy.The Center for Labor and Community Research (CLCR) was commissioned by the Illinois Manufacturers' Association to analyze the condition of the Illinois manufacturing sector. We found that Illinois manufacturing is essential to Illinois' economy, and although it is among the top manufacturing states in the country, it faces a number of challenges. This report demonstrates why and how Illinois manufacturing matters, explains the current challenges it faces, and recommends actions to overcome some of these challenges. In addition to looking at manufacturing as a whole, this report looks at four key manufacturing sectors, or clusters, that together account for 64% of manufacturing employment in the state. These are the metals, electrical, printing, and food manufacturing sectors.A few key findings that CLCR uncovered in this study include the following: Manufacturing is vital to the state's economy and workers. Manufacturing exports create significant employment opportunities in Illinois, and the state's manufacturing workers are the most productive in the nation by far.Like other U.S. states, Illinois faces increasing competition from low-wage producers in the developing world as well as from highly skilled producers in developed countries. In order to remain competitive into the future, the sector requires increased investments in its infrastructure and workers and an improved workforce development system in order to increase the value-added component of their products.The Illinois manufacturing sector needs a "High Road" partnership with government and labor to increase investment in infrastructure and workforce development, to support the sector by creating specialized service centers that provide assistance to Illinois companies, and to effectively using public subsidies to reward and assist those companies that are pursuing High Road strategies of innovation and development
