    Defining interoperability standards: A case study of public health observatory websites

    The Association of Public Health Observatories (APHO) is a group of region-based health-information providers. Each PHO publishes health-related data for their specific region. Each observatory has taken a national lead in one or more key health area - such as 'cancer' or Obesity'. In 2003, a project was initiated to develop 'interoperability' between public health observatory websites, so the national resources published by one lead observatory could be found on the websites for each other PHO. The APHO interoperability project defined a set of requirements for each PHO - websites should comply with the current government data standards and provide webservices to allow data to be searched in real-time between different PHOs. This thesis describes the production of an interoperable website for the North East Public Health Observatory (NEPHO) and the problems faced during implementation to comply with the APHO interoperability requirements. The areas of interoperability, e-Government and metadata were investigated specifically in suitability for NEPHO and an action list of tasks necessary to achieve the project aims was drawn up. This project has resulted in the successful introduction of a new NEPHO website that complies with the APHO and e-Govemment requirements, however interoperability with other organisations has been difficult to achieve. This thesis describes how other organisations approached the same APHO interoperability criteria and questions whether the national project governance could be improved

    Institut Teknologi Sumatera (ITERA) and Institut Teknologi Bandung (ITB) also Government of Lampung Province have launched the ITERA Astronomical Observatory or known with Observatorium Astronomi ITERA Lampung (OAIL). On 20th November 2016, the coordinates of the observatory were determined 05o 27' 71ā€ S and 105o 09' 39ā€ E with height of 1030 above sea level. Development of OAIL area will be the center of education in science field especially in Atmospheric and Planetary Sciences. OAIL also will become the center of ecotourism in Lampung Province which can become a tourist attraction for the people in Lampung even outside Lampung. Therefore, it is necessary that management and development be directed so that the main function of the observatory is not disturbed. In this research will do assessment about OAIL area by distribute questionnaire to some related agencies to evaluate whether OAIL area can be a specific area or not. From 50 respondents, there are 35 respondents say that OAIL area is appropriate as a specific area and 15 respondents say vice verca

    Supporting health impact assessment in practice

    Health impact assessment (HIA) is a process that aims to predict potential positive and negative effects of project, programme or policy proposals on health and health inequalities. It is recommended by national government and internationally. Supporting health impact assessment is one of the roles of English Public Health Observatories.The few centres in England with accredited health impact training centres have inadequate resources to meet demand. Currently, the London Health Observatory is providing the bulk of the training nationally. Some Public Health Observatories are currently investigating the preferences for support of those commissioning or conducting health impact assessment within their regions.The availability of published guidance on how to conduct health impact assessments has increased substantially over the past few years. The Department of Health has funded a research project led by the London Health Observatory to develop advice for reviewing evidence for use in health impact assessment. Completed health impact assessments can be useful resources. Evaluation of the process and impact of health impact assessment is important in order to demonstrate its usefulness and to learn lessons for the future.The focus for Public Health Observatories is to train and support others to conduct health impact assessment according to good practice, rather than undertaking health impact assessments themselves. The aim is to create sufficient skilled capacity around the country to undertake health impact assessments. The London Health Observatory plans to share its support models and to roll out a train the trainer programme nationally to enable effective local delivery of their national health impact assessment programme.     The Remittances Framework in Lesotho: Assessment of Policies and Programmes Promoting the Multiplier Effect

    This study explored policies and programmes aimed at facilitating remittances inflows through formal channels and leveraging remittances for development in Lesotho. The study also looked into regulations and laws on remittances. In order to answer key questions of this study, semiā€structured questionnaires were administered to 29 institutions, including commercial banks, an asset manager, insurance companies, telecommunication companies, government ministries, parastatals, a research institution, a retailer, a savings and credit cooperative and non-governmental organizations. The gaps revealed by this study can be summarised as: the Deferred Pay Act is the only policy driving officially recorded remittance inflows to Lesotho and which facilitated the creation of remittancesā€linked savings product by the banking sector; there are restrictions on remittance outflows for immigrants working in the country, though planned to be eliminated; most of remittances transfer products offered by various institutions suit regular income earners with bank accounts, the adoption of mobileā€phone based transfers adoption is low and the mobileā€phone based transfer products cannot be used to make international transfers; there is lack of adoption of remittancesā€linked financial products by financial intermediaries and relevant government ministries; the benefits packaged with the remittancesā€ linked savings accounts are less attractive; and most of the remittances services providers are concentrated in urban centres. These findings show there is a need to develop policies and programmes for harnessing remittances for development. This study concluded by suggesting policy options for facilitating remittances inflows through regular channels and promoting positive impact of remittances on development
