    Towards an integrated approach for the analysis of gender equity in policies supporting paid work and care responsibilities

    This paper aims to develop a conceptual framework for analysing the degree to which public policies support gender equity in paid work and care. Combining the distinction between commodification and decommodification and the distinction between defamilialisation, supported familialism, and familialism by default our study identifies a number of relevant policies, ranging from services, leave entitlements, income support measures, and fiscal instruments to forms of acknowledgement of care work in pension systems. Although our main objective is conceptual, we offer a comparative overview of these policies for all of the EU countries, plus Norway.     Exploring Malta's welfare model

    The paper compares the Maltese welfare state with other mainstream welfare regimes. It makes use of Esping-Andersen’s concepts of decommodification and stratification, whilst also looking at political and ideological factors. The European context in general, as analyzed by Roche, and the Southern European context in particular, as analyzed by Ferrera, are given particular attention. For this purpose, qualitative interviewing and analysis of secondary data was analysed through a sociological perspective. The paper argues that Malta has a hybrid model which does not neatly fit in one particular model of welfare. Indeed it has similarities and differences with other welfare models such as the Liberal, Social-Democratic, Continental and Southern European. However Malta must also keep in line with targets set by the European Union, which in turn are likely to influence Malta’s welfare model.peer-reviewe

    Social democracy, embeddedness and decommodification: On the conceptual innovations and intellectual affiliations of Karl Polanyi

    Of the several debates that revolve around the work of the economic historian and political economist Karl Polanyi, one that continues to exercise minds concerns his analysis of, and political attitudes toward, post-war capitalism and the welfare state. Simplified a little, it is a debate with two sides. To borrow IvĂĄn SzelĂ©nyi's terms, one side constructs a ‘hard’ Karl Polanyi, the other a ‘soft’ one. The former advocated a socialist mixed economy dominated by redistributive mechanisms. He was a radical socialist for whom the market should never be the dominant mechanism of economic coordination. His ‘soft’ alter ego insisted that the market system remain essentially intact but be complemented by redistributive mechanisms. The ‘double movement’ – the central thesis of his ‘Great Transformation’ – acts, in this reading, as a self-correcting mechanism that moderates the excesses of market fundamentalism; its author was positioned within the social-democratic mainstream for which the only realistic desirable goal is a regulated form of capitalism. In terms of textual evidence there is much to be said for both interpretations. In this article I suggest a different approach, one that focuses upon the meaning of Polanyi's concepts in relation to their socio-political and intellectual environment

    Ideal (and Real) Types of Welfare State

    In the extensive literature that has been dedicated during the past fifteen years to the comparative analysis of the welfare states, a significant number of studies have focused on the identification of the ideal regimes or types, in addition to their empirical validation. The celebrated work, Three Worlds of Welfare Capitalism, by Esping-Andersen (1990) constituted the point of departure for a vigorous academic debate which, as a response to some of the criticisms that were raised by the study, led to the construction of various alternative typologies, as well as a prodigious output of empirical studies aiming to identify what is termed in the present paper, real types. This paper seeks to contribute to the discussion on the current state of knowledge with regard to the differences and similarities in the welfare states following the scientific contributions made over the past fifteen years. Two general conclusions emerge in particular: firstly, that the diversity of typologies has not contributed to the desired clarification; and secondly, that the results of the studies are inconclusive, both with regard to the precise number of real types of welfare state – despite the fact that all of them confirm the existence of at least three types – and to the classification of the countries concerned. The existence of significant divergences, and even of contradictory results, highlights the need for continued research. However, rather than simply constructing new typologies, it is necessary to incorporate into empirical analyses a temporal evaluation of the effects of the reforms introduced in the welfare states.Welfare state; welfare regimes; typology; social policy; social security; comparative research.

    Drawing from the formal setting of the optimal tax theory (Mirrlees 1971), the paper identifies the level of Rawlsianism of some European social planners starting from the observation of real data and redistribution systems and uses it to build a metric that allows measuring the degree of (dis)similarity of the redistribution systems analyzed. It must be considered as a contribution to the comparative research on the structure and typology of the Welfare State. In particular we consider the optimal taxation model that combines both intensive and extensive margins of labor supply, as suggested by Saez (2002) in order to assess the degree of decommodification of seven European welfare systems. We recover the shape of the social welfare function implicit in tax-benefit systems by inverting the model on actual effective tax rates, as if existing systems were optimal according to some Mirrleesian social planner. Actual distributions of incomes before and after redistribution are obtained using a pan-European tax-benefit microsimulation model. Results are discussed in the light of standard classifications of welfare regimes in Europe. There appears to be a clear coincidence of high decommodification willingness and high Rawlsianism in the Scandinavian, social-democratically influenced welfare states (Denmark). There is an equally clear coincidence of low decommodification willingness and utilitarianism in the Anglo-Saxon liberal model (UK) and in the Southern European welfare states (Italy and Spain).     In-Work Poverty in the EU

    [Excerpt] The working poor are a substantial group in the overall poverty statistics and are estimated to constitute 10% of European workers. This report examines in-work poverty in the European Union, picking up where a previous Eurofound report on this subject, published in 2010, ended. It looks at how in-work poverty evolved in the aftermath of the financial crisis of 2008, based on analysis of the latest data from the European Union Statistics on Income and Living Conditions (EU-SILC). While the prevalence of in-work poverty has been studied before, less is known about what it means to be one of the working poor. This report examines the social ramifications of in-work poverty by describing the well-being and living conditions of the working poor. It also looks at different measures adopted by governments to prevent or alleviate in-work poverty, especially indirect measures that improve the living standards of the working poor. These indirect measures have not received much policy attention compared with direct measures to increase incomes, such as minimum wages and social transfers

    Timing of poverty in childhood and adolescent health: Evidence from the US and UK

    Childhood poverty is associated with poorer adolescent health and health behaviours, but the importance of the timing of poverty remains unclear. There may be critical or sensitive periods in early life or early adolescence, or poverty may have cumulative effects throughout childhood. Understanding when poverty is most important can support efficient timing of interventions to raise family income or buffer against the effects of low income, but answers may vary across social contexts. The US and the UK are a useful comparison with similar liberal approaches to cash transfers, but very different approaches to healthcare provision. Utilising data from large population studies in the US (n = 9408; born 1979–1996) and UK (n = 1204; born 1991–1997), this study employs a structured life course approach to compare competing hypotheses about the importance of the timing or pattern of childhood exposure to poverty in predicting adolescent health limitations, symptoms of psychiatric distress, and smoking at age 16 (age 15/16 in US). Household income histories identified experience of poverty (measured as <60% of the national median equivalised income for a given year) in early life (ages 0–5), mid-childhood (ages 6–10) and early adolescence (ages 11–15). The Bayesian Information Criterion (BIC) compared fit across models with variables representing different life course patterns of exposure to poverty. Adolescent distress was not associated with poverty in either country. In both countries, however, variables representing cumulative or persistent experiences of poverty exhibited optimal fit of all poverty exposure variables in predicting adolescent smoking and health limitations. There was also evidence of an early life sensitive period for smoking in the US. Poverty was more persistent in the US, but associations between poverty and outcomes were consistent across countries. Although poverty can have cumulative effects on health and behaviour, early interventions may offer the best long-term protection
