State Budget Revision for 2014 ā An Attempt to Fulfill the āEDPā Criteria
Cilj ovog rada jest ukazati na iznimnu važnost procesa proraÄunskog planiranja i odgovornog fiskalnog ponaÅ”anja, kako bi se promijenila praksa uÄestalih potreba za rebalansom državnog proraÄuna. U odnosu na dosadaÅ”nje rebalanse, posljednji je specifiÄan utoliko Å”to je potaknut procedurom pri prekomjernom proraÄunskom deficitu (Excessive Deficit Procedure ā EDP). Naime, zajedniÄki uzrok svih hrvatskih rebalansa jest nekontrolirana budžetska potroÅ”nja, koja se iz godine u godinu pretaÄe kroz kumulative ostvarenih deficita u zabrinjavajuÄu dinamiku porasta javnog duga. Ako tu Äinjenicu smjestimo u kontekst petogodiÅ”nje recesije, onda je oÄito da je fiskalna politika svojim (ne)djelovanjem produbila krizu koja je dvostruko uvjetovana: domaÄim strukturnim problemima te krizom zemalja partnera. Stoga ovaj rad, analizirajuÄi osnovne agregate iz rebalansa državnog proraÄuna za 2014. godinu, donosi zakljuÄak o dobrobiti EDP-a za Hrvatsku jer se po prvi puta kao zemlja Älanica EU-a Hrvatska suoÄava s vlastitim strukturnim problemima koji su se do sada u pravilu tretirali parcijalno i nesustavno, bez potrebne struÄne ekspertize i politiÄke volje da se prekine neodrživa fiskalna praksa.The main purpose of this paper is to stress the importance of the budget planning process and responsible fiscal attitude in order to reduce the practice of frequent budget revisions. Compared to the previous budget revisions, the last one was specific because it had been induced by the Excessive Deficit Procedure. However, the common cause of each budget revision has been excessive government spending which cumulated fiscal deficits leading to unsustainable dynamics of public debt growth. Considering this fact in the context of a five-year recession and overall economic contraction, the fiscal policy has obviously deepened the macroeconomic crisis determined by domestic structural problems and by the global crisis. This paper analyzes the main aggregates of the state budget revision for 2014 and draws conclusions on the overall benefit of the EDP. For the first time, Croatia as an EU member tackles its own structural problems that have generally been treated partially and unsystematically, without necessary professional expertise and political will to end the unsustainable fiscal practices
Preliminarno istraživanje bisfenola A u sedimentu i suspendiranoj tvari u KaŔtelanskom zaljevu (Jadransko more, Hrvatska)
The occurrence, seasonal and vertical distribution of bisphenol A (BPA) was investigated in the sediments and suspended matter sampled in KaŔtela Bay, Adriatic Sea, Croatia. Granulometric
composition of sediment and organic matter (OM) in sediments and suspended matter were also examined. BPA was detected in all samples of sediments and suspended matter. Concentration of BPA in sediment ranged from 5.32 Ī¼g kg-1
to 15.52 Ī¼g kg-1, while in suspended matter BPA ranged from4.66 Ī¼g kg-1 to 103.06 Ī¼g kg-1. Seasonality in distribution of BPA concentrations in sediment and suspended matter was not found. The most abundant grain size fractions in sediment were silt
(64.40Ā±8.63%) and sand (26.97Ā±9.11%) with accordingly determined sediment type as sandy silt.
Average content of OM was 12.01Ā±1.85% and 12.51Ā±1.30%, for sediment and suspended matter, respectively. Monthly distribution of OM content showed higher values during October-March period and lower values during April-September period, while for the suspended matter situation was
opposite. Statistical analysis of obtained data showed no existing significant correlation between concentration of BPA in sediments and suspended matter, or between BPA concentration and OM in sediments and suspended matter.Prisustvo te sezonska i vertikalna raspodjela BPA istraživani su u sedimentu i suspendiranoj tvari prikupljenima u KaÅ”telanskom zaljevu, Jadransko more, Hrvatska. U uzorcima je odreÄena koncen
-tracija BPA, granulometrijski sastav sedimenta te sadržaj organske tvari (OM) u sedimentu i suspendiranoj tvari. BPA je pronaÄen u svim uzorcima sedimenta i suspendirane tvari, a koncentracije BPA u sedimentu su bile u rasponu od 5.32 Ī¼g kg-1do 15.52 Ī¼g kg-1, u suspendiranoj tvari od 4.66 Ī¼g kg-1 do 103.06 Ī¼g kg-1. Nije ustanovljena sezonska raspodjela BPA u uzorcima suspendirane tvari
i sedimenta. Analizom udjela pojedinih veliÄinskih frakcija sediment je klasificiran kao pjeskoviti silt. ProsjeÄni udio OM u sedimentu je bio 12.01Ā±1.85%, a u suspendiranoj tvari 12.51Ā±1.30%. VeÄi
udjeli OM zabilježeni su u hladnom razdoblju godine (13.13Ā±1.32%), za razliku od toplog razdoblja kada je prosjeÄni udio OM bio 11.56Ā±0.54%. Raspodjela OM u toplom i hladnom razdoblju
u suspendiranoj tvari bila je suprotna raspodjeli ustanovljenoj za sediment. StatistiÄkom analizom dobivenih rezultata nije ustanovljena znaÄajna korelacija izmeÄu sadržaja OM u sedimentu i suspendiranoj tvari i koncentracije BPA

Visualization of Anthropometric Measures of Workers in Computer 3D Modeling of Work Place
In this work, 3D visualization of a work place by means of a computer-made 3D-machine
model and computer animation of a worker have been performed. By visualization
of 3D characters in inverse kinematic and dynamic relation with the operating part
of a machine, the biomechanic characteristics of workerās body have been determined.
The dimensions of a machine have been determined by an inspection of technical documentation
as well as by direct measurements and recordings of the machine by camera.
On the basis of measured body height of workers all relevant anthropometric measures
have been determined by a computer program developed by the authors. By knowing the
anthropometric measures, the vision fields and the scope zones while forming work
places, exact postures of workers while performing technological procedures were determined.
The minimal and maximal rotation angles and the translation of upper and
lower arm which are basis for the analysis of worker burdening were analyzed. The dimensions
of the seized space of a body are obtained by computer anthropometric analysis
of movement, e.g. range of arms, position of legs, head, back. The influence of forming
of a work place on correct postures of workers during work has been reconsidered
and thus the consumption of energy and fatigue can be reduced to a minimum
