    For the last several decades, organizations have dealt with economic shifts using change management. Based on the new science, there are two major flaws with this approach.     The Blessing of Natural Resources: Evidence from a Peruvian Gold Mine

    This paper studies the impact of Yanacocha, a large gold mine in Peru, on the local population. Using annual household data from 1997 to 2006, we nd robust evidence of a positive effect of the mine's demand of local inputs on real income. The effect, an average income increase of 1.7% per 10% additional mine's purchases, is only present in the mine's supply market and surrounding areas. We also nd evidence of improvements on measures of welfare and reduction of poverty. We examine and rule out that our results are driven by increased public expenditure associated to the mining revenue windfall. Using a spatial general equilibrium model, we interpret these results as evidence of net welfare gains generated by the mine's backward linkages and its multiplier effect.Natural resources, mining, local development

    Excessive Public Employment and Rent-Seeking Traps

    We propose an occupational choice model in which the quality of the state bureaucracy influences aggregate output and the level of entrepreneurial activity through its participation in the labour market. Skilled agents differ in terms of their public service motivation: if agents with low public mission become bureaucrats, they will use their position to rent seek, by employing an excessive number of unskilled workers. This generates an upwards pressure on wages, which lowers profits and deters entrepreneurship. A better equilibrium results when public service motivated agents self-select into the state bureaucracy, since they exert high effort and employ a limited number of workers. The model also shows that the working class might optimally choose to vote for an inefficient public sector. We provide evidence supporting the mechanism in our model by confronting some of its main predictions to a variety of data sources.Occupational Choice, Public Service Motivation, Political Economy

    Memorial Representations of Working Class Quarters: Experiences of USSR and China

    Research provides a comparative analysis of the collective memories formed aroundordinary residential complexes in socialist cities. Comparison is done between elements that are manifested in the collective memory of the working class quarters built previously in two socialist countries - USSR and People’s Republic of China (PRC). Two workers’ districts - the Khavsko-Shabolovsky (Moscow) and the Iron and Steel Corporation (Wuhan) housing estates – serve as research cases. Memorialrepresentationsof selected residential complexes are different from the standard set byEastern European cities with majority of socialist legacies either completely excluded from the collective memory, or reduced to the function of the communist era amusement park. While the Chinese case demonstrates the diversification of symbols and types of memory, memory structure of Moscow quarter is more unified: leading symbol is the avant-garde architecture, which is valued so high that it functions as a barrier toproper development of social memory of the place. The identity of the Khavsko-Shabolovsky housing estate is built on the cultural memory basis, demanded by certain group of consumers, mostly non-residents of the district. The analysis makes it possible to contribute to post-socialist ethnography, fixing some common and particular features in memorial presentations of two functionally similar objects of the urban environment created during an intensive social transformation while establishing socialist ideology at the national level.   Keywords: postsocialism, working class quarter, memor

    The Analysis of Health Policy in the Border Area of West Kalimantan Indonesia

    The health status of the people in the border areas with low economic level, especially in rural areas, has not received equitable health services optimally due to geographical location, infrastructure and social factor. Also, the border area with vast areas is still found the lack of facilities and support of health services that will make people in the border area is still low in accessing health care facilities. On the other hand, the health workers who are not willing to be placed in the border area has a significant influence, and that’s lowering the community health status. Problems of inequality health efforts in the border areas are caused by the socioeconomic status of the local community such as poverty so that they can’t access the health services. This study aimed to analyze the implementation of health policies in the border areas in West Kalimantan, Indonesia. This study is a descriptive study with a qualitative approach. This study is a literature study research. Health policy in the border area has not been able to overcome the problems of the spread of health workers in the border area. Policies on the health insurance system in the border areas are not distributed optimally. Policies on basic health infrastructure in border areas have not been equally distributed. Policies on referral transportation in border areas are not yet sufficient.
