    Dise帽o de un sistema de aseguramiento de calidad seg煤n la norma ISO 9001:2008 en un organismo p煤blico

    [ES] Actualmente, la Administraci贸n P煤blica sufre, a nuestro parecer, un fuerte descr茅dito y deslegitimaci贸n. Uno de los factores que ha podido causar este descr茅dito es la crisis econ贸mica, pero hay muchos m谩s: unos ciudadanos cada vez m谩s exigentes, la corrupci贸n, (m谩s a煤n hablando de urbanismo), la lentitud de las administraciones, la burocracia en general, el mal funcionamiento de la administraci贸n nos lleva a pensar en la necesidad de cambio. Por ello, el Ayuntamiento de Ontinyent se ha planteado la necesidad de modernizar y optimizar la gesti贸n municipal, comenzando el trabajo desde dentro. De esta manera, se ha empezado por la Implantaci贸n de la NORMA ISO 9001:2008 en la Oficina T茅cnica del Ayuntamiento. La Norma ISO 9001:2008 especifica lo que debe cumplir un sistema de gesti贸n de la calidad para garantizar que los servicios prestados por la administraci贸n que lo implementa satisfar谩n sus expectativas. Desde la d茅cada de 1980, se han ido adaptando t茅cnicas de gesti贸n privada en el sector p煤blico. Se produce un importante cambio: se pasa de una orientaci贸n hacia los productos o servicios a una orientaci贸n hacia el ciudadano-clientes. Nuestro caso no es una excepci贸n. La Norma ISO 9001:2008, fue creada inicialmente para el sector privado, pero, poco a poco, se ha ido adaptando al sector p煤blico, hasta el punto de ser una de las normas de referencia en cuanto a calidad del sector p煤blico (Orbea, 2005;pp.:12)). Sin entrar en cuestiones meramente legislativas, la prestaci贸n de los servicios prestados en la Oficina T茅cnica, como el resto de servicios que prestan los Ayuntamientos requieren en todos los 贸rdenes - planificador, gestor, administrativo y legal -, la aprobaci贸n y aplicaci贸n de reglamentos, y tambi茅n normas com煤nmente aceptadas y de obligado cumplimiento como medio para garantizar la convivencia, la igualdad de oportunidades y de trato, el respeto a la libertad individual y a los dem谩s principios democr谩ticos y legislativos. Este Trabajo Fin de Carrera pretende, a trav茅s de la Norma ISO 9001:2008,marcar una ruta de progreso a seguir, establecer un marco de trabajo en la Oficina T茅cnica del Ayuntamiento de Ontinyent, mediante: a) La identificaci贸n de los procesos necesarios para el sistema de gesti贸n de la calidad y su aplicaci贸n. b) Determinaci贸n de la secuencia e interacci贸n de estos procesos. c) Determinaci贸n de los criterios y m茅todos necesarios para asegurarse de que tanto la operaci贸n como el control de estos procesos son eficaces. d) Asegurase la disponibilidad de recursos e informaci贸n necesarios para apoyar la operaci贸n y el seguimiento de estos procesos. e) Realizar el seguimiento, la medici贸n y el an谩lisis de estos procesos. f) Implementar las acciones necesarias para alcanzar los resultados planificados y la mejora continua de los mismos. Garantizando, as铆, que los procesos son gestionados de acuerdo a la Norma ISO 9001:2008. Cabe hacer hincapi茅 en la diferencia entre el desarrollo y aplicaci贸n de un modelo de gesti贸n de la calidad y la certificaci贸n. Mediante el desarrollo y aplicaci贸n de un modelo de calidad podemos obtener mejoras en el funcionamiento de la administraci贸n. Con la 18 certificaci贸n, simplemente demostramos que hemos desarrollado e implantado un sistema de calidad. La finalidad de este trabajo es desarrollar e implementar el sistema de calidad, dejando la elecci贸n sobre la certificaci贸n al Ayuntamiento de Ontinyent. Pero, lo importante de un sistema de gesti贸n de la calidad seg煤n la Norma ISO 9001 no es tanto el implementarlo y certificarlo, sino integrarlo en la gesti贸n de la organizaci贸n y mantenerlo en el tiempo(IVAP, 2004; p.:97). Es decir, no sirve de nada implementar y certificar un sistema de gesti贸n de la calidad si la direcci贸n, los trabajadores, y todos los agentes implicados no lo adaptan a su trabajo diario. No es una acci贸n puntual. Por ello hablamos de sistema y, al hablar de sistema, nos referimos a un conjunto de actividades cuyo fin es prestar servicios de calidad a los ciudadanos.Garrido Sanchis, E. (2012).     Re-ranking of Yahoo snippets with the JIRS passage retrieval system

    Comunicaci贸n presentada en: Workshop on Cross Lingual Information Access, CLIA-2007, 20th International Joint Conference on Artificial Intelligence, IJCAI-07, Hyderabad, India, January 6-12, 2007Passage Retrieval (PR) systems are used as first step of the actual Question Answering (QA) systems. Usually, PR systems are traditional information retrieval systems which are not oriented to the specific problem of QA. In fact, these systems only search for the question keywords. JIRS Distance Density n-gram system is a QA-oriented PR system which has given good results in QA tasks when this is applied over static document collections. JIRS is able to search for the question structure in the document collection in order to find the passages with the greatest probability to contain the answer. JIRS is a language-independent PR system which has been already adapted to a few non-agglutinative European languages (such as Spanish, Italian, English and French) as well as to the Arabic language. A first attempt to adapt it to the Urdu Indian language was also made. In this paper, we investigate the possibility of basing on the web the JIRS retrieval of passages. The experiments we carried out show that JIRS allow to improve the coverage of the correct answers re-ranking the snippets obtained with Yahoo search engine.ICT EU-India; TEXT-MESS CICY

    Pathogenic A. salmonicida from human patients

    The bacterium Aeromonas salmonicida is known since long time as a major fish pathogen unable to grow at 37鈥癈. However, some cases of human infection by putative mesophilic A. salmonicida have been reported. The goal of the present study is to examine two clinical cases of human infection by A. salmonicida in Spain and to investigate the pathogenicity in mammals of selected mesophilic A. salmonicida strains. An evaluation of the pathogenicity in a mouse model of clinical and environmental A. salmonicida strains was performed. The genomes of the strains were sequenced and analyzed in order to find the virulence determinants of these strains. The experimental infection in mice showed a gradient in the virulence of these strains and that some of them can cause necrotizing fasciitis and tissue damage in the liver. In addition to demonstrating significant genomic diversity among the strains studied, bioinformatics analyses permitted also to shed light on crucial elements for the virulence of the strains, like the presence of a type III secretion system in the one that caused the highest mortality in the experimental infection. Clinicians and microbiologists should consider these results for the inclusion of A. salmonicida in diagnosis tests since it is now clear that some mesophilic strains are also pathogens for humans

    Ecological studies on a dune transect. II. Phenology. A phenologic sampling of a population including 78 plant species, made following Ellenberg's method, has been used to assess the differential effect of wind and other climatic factors on the phenology of plant species and communities that inhabit the great dune named El Pujol, in the Devesa de l'Albufera, near Valencia (Spain). The wind do not produce fase differences at the beginning of phenologic process, but it generates a reduction on time of these processes -leaf emission, growth, floration. The eolian effect operate on the comunities located near the coastline and exposed. The shoreward communities, protected against the wind, and the fixed dune communities, are favoured by microclimatic effects, that increase with the plant cover

    Aproximaci贸n cartogr谩fica a la distribuci贸n del 铆ndice de Emberger en la Comunidad Valenciana

    The distribution of Emberger's bioclimatic index in the Valencian Community is mapped on the basis of analysis of meterological data from 91 weather stations within the Community and 28 located in the adjoining provinces. Confirmation is given of the classification as dry areas of several parts of central and southern Alacant, the basins of Lliria and Cofrentes in the province of Valencia and the zone surrounding the mouth of the Ebro in Castell贸. The chief humid areas correspond to mountain ranges running along geographical parallels. Links are established with the potential climax formations.     Definition of Project-Based Learning Models in the Computer Engineering Degree

    [EN] The current characteristics, concerns, preferences, and interests of students differ greatly from the previous students驴 generations. Nowadays, students are increasingly demanding active methodologies that facilitate their learning process. To meet the actual students驴 requirements, academic research is focused on the definition of educational mechanisms that promote greater students驴 participation. Among these mechanisms, the project-based learning (PBL) is a model that organizes learning around projects. Projects are student-driven and provide more tangible results what has been considered as a positive aspect to deepen and retain knowledge. The main objective of this paper is to describe all the activities performed to plan, define, design and project an integrated PBL model for students in the last years (3rd and 4th year students) of the Computer Engineering Degree. The PBL model involves the following subjects: (i) Software Engineering; (ii) Project Management; (ii) Business Requirements Analysis and (iv) Business Models and Organisation Functional Areas. The PBL model has twofold perspectives, the first one is more project and software-directed while the second one is more businessoriented. This model seeks to give continuity to the teaching-learning process so that students can appreciate greater coherence, links, and succession of the contents of different subjects.
