The problem of traffic congestion is common in most urban areas with associated negative impact on the social, economic, and ecological well-being of its residents. Traffic congestion is a common phenomenon in the city of Dubai with its large population and high rate of car ownership. To tackle the problem, this study looks at integrating all mobility systems in the city as a possible solution to the traffic congestion menace. The research methodology involves thematic analysis of secondary data on the subject derived from online databases and libraries. The thematic analysis revealed that Dubai had all the factors needed to integrate mobility system. The city has multiple public transport options, dedicated infrastructure, and mobility hubs close to populated areas. The integration would also offer smart solutions for reducing road accidents that are a major cause of congestion. Smart solutions identified include sharing real-time traffic information and the use of smart street signs to notify road users. The Road and Transport Authority (RTA) facilitates smart initiatives like the integration of all mobility systems through policy formulation. Currently, the body has projects like ‘Smart Traffic Systems’ that help in reducing congestion in the road. All efforts to integrate the mobility systems in Dubai are in line with the vision of Smart Dubai that seeks to improve the livability of the city by leveraging information, data, and available resources

The assessment of comprehension skills and development of a programme for enhancing comprehension skills for fourth grade students in the State of Qatar

This study aimed to explore the reading comprehension learning needs of fourth grade pupils in Qatar; to identify and test assessment techniques that may be helpful in studying reading comprehension; and to investigate the effects on reading comprehension of a metacognitive teaching programme.Exploratory interviews with fourth grade teachers showed that they focus on pronunciation, word-recognition and grammar. Pupils are not taught the strategies of comprehension and thinking while they read. A need was identified for innovative assessment activities and interventions to enhance reading comprehension skills.A quasi-experimental research design was chosen to investigate the effect of a metacognitive teaching programme in which two groups of pupils were compared on various measures of comprehension performance, including reading self-awareness and strategy use before and after a three month teaching programme: the standard Qatar reading programme for the control group and the Reading and Thinking Strategy programme for the experimental group.Reading comprehension was measured by a comprehension test and cloze test developed by the researcher. Strategy use and reading awareness were assessed by think-aloud tasks, the Index of Reading Awareness (Paris, Cross and Lipson, 1984), a Self-perception scale (Henk and Melrick, 1998) and metacognitive interviews. The reliability and validity of all measures were tested with classes of 4th grade pupils from three randomly selected schools in Qatar. The reading strategy programme was applied in a single school selected from among the three that had been involved in piloting the instruments. Valid, usable data was collected from 64 pupils: 31 in the control and 33 in the experimental group. The experimental group made significantly greater gains over all measures than the control group in association with the intervention showing the effectiveness of the metacognitive approach. The significant gains in reading awareness experienced by the experimental group extended to individual strategies: evaluation, planning, regulation and conditional knowledge. The metacognitive interviews and think-aloud protocols supported these findings. Following the intervention, the experimental group made more use than the control group of evaluation, self-questioning, monitoring and planning, and unlike the control group, used strategies in combination. It is concluded that, by training pupils in metacognitive skills, teachers can improve reading comprehension and help them to become active learners in the reading process

The aim of this study is to assess the impact of strategic planning and management practices (SPM practices) on the performance of banks in the United Arab Emirates and the challenges they face in developing and implementing their strategic plans. Although banks in the UAE were able to recover smoothly after the 2008 financial crisis, they still face challenges due to globalization, low oil prices, and political instability in the region. The situation calls for efficient strategic planning and management by the authorities of the banks. This study, therefore, aims to contribute to improving the effectiveness of SPM practices within the banking sector in the UAE. The study critically examines the UAE’s banking industry in the context of strategic planning and management practices with a focus on five key dimensions: 1) institutionalizing the planning process, 2) establishing the strategic foundation, 3) conducting strategic situational diagnosis, 4) developing a strategic plan and 5) managing the strategic plan implementation. Further, based on a critical review of the available empirical evidence, a conceptual model is developed to consider the five key dimensions, six financial ratios and one non-financial factor (customer satisfaction) and test the existing relationships between SPM practices and performance levels of banks in the country. The research covered a population of 51 conventional and Islamic banks registered on the financial markets within the UAE. A sample of 17 banks provided information for the study and data were sourced from top, middle and lower level executives of these banks. The investigation used quantitative research methods and statistical techniques such as factor analysis, analysis of variance, among others, to process data and arrive at findings. The study findings reveal that Islamic banks performed better than conventional banks in terms of most areas of strategic planning and management practices. Detailed analyses and findings indicate that specific pattern variations and relationship structures are observable in terms of the five SPM components and their impact on the performance levels of both Islamic and conventional banks. Most importantly, the quantitative findings and qualitative inferences from the study lead to the conclusion that management in the banking industry has the responsibility of putting in place the strategies, frameworks and policies that respond proactively to the prevention, detection and mitigation of shocks on banks, particularly from their external business environment. To accomplish this, the senior management authorities in each of the banks should frequently review all areas of their SPM practices (institutionalizing the planning process, establishing the strategic foundation, conducting strategic situational diagnosis, developing a strategic plan and managing strategic plan implementation) and implement adequate revisions in each component to manage their organizations more efficiently and effectively
