    Determining the economic costs and benefits of conservation actions: A decision support framework

    The need for conservation action to be cost-effective is widely accepted, resulting in increased interest and effort to assess effectiveness. Assessing the financial and economic costs of conservation is equally important for assessing cost-effectiveness, yet their measurement and assessment are repeatedly identified as lacking. The healthcare sector, in contrast, has made substantial progress in identifying and including costs in decision-making. Here, we consider what conservation can learn from this experience. We present a three-step framework for identifying and recording the relevant economic costs and benefits of conservation interventions where the user (1) describes the costing context, (2) determines which types of cost and benefit to include, and (3) obtains values for these costs and benefits alongside metadata necessary for others to interpret the data. This framework is designed to help estimate economic costs but can also be used flexibly to record the direct costs of interventions (i.e., financial costs) and calculate financial and economic benefits. Although recording data on economic costs and benefits is deceptively complex, this framework facilitates improved recording, and indicates how collating this data could enhance the assessment of cost-effectiveness across conservation contexts using a range of decision-making tools. © 2022 The Authors.     Determinants Of Bird Species Richness, Endemism, And Island Network Roles In Wallacea And The West Indies: Is Geography Sufficient Or Does Current And Historical Climate Matter?

    Island biogeography has greatly contributed to our understanding of the processes determining species' distributions. Previous research has focused on the effects of island geography (i.e., island area, elevation, and isolation) and current climate as drivers of island species richness and endemism. Here, we evaluate the potential additional effects of historical climate on breeding land bird richness and endemism in Wallacea and the West Indies. Furthermore, on the basis of species distributions, we identify island biogeographical network roles and examine their association with geography, current and historical climate, and bird richness/endemism. We found that island geography, especially island area but also isolation and elevation, largely explained the variation in island species richness and endemism. Current and historical climate only added marginally to our understanding of the distribution of species on islands, and this was idiosyncratic to each archipelago. In the West Indies, endemic richness was slightly reduced on islands with historically unstable climates; weak support for the opposite was found in Wallacea. In both archipelagos, large islands with many endemics and situated far from other large islands had high importance for the linkage within modules, indicating that these islands potentially act as speciation pumps and source islands for surrounding smaller islands within the module and, thus, define the biogeographical modules. Large islands situated far from the mainland and/or with a high number of nonendemics acted as links between modules. Additionally, in Wallacea, but not in the West Indies, climatically unstable islands tended to interlink biogeographical modules. The weak and idiosyncratic effect of historical climate on island richness, endemism, and network roles indicates that historical climate had little effects on extinction-immigration dynamics. This is in contrast to the strong effect of historical climate observed on the mainland, possibly because surrounding oceans buffer against strong climate oscillations and because geography is a strong determinant of island richness, endemism and network roles.     Life path analysis: scaling indicates priming effects of social and habitat factors on dispersal distances

    1. Movements of many animals along a life-path can be separated into repetitive ones within home ranges and transitions between home ranges. We sought relationships of social and environmental factors with initiation and distance of transition movements in 114 buzzards Buteo buteo that were marked as nestlings with long-life radio tags. 2. Ex-natal dispersal movements of 51 buzzards in autumn were longer than for 30 later in their first year and than 35 extra-natal movements between home ranges after leaving nest areas. In the second and third springs, distances moved from winter focal points by birds that paired were the same or less than for unpaired birds. No post-nuptial movement exceeded 2 km. 3. Initiation of early ex-natal dispersal was enhanced by presence of many sibs, but also by lack of worm-rich loam soils. Distances travelled were greatest for birds from small broods and with relatively little short grass-feeding habitat near the nest. Later movements were generally enhanced by the absence of loam soils and short grassland, especially with abundance of other buzzards and probable poor feeding habitats (heathland, long grass). 4. Buzzards tended to persist in their first autumn where arable land was abundant, but subsequently showed a strong tendency to move from this habitat. 5. Factors that acted most strongly in ½-km buffers round nests, or round subsequent focal points, usually promoted movement compared with factors acting at a larger scale. Strong relationships between movement distances and environmental characteristics in ½-km buffers, especially during early ex-natal dispersal, suggested that buzzards became primed by these factors to travel far. 6. Movements were also farthest for buzzards that had already moved far from their natal nests, perhaps reflecting genetic predisposition, long-term priming or poor habitat beyond the study area

    Did the London Initiative Zone investment programme affect general practice structure and performance in East London? A time series analysis of cervical screening coverage and asthma prescribing

    A programme of incentives was set up in the London Initiative Zones to improve primary care in inner London based on the findings of the Tomlinson Enquiry in 1992. This descriptive study is a 4-y time series analysis of changes in general practice structure in East London as the result of London Initiative Zone investment, and an exploration of the possible effect of investment on practice performance.We used routinely available administrative data for the whole analysis. General practice characteristics and two selected performance indicators: the asthma prophylaxis to bronchodilator ratio and cervical cytology screening rate, for all practices in the East London and the City Health Authority for 4 y, 1993-1996, were used. Both reflect practice efficiency, but relate to different aspects of practice performance. The prescribing indicator is more indicative of the quality of clinical practise, whereas cervical screening coverage relates more to the characteristics of the practice population and to practice organisation. Repeated measures analyses were used to identify trends and to explore the relationship between changes in practice characteristics and performance. Graphical methods were used to compare East London trends with the rest of England.There were significant improvements in practice structure as the consequence of London Initiative Zone investment. There was a positive association with improvements in practice performance, but East London still lagged some way behind national patterns. The findings suggest that while improvements in asthma prescribing follow the national trend, practices have difficulty in achieving and sustaining the 80% target for cervical cytology screening, and that an overall population coverage of 80% may be in doubt.Increased investment in practice staffing may be influential in improving some aspects of performance. However, in common with other inner cities, a greater effort and more innovative strategies may be needed to achieve a standard of performance equal to the best

    Optical properties of the pseudogap state in underdoped cuprates

    Recent optical measurements of deeply underdoped cuprates have revealed that a coherent Drude response persists well below the end of the superconducting dome. In addition, no large increase in optical effective mass has been observed, even at dopings as low as 1%. We show that this behavior is consistent with the resonating valence bond spin-liquid model proposed by Yang, Rice, and Zhang. In this model, the overall reduction in optical conductivity in the approach to the Mott insulating state is caused not by an increase in effective mass, but by a Gutzwiller factor, which describes decreased coherence due to correlations, and by a shrinking of the Fermi surface, which decreases the number of available charge carriers. We also show that in this model, the pseudogap does not modify the low-temperature, low-frequency behavior, though the magnitude of the conductivity is greatly reduced by the Gutzwiller factor. Similarly, the profile of the temperature dependence of the microwave conductivity is largely unchanged in shape, but the Gutzwiller factor is essential in understanding the observed difference in magnitude between ortho-I and -II YBa2_2Cu3_3Oy_y.Comment: 9 pages, 6 figures, submitted to Eur.     A synthesis of evidence for the effects of interventions to conserve peatland vegetation: Overview and critical discussion

    Peatlandsare valuable but threatenedecosystems. Intervention to tackle direct threats is often necessary, but should be informed by scientific evidence to ensure it is effective and efficient. Herewe discuss a recent synthesis of evidence for the effects of interventions to conserve peatland vegetation -a fundamental component of healthy, functioning peatland ecosystems. The synthesis is unique in its broad scope (global evidence for a comprehensive list of 125 interventions) and practitioner-focused outputs (short narrative summaries in plain English, integrated into a searchable online database). Systematicliteraturesearches, supplemented by recommendationsfrom an international advisory board, identified162 publications containing 296 distinct tests of 66 of the interventions. Most of the articles studiedopen bogs or fens in Europe or North America. Only 36 interventions weresupported by sufficient evidence to assess their overall effectiveness. Mostof these interventions(85%) hadpositiveeffects, overall,on peatland vegetation-although this figure is likelyto have beeninflated by publication bias.     Can forest management based on natural disturbances maintain ecological resilience?

    Given the increasingly global stresses on forests, many ecologists argue that managers must maintain ecological resilience: the capacity of ecosystems to absorb disturbances without undergoing fundamental change. In this review we ask: Can the emerging paradigm of natural-disturbance-based management (NDBM) maintain ecological resilience in managed forests? Applying resilience theory requires careful articulation of the ecosystem state under consideration, the disturbances and stresses that affect the persistence of possible alternative states, and the spatial and temporal scales of management relevance. Implementing NDBM while maintaining resilience means recognizing that (i) biodiversity is important for long-term ecosystem persistence, (ii) natural disturbances play a critical role as a generator of structural and compositional heterogeneity at multiple scales, and (iii) traditional management tends to produce forests more homogeneous than those disturbed naturally and increases the likelihood of unexpected catastrophic change by constraining variation of key environmental processes. NDBM may maintain resilience if silvicultural strategies retain the structures and processes that perpetuate desired states while reducing those that enhance resilience of undesirable states. Such strategies require an understanding of harvesting impacts on slow ecosystem processes, such as seed-bank or nutrient dynamics, which in the long term can lead to ecological surprises by altering the forest's capacity to reorganize after disturbance

    A solution scan of societal options to reduce transmission and spread of respiratory viruses: SARS-CoV-2 as a case study

    Societal biosecurity – measures built into everyday society to minimize risks from pests and diseases – is an important aspect of managing epidemics and pandemics. We aimed to identify societal options for reducing the transmission and spread of respiratory viruses. We used SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2) as a case study to meet the immediate need to manage the COVID-19 pandemic and eventually transition to more normal societal conditions, and to catalog options for managing similar pandemics in the future. We used a ‘solution scanning’ approach. We read the literature; consulted psychology, public health, medical, and solution scanning experts; crowd-sourced options using social media; and collated comments on a preprint. Here, we present a list of 519 possible measures to reduce SARS-CoV-2 transmission and spread. We provide a long list of options for policymakers and businesses to consider when designing biosecurity plans to combat SARS-CoV-2 and similar pathogens in the future. We also developed an online application to help with this process. We encourage testing of actions, documentation of outcomes, revisions to the current list, and the addition of further options.</p
