Application of a two-dimensional parabolic computer program to prediction of turbulent reacting flows
The capabilities of a computer program are explored, and computed results are compared with data. The comparisons are restricted to two-dimensional flows. Subsonic and supersonic flows, ducted and nonducted, reacting and nonreacting, are considered. An evaluation of models used for turbulence and chemical reaction was included. Constants in the dissipation rate of turbulent kinetic energy, turbulence model, which produces mixing in good agreement with data, are the same for all calculations. Experimental data are reported for coaxial injection at matched pressure (1 atm or 101.3 kPa) of a cold, Mach 2, hydrogen jet into a hot, Mach 2, vitiated airstream. Profiles of pitot pressure and gas composition obtained from water cooled probes are reported and compared with theoretical results
2017 American Heart Association Focused Update on Pediatric Basic Life Support and Cardiopulmonary Resuscitation Quality: An Update to the American Heart Association Guidelines for Cardiopulmonary Resuscitation and Emergency Cardiovascular Care
This focused update to the American Heart Association guidelines for cardiopulmonary resuscitation (CPR) and emergency cardiovascular care follows the Pediatric Task Force of the International Liaison Committee on Resuscitation evidence review. It aligns with the International Liaison Committee on Resuscitation's continuous evidence review process, and updates are published when the International Liaison Committee on Resuscitation completes a literature review based on new science. This update provides the evidence review and treatment recommendation for chest compression-only CPR versus CPR using chest compressions with rescue breaths for children <18 years of age. Four large database studies were available for review, including 2 published after the "2015 American Heart Association Guidelines Update for Cardiopulmonary Resuscitation and Emergency Cardiovascular Care." Two demonstrated worse 30-day outcomes with chest compression-only CPR for children 1 through 18 years of age, whereas 2 studies documented no difference between chest compression-only CPR and CPR using chest compressions with rescue breaths. When the results were analyzed for infants <1 year of age, CPR using chest compressions with rescue breaths was better than no CPR but was no different from chest compression-only CPR in 1 study, whereas another study observed no differences among chest compression-only CPR, CPR using chest compressions with rescue breaths, and no CPR. CPR using chest compressions with rescue breaths should be provided for infants and children in cardiac arrest. If bystanders are unwilling or unable to deliver rescue breaths, we recommend that rescuers provide chest compressions for infants and children

The International Liaison Committee on Resuscitation has initiated a continuous review of new, peer-reviewed, published cardiopulmonary resuscitation science. This is the third annual summary of the International Liaison Committee on Resuscitation International Consensus on Cardiopulmonary Resuscitation and Emergency Cardiovascular Care Science With Treatment Recommendations. It addresses the most recent published resuscitation evidence reviewed by International Liaison Committee on Resuscitation Task Force science experts. This summary addresses the role of cardiac arrest centers and dispatcher-assisted cardiopulmonary resuscitation, the role of extracorporeal cardiopulmonary resuscitation in adults and children, vasopressors in adults, advanced airway interventions in adults and children, targeted temperature management in children after cardiac arrest, initial oxygen concentration during resuscitation of newborns, and interventions for presyncope by first aid providers. Members from 6 International Liaison Committee on Resuscitation task forces have assessed, discussed, and debated the certainty of the evidence on the basis of the Grading of Recommendations, Assessment, Development, and Evaluation criteria, and their statements include consensus treatment recommendations. Insights into the deliberations of the task forces are provided in the Justification and Evidence to Decision Framework Highlights sections. The task forces also listed priority knowledge gaps for further research
2018 International Consensus on Cardiopulmonary Resuscitation and Emergency Cardiovascular Care Science With Treatment Recommendations Summary
The International Liaison Committee on Resuscitation has initiated a continuous review of new, peer-reviewed, published cardiopulmonary resuscitation science. This is the second annual summary of International Consensus on Cardiopulmonary Resuscitation and Emergency Cardiovascular Care Science With Treatment Recommendations that includes the most recent cardiopulmonary resuscitation science reviewed by the International Liaison Committee on Resuscitation. This summary addresses the role of antiarrhythmic drugs in adults and children and includes the Advanced Life Support Task Force and Pediatric Task Force consensus statements, which summarize the most recent published evidence and an assessment of the quality of the evidence based on Grading of Recommendations, Assessment, Development, and Evaluation criteria. The statements include consensus treatment recommendations approved by members of the relevant task forces. Insights into the deliberations of each task force are provided in the Values and Preferences and Task Force Insights sections. Finally, the task force members have listed the top knowledge gaps for further research

Decision-making in demand-side management collaboratives: The influence of non-utility parties on electric-utility policies and programs
Since the late 1980s, a number of electric utilities and interested non-utility parties (NUPs)-such as environmental groups, large industrial customers, and state government agencies-have tried a new approach to reaching agreement on program design and policy issues related to utility use of Demand-Side Management (DSM) resources. Through this new arrangement, known as the DSM collaborative process, parties who have often been adversaries attempt to resolve their differences through compromise and consensus rather than by using traditional litigation. This paper-which is based on studies of over a dozen collaboratives nationwide-discusses the organizational structure of collaboratives, the ways in which NUPs have been involved in the decision-making process, and how the amount of influence exerted by the NUPs is related to collaborative accomplishments. Most of the collaboratives studied had two organizational levels: a {open_quotes}working group{close_quotes} that provided policy direction and guidance for the collaborative and {open_quotes}subgroups{close_quotes} that performed the detailed tasks necessary to flesh out individual DSM programs. Most collaboratives also had a coordinator who was charged with scheduling meetings, exchanging information, and performing other important organizational functions, and it was common for the utility to fund consultants to provide expert assistance for the NUPs. In general, the utilities reserved the final decision-making prerogative for themselves, in line with their ultimate responsibility to shareholders, customers, and regulators. Still, there was substantial variation among the collaboratives in terms of how actively consensus was sought and how seriously the inputs of the NUPs were taken. In general, the collaboratives that resulted in the largest effects on utility DSM usage were those in which the utilities were most willing to allow their decisions to be shaped by the NUPs

Materials used in new generation vehicles: supplies, shifts, and supporting infrastructure
The Partnership for a New Generation of Vehicles (PNGV) program intends to develop new designs for automobiles that will reduce fuel consumption by two thirds but otherwise have price, comfort, safety, and other measures of performance similar to the typical automobile now on the market. PNGV vehicle designs are expected to substitute lightweight materials, such as aluminum, magnesium, carbon-reinforced polymer composites, glass-reinforced polymer composites, and ultra- light steel, for heavier materials such as steel and iron in automobile components. The target mass of a PNGV vehicle is 1,960 pounds, as compared to the average current vehicle that weights 3,240 pounds. Other changes could include the use of different ferrous alloys, engineering changes, or incorporation of advanced ceramic components. Widespread adoption of these vehicle designs would affect materials markets and require concurrent development and adoption of supporting technologies to supply the materials and to use and maintain them in automobiles. This report identifies what would be required to bring about these changes and developments in materials substitution; identifies reasons that might make these substitutions difficult to accomplish within the overall objectives and timetable of the PNGV program; and identifies any issues arising from the substitution that could prompt consideration of policies to deal with them. The analysis in this paper uses scenarios that assume the production of new generation vehicles will begin in 2007 and that their market share will increase gradually over the following 25 years. The scenarios on which the analysis is based assume a maximum substitution of each potential replacement material considered. This maximum substitution of individual materials (i.e., the amount of replacement material by weight that would be added to the baseline vehicle`s composition) is as follows: ULSAB (high strength steel), 298 lbs.; glass-reinforced composites, 653 lbs.; carbon-reinforced composites, 379 lbs.; aluminum, 926 lbs.; and magnesium, 216 lbs. The substitutions (and the steel and iron they replace) are multiplied by the number of new generation vehicles produced on an annual basis out to 2030 to determine the total quantity of material used in new generation vehicles and the quantity of steel that would be displaced. We identified six stages in the life cycle of materials--mining or extraction of resources; smelting or other processing to produce the material from the resource; producing components from the material; assembling the components into vehicles, using, maintaining, and repairing vehicles; and disposing of the vehicle, including any recycling of materials for automotive or other use--and identified what might be required to supply and use the substitute materials at different life cycle stages. The variables considered are the mineral or material supply, the capital and equipment (including necessary capacity, technical changes, cost, and location), labor and employment, energy, material complements, and environmental emissions and impacts. The analysis shows that raw materials to produce each of the replacement materials are sufficiently available, and adequate mining or extraction capacity exists for each. However, challenges are possible at the material production stage for three of the four materials. For aluminum and magnesium the difficulties are associated with requirements for significant new production capacity, necessary for aluminum because new production equipment will be needed to produce the material in a cost-effective manner and for magnesium because current production capacity is inadequate. The required capacity investment for magnesium to meet demand in 2030 is 4.6 billion investment. Significant environmental concerns also are associated with carbon fiber production. The glass fiber industry is far more established, but operates at capacity. An estimated investment of $350 million would be required to meet demand in 2015. However, if applications require higher-grade glass fibers, the required investment would increase more than 5-fold. Significant growth would also be required in the composites industry for either carbon- or glass-based fibers. Only composites present a serious challenge at the component fabrication life-cycle stage. The advanced polymer composites likely to be required for NGVs currently account for less than 1% of the total polymer composite market and represent only 4-5% of NGV demand in 2015. For each of the other materials, fabrication technologies are well developed but some additional production capacity would be required

Environmental resources of selected areas of Hawaii: Socioeconomics
This report has been prepared to make available and archive the background information on socioeconomic resources collected during the preparation of the environmental impact statement (EIS) for Phases 3--4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The USDOE published a notice withdrawing its Notice of Intent to prepare the HGP EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. This document provides background information on socioeconomic resources in Hawaii County, with particular emphasis on the Puna District. Information is being made available for use by others in conducting future socioeconomic impact assessments in this area. this report describes existing socioeconomic resources in the areas studied and does not represent an assessment of environmental impacts. The socioeconomic resources described are primarily those that would be affected by employment and population growth associated with any future large-scale development. These resource categories are population, housing, land use, economic structure, infrastructure and public services, local government revenues and expenditures, and tourism and recreation
