A Theory of BOT Concession Contracts

In this paper, we discuss the choice for build-operate-and-transfer (BOT) concessions when governments and …rm managers do not share the same information regarding the operation characteristics of a facility. We show that larger shadow costs of public funds and larger information asymmetries entice governments to choose BOT concessions. This result stems from a trade-o¤ between the government’s shadow costs of …nancing the construction and the operation of the facility and the excessive usage price that the consumer may face during the concession period. The incentives to choose BOT concessions increase as a function of ex-ante informational asymmetries between governments and potential BOT concession holders and with the possibility of transferring the concession cost characteristics to public …rms at the termination of the concession.Public-private-partnership, privatization, adverse selection, regulation, natural monopoly, infrastructure, facilities

International audienceSince the 1970s, the contemporary period of the history of French higher education has been the subject of major French and foreign studies but has yet to benefi t from anywhere near as much research as the other levels of education. This article presents a critical panorama of research in this fi eld and proposes a typology by period for the contexts of production and the dominant thematics as well as considering the causes of this lesser interest. The presentation of current trends in research enables the author to suggest orientations in the areas which should be pursued in the coming years and lead her to advocate a global approach to the issue.L'histoire de l'enseignement supérieur français à l'époque contemporaine a été l'objet, depuis les années 1970, d'importants travaux français et étrangers, mais elle est encore loin de susciter autant l'intérêt que les autres ordres d'enseignement. Cet article présente un panorama critique de la recherche en ce domaine et propose une périodisation des contextes de production et des thématiques dominantes, tout en réfléchissant aux causes de ce moindre intérêt. La présentation des chantiers en cours permet de suggérer des orientations pour les années qui viennent et conduit à prôner une approche globale de la question

Infrastructure and public utilities privatization in developing countries

The paper analyzes governments'tradeoff between fiscal benefits and consumer surplus in privatization reforms of noncompetitive industries in developing countries. Under privatization, the control rights are transferred to private interests so that public subsidies decline. This benefit for tax-payers comes at the cost of price increases for consumers. In developing countries, tight budget constraints imply that privatization may be optimal for low profitability segments. For highly profitable public utilities, the combination of allocative inefficiency and critical budgetary conditions may favor public ownership. Finally, once a market segment gives room for more than one firm, governments prefer to regulate the industry. A apresentação dos estudos em curso permite sugerir as orientações para os próximos anos e conduz ao desenvolvimento de uma abordagem global da questã
