    Proof of a Conjectured Three-Valued Family of Weil Sums of Binomials

    We consider Weil sums of binomials of the form WF,d(a)=∑x∈Fψ(xd−ax)W_{F,d}(a)=\sum_{x \in F} \psi(x^d-a x), where FF is a finite field, Ïˆâ€‰âŁ:F→C\psi\colon F\to {\mathbb C} is the canonical additive character, gcd⁥(d,∣F×∣)=1\gcd(d,|F^\times|)=1, and a∈F×a \in F^\times. If we fix FF and dd and examine the values of WF,d(a)W_{F,d}(a) as aa runs through F×F^\times, we always obtain at least three distinct values unless dd is degenerate (a power of the characteristic of FF modulo ∣F×∣|F^\times|). Choices of FF and dd for which we obtain only three values are quite rare and desirable in a wide variety of applications. We show that if FF is a field of order 3n3^n with nn odd, and d=3r+2d=3^r+2 with 4r≡1(modn)4 r \equiv 1 \pmod{n}, then WF,d(a)W_{F,d}(a) assumes only the three values 00 and ±3(n+1)/2\pm 3^{(n+1)/2}. This proves the 2001 conjecture of Dobbertin, Helleseth, Kumar, and Martinsen. The proof employs diverse methods involving trilinear forms, counting points on curves via multiplicative character sums, divisibility properties of Gauss sums, and graph theory.Comment: 19 page

    Les beuveries et la consommation de cannabis au secondaire et le décrochage scolaire à la fin du secondaire : effets modérateurs protecteurs du climat relationnel

    Le dĂ©crochage scolaire est un phĂ©nomĂšne touchant une proportion importante d’adolescents au QuĂ©bec. Les facteurs permettant de prĂ©dire ce phĂ©nomĂšne peuvent ĂȘtre d’ordre individuel, familial, social, scolaire et sociodĂ©mographique. Bien que plusieurs Ă©tudes ont permis d’établir un lien significatif entre la consommation de substances psychoactives et le dĂ©crochage scolaire, aucune Ă©tude ne s’est attardĂ© sur le possible rĂŽle modĂ©rateur protecteur de l’environnement socioĂ©ducatif sur le lien existant entre ces deux comportements malgrĂ© plusieurs indications soutenant un tel effet. Cette Ă©tude vise donc Ă  dĂ©terminer, Ă  l’aide d’un devis longitudinal prospectif, si le climat relationnel maĂźtre-Ă©lĂšve joue un rĂŽle modĂ©rateur protecteur sur ce lien. L’échantillon utilisĂ© pour cette Ă©tude est tirĂ© de la StratĂ©gie d’Intervention Agir Autrement (SIAA) et comprend 728 adolescents. Les donnĂ©es ont Ă©tĂ© obtenues Ă  l’aide de questionnaires auto-rĂ©vĂ©lĂ©s et des donnĂ©es officielles du MinistĂšre de l’éducation, des loisirs et des sports. Des analyses de rĂ©gressions logistiques ont Ă©tĂ© effectuĂ©es et ont dĂ©montrĂ© que le climat relationnel maĂźtre-Ă©lĂšve semble diminuer les risques de dĂ©crochage scolaire pour les Ă©lĂšves consommateurs. Effectivement, le climat relationnel semble ĂȘtre un facteur de protection pour les Ă©lĂšves consommateurs rĂ©guliers de cannabis identifiĂ©s comme un groupe Ă  risque de dĂ©crochage scolaire alors qu’il ne l’est pas pour le groupe des non consommateurs et des faibles consommateurs. En revanche, ces analyses n’ont pas permis de dĂ©tecter un tel effet pour l’intoxication Ă  l’alcool. Les implications de ces rĂ©sultats sont discutĂ©es.School dropout is affecting a large proportion of adolescents in Quebec. Factors which predict school dropout come from individual, familial, social, school, and sociodemographic dimensions. Although many studies have found a significative link between substance use and school dropout, no study have examined the potential protective role of the socioeducational climate on the relationship between these behaviors despite support for such an effect. Thus, this study aims to verify if the student-teacher relationship climate plays a protective (moderator) role on the link between substance use and school dropout by using a longitudinal prospective design. The sample for this study is taken from New approach, new solutions (NANS) and includes 728 participants. Data were obtained thru self-report questionnaires as well as from the MinistĂšre de l’éducation, des loisirs et des sports for official data on school dropout. Logistic regression analyses showed that the student-teacher relationship climate seems to protect against the effect of regular cannabis use on school dropout but not against low or non-use. Conversely, the analyses haven’t shown such a protective effect in the case of alcohol intoxication. Implications for these results are discussed

    Cervicovestibular rehabilitation in adult with mild traumatic brain injury: a randomised controlled trial protocol

    Mild traumatic brain injury (mTBI) is an acknowledged public health problem. Up to 25% of adult with mTBI present persistent symptoms. Headache, dizziness, nausea and neck pain are the most commonly reported symptoms and are frequently associated with cervical spine and vestibular impairments. The most recent international consensus statement (2017 Berlin consensus) recommends the addition of an individualized rehabilitation approach for mTBI with persistent symptoms. The addition of an individualized rehabilitation approach including the evaluation and treatment of cervical and vestibular impairments leading to symptoms such as neck pain, headache and dizziness is, however, recommended based only on limited scientific evidence. The benefit of such intervention should therefore be further investigated

Marcovitz met en scĂšne le multiculturalisme canadien, le pluralisme juridique, l’inter-normativitĂ©, la neutralitĂ© de l’État, l’intĂ©rĂȘt public, la libertĂ© contractuelle, le droit comparĂ©, les valeurs fondamentales, dont la libertĂ© de religion et l’égalitĂ© entre les hommes et les femmes. Elle brouille les frontiĂšres entre le droit privĂ© et le droit public, entre la sphĂšre privĂ©e et la sphĂšre publique, de mĂȘme qu’entre les normes juridiques et les normes religieuses. Elle façonne, dĂ©construit ou reconstruit la norme religieuse par le droit Ă©tatique. Dans le prĂ©sent texte, cinq auteures et auteurs analysent les motifs de la Cour suprĂȘme Ă  partir de perspectives diffĂ©rentes. Ils se penchent sur les forces et les faiblesses ainsi que sur les silences, sans oublier les dissonances, de l’opinion majoritaire et de l’opinion dissidente. Marcovitz calls into play Canadian multiculturalism, legal pluralism, internormativity, State neutrality, public interest, freedom of contract, comparative law, fundamental rights including freedom of religion and gender equality. It crosses the boundaries separating public law and private law, the private and public domains, as well as legal and religious norms. It shapes, de-structures or restructures religious norms through the law of the State. In this paper, five authors analyze the Supreme Court’s decision on the basis of differing perspectives. They underline the strengths and weaknesses, the silences and conflicting views of the majority and dissident opinions. First of all, a private international law analysis is applied, since the case involves relations between two juridical systems, namely the Canadian and QuĂ©bec system of law and the Jewish or Hebrew legal order. Then the decision is examined in the light of a feminist perspective. From there, the conflict between freedom of religion and gender equality is addressed. An author then delves into the conception of liberty as set forward in the decision under study and last of all, an author analyses the distinction, relations and boundaries separating State legal traditions from their religious counterparts
